On October 31, the Bank of Russia added eight more payment systems to the list of nationally significant ones. In total, 37 participants are currently included in the register of payment systems of the Central Bank of the Russian Federation.
The status of nationally significant was assigned to: OJSC "Universal Electronic Card" (UEC), "Customs Card", LLC "Multiservice Payment System", payment system of VTB Bank, payment system NCC (National Credit Cards), "Union Card", as well as payment systems HandyBank and Blizko (Svyaz-Bank).

- The idea of creating a national payment system in the Russian Federation has been discussed for several years. A new round of interest in this topic arose in the spring of 2014 against the backdrop of sanctions imposed on Russia in connection with the crisis in Ukraine. Then the international payment systems Visa and MasterCard stopped servicing Russian banks that were subject to sanctions.
- The law on the creation of a national payment card system in Russia, adopted by the State Duma, also obliges international payment systems that do not have the status of nationally significant to make security deposits. This measure applies to payment systems whose clearing and processing are located abroad.
- The contribution provisions were expected to come into force at the end of October, but international payment systems were granted a deferment until the second quarter of 2015.
- In turn, Visa and MasterCard announced that they plan to transfer domestic Russian processing to the National Payment Card System by the second quarter of 2015 and thus avoid the need to pay a security deposit.
