
The loan of 2.4 trillion rubles from the FNB funds is not the only measure of state support that Rosneft asked from the government. The company would also like to obtain the status of a single supplier of oil products for federal and municipal consumers, including ministries, departments, budgetary organizations and institutions, a source in the Ministry of Economic Development told RBC .
Igor Sechin's company asked the government to register this in law in the Federal Law "On the contract system in the field of procurement of goods, works, services to provide state and municipal needs."
The Ministry of Economy opposes, believing that the monopoly will lead to unreasonable overstatement of gasoline prices for buyers. The official of the Ministry of Finance says that the monopoly on the supply market for oil products will lead to an increase in budget expenditures. The FAS did not hear about the initiative of Rosneft, but opposed the very idea of monopolization of the market. Currently, long -term contracts with various companies for the supply of petroleum products to federal departments are in force.
In the first nine months of 2014, state structures posted on the public procurement website orders for oil products for almost 50 billion rubles. The total amount of purchases only gasoline by public structures per year may exceed 160 billion rubles.
The interlocutor of the publication in Gazprom Neft, which is a major supplier of oil products for the needs of the Ministry of Defense, estimated the market for gasoline, diesel fuel and kerosene for the needs of federal and municipal organizations in 10-15% of the total fuel consumption in the country: 4-6 million tons of gasoline and 7-10 million tons of diesel fuel.
The source of RBC in Lukoil believes that the introduction of such a preference for Rosneft is even difficult in the presence of political will: subject to an accident at any large refinery of a single supplier of oil products for state -owners, this threatens an emergency and disruption of supplies. In addition, other large companies are not ready to give their share of the market for oil products, since this is a premium segment.
