
"Hybrid War" was not invented by Putin and was not first tested at all in Crimea at all
After the annexation of Crimea and the unleashing of the war in the Donbass, they talk a lot about the so -called "hybrid war" of the Kremlin. What, according to theorists, combines elements of "ordinary" combat operations with the actions of intelligence and sabotage units, with the war of information and "cyber". The same theorists and analysts claim that this is a completely new type of war.
There is nothing supernova in the "hybrid war". All this, to one degree or another, of one or another combination of elements, was practiced long before the appearance of the "green men" of Putin in Crimea and in the Donbass. But since there were no such terms then, in closed documents it was called "active intelligence", in open-partisan actions, rebel movement or, later, a folk liberation struggle and national liberation movement.
"Our revolutionary finger launched in China"
On October 7, 1929, Stalin, who was, as usual, on a multi -month vacation in Sochi, sent to Moscow Molotov who replaced him (at that time a member of the Politburo of the Central Committee of the All -Union Communist Party of Bolsheviks and the Secretary of the Central Committee) is a very curious message:
It will be clear to everyone that we are against the war with China, our Red Army soldiers guard only our borders and have no intention of switching to Kit [Ai] territory, and if there is an uprising inside Manchuria, then this is a completely understandable thing Joseph Stalin
“There will be fuss with China. By the way, it seems to me that it is time for us to switch to the point of view of the organization of the rebel revolutionary movement in Manchuria. The individual detachments sent by us to Manchuria to complete the individual episodic nature of the tasks are, of course, good, but this is not that. Now we must go to more. We need to organize two two -filling teams from the Chinese, provide them with all the necessary (Artillery, machine guns, etc.), put the Chinese brigades and put them into Manchuria, giving them a task: to raise an uprising in the Manchu troops, to annex reliable soldiers from these troops (to dissolve the rest, having previously decapitated the lumps [Ande] composition), to turn around in the division, to occupy Harbin and, gaining strength, declare Cansulyan. A little backstory. At that time, a stumbling block for Moscow and Zhang Xulyan was a Sino-Eastern Railway (CCH). The history of this conflict is extremely ambiguous: Soviet, and now Russian historians of state -owned dressing, have repeated and insisted that exclusively “Chinese militarists” were to blame for everything, trying to take over the Soviet Union of the CVD. According to the Chinese side, the conflict was provoked by the USSR, which constantly violated the 1924 agreement on joint management. At the same time, the road did not bring arrivals, it remained an enterprise deeply unprofitable. For the actual owner of Manchuria, Generalissimo Zhang Zolin, the CRC was a strategic highway, but he did not want to pay for his troops for transferring his troops on it. Attempts by the Soviet Administration of the CRC to prevent the transport of echelons with armed "hares", the Chinese military stopped the threat of execution. Then Zhang Zolin even began to take the planned seizure of the highway. It was obvious that the road could not be kept, it would never be profitable in Soviet hands, and its strategic significance in the hostile environment is almost zero. Back in 1926, in Moscow, some sane "party comrades" spoke that "we need to quickly get rid of the CCH, pass it that this is a" corn "on our leg ...". (Stalin Molotov’s letters ..., p. 77.) But, as it loudly stated at the July (1926) plenum of the Central Committee and the Central Code of the All -Union Communist Party of Bolsheviks, the Fire Member of the Politburo Nikolai Bukharin, “We had a question about the CCH, about the railway line, which is the main strategic residential finger, which is our revolutionary finger launched in China.” (Ibid.)
Since "our revolutionary finger, launched to China" did not want to remove from there, Moscow tried to resolve this issue in Stalinsky radically: there is no person-no problem. On June 4, 1928, the wagon, in which Zhang Zolin was traveling, was blown up near Mukden Mina, laid down in Viaduct. A few hours later, the seriously wounded Generalissimo died in the Mukden hospital. Although the Japanese were immediately accused of the attempt, it is now known that he was organized by the ONU OGPU in Harbin Naum Eitingon and the IV resident of the Red Army Headquarters of the Red Army Salnny. However, this did not solve the problem, since Zhang Xulyan, the son of the murdered Zhang Zolin, also did not want to listen to the "good" arguments of the Kremlin. Hence the version of the organization of the "rebel movement" proposed by Stalin. Ultimately, however, they decided to use open force without undertaking: they pulled up artillery, cavalry, infantry parts, and aviation to the border. On October 12, 1929, units specifically under this campaign of the created special Far Eastern army struck the first blow by capturing the city of Lahassus (Tunjiang) in the province of Khuylunjiang and destroying half of the ships of the Chinese Sungarian flotilla. On October 30, 1929, the ships of the Soviet Far Eastern Military Flotilla landed a landing at the mouth of the Sungari, finished off the remnants of the Sungari flotilla, and the two Soviet regiments simultaneously captured the city of Futzzin. At the same time, Soviet troops crossed the Soviet-Chinese border and in Primorye-near the city of Mishanfu. Having rummaged the Chinese troops, they entered into a new agreement on the CRC, formally restoring joint management. But the “revolutionary finger launched to China” still had to be pulled out of China later, giving Manchuria the Japanese who occupied her.
"They made a noise, but the bridge was not blown up"
However, at first the ardor of the Far Eastern red saboteurs did not cut this - until they came across red -handed. On July 7, 1932, the adviser to the Japanese Embassy in Moscow transferred the note of his government to the People’s Commissariat of Foreign Affairs, which said: a certain Korean Lee, arrested by the Japanese authorities, testified that he was reconciled with the three other Koreans, was equipped with explosives and transferred to Manchuria to blow up a number of bridges. As the head of the Plenipotentiary of the OGPU in the Far Eastern Territory Terenty Deribas, the operation organized by him, was self -critically reported, the operation organized by him failed, "they made noise, and the bridge was not blown up." Stalin, who again rested “in the south” and notified of the scandalous fiasco Chekists even before the official receipt of the Japanese “complaint”, wrote a member of the Politburo and secretary of the Central Committee Kaganovich in Moscow:
"It is impossible to ignore the criminal fact of the violation of the Central Committee’s directive on the inadmissibility of the subversive work of the OGPU and the reconnaissance of the manchuria. The arrest of some Koreans-Breakers and the concern for this case of our bodies creates (may create) a new danger of provocation of the conflict with Japan. Who needs all this, if not the enemies of the Soviet regime? Be sure to request the case and punish approximately violators of the interests of the USSR. Talk this out of place with Molotov and take dragon measures against criminals from the OGPU and the reconnaissance (it is possible that these gentlemen are agents of our enemies in our environment). The whole message of the Korean Lee from the beginning to the end is a malicious and provocative fiction. Neither the Vladivostok GPU, nor any other Soviet institution in Vladivostok could give and did not give those instructions that Lev Karakhan show
On July 2, 1932, Kaganovich informed the leader that he found out the situation with Koreans-sabotages and, "unfortunately, your assumption was justified-this is the OGPU (the remnants of the old). Along the way, Kaganovich informed Stalin that "the other day, the supposedly representative of the People’s Army appeared on our border post with a letter to Blucher (Vasily Blucher - the commander of a special red -digested Far Eastern Army. - V.V. ) for weapons, etc. We gave the directive to immediately send him back and henceforth not allow the transition of such represented [ITILI], or imprisoned provocateurs, or objectively playing a provocative role, indifferent. " (Ibid.)
Informative remark: So, similar campaigns in Voentorg to Blucher were quite ordinary and regular. That's just because of this failure, I had to make a conspiratorial pause, closing the "Voentorg" to register. "The spontaneously increasing movement of foreign peasantry"

The first paragraph of this document under the heading "Top Secret" read:

Active intelligence groups, as well as military subversive and sabotage groups <...> are liquidated, "and instead of" active intelligence in its present form "in neighboring states" special points "of the Politburo of the Central Committee of the RCP (b) are organized"
It was further stated that "with the establishment of more or less normal diplomatic relations with the countries adjacent to the USSR," supposedly "directives on the cessation of active actions were repeatedly given, but they say, the" spontaneously growing "movement of the foreign peasantry, from which the personnel of the sabotage groups of active intelligence were completed," so complicated the leadership of these groups that there were a number of incidents, which had a number of incidents, "Harming the harm of our diplomatic work." Nevertheless, other “active intelligence groups, as well as military-subversive and sabotage groups <...> are liquidated,” and instead of “active intelligence in its present form,” “special points” are organized on the territory of neighboring states-deeply conspiratorial reference points “for preparation for destructive work during the enemy enemy war”. These same "points have the character of informational and preparatory, however, however, in order to turn into battle at the corresponding moments," but "in no way are associated with the party." The Politburo ordered to immediately change all the rescued chiefs of the “former active intelligence” and clean the border zone on our side “from active partisans, which, as stated, independently cross the borders for combat work”. It is prescribed "without embittering them and leaving them for use in the event of war", to evacuate the country into the country. And "for the painless conduct of all these measures and to avoid dissatisfaction, separation or degeneration of individual groups or persons, it is necessary to allocate the corresponding amounts", as well as the establishment of "solid estimates for work for the future in sizes that guarantee the organized and maintained work of all employees." It is stipulated that "a change in the indicated work methods caused by the features of the situation (for example, Bessarabia) can take place only by a special resolution of the Politburo." But such a passage of the Politburo decision is especially attracted: "It should be emphasized that the Polish government in this matter does not have direct evidence against us, and is based only on guesses. Therefore, a decisive rebuff should be given all sorts of attacks from the Polish side." (Lubyanka ..., pp. 98-100.) Along the way, the Politburo took out the so-called. From Poland to Ireland
... this case began on January 5, 1925, when the chairman of the OGPU of the USSR and a candidate for the Politburo of the Central Committee of the RCP (b) Felix Dzerzhinsky received an emergency message of the Envoy of the OGPU in the Ukrainian SSR (and, part -time, the chairman of the GPU and the People's Commissar of the Internal Affairs of Ukraine) Vsevolod Balitsky, which units of the Polish army, crossing the Soviet border near the yampol (now Gorodok in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky in Khmelnitsky The regions), defeated the Office of the 2nd commandant’s office of the Yampol border detachment and broke into the territory of the USSR. The Politburo was in shock, even deciding: here it is, the Polish aggression, which the Bolsheviks spoke about for so long! Since at that time the “indestructible and legendary” Red Army was completely uninhabited, through the NKIKS, they immediately handed the note about the consent of the Soviet side to settle the incident peacefully. At first, the Polish Foreign Ministry at first met with undisguised amazement: what is the incident?! Moreover, as it soon became clear that nothing on the whole border with Poland was absolutely an account: the Polish troops did not cross the border, the Soviet outposts did not attack or fired.
The head of the border guard of the GPU of the Ukrainian SSR Nikolay Fast, with reference to the report of the Volyn provincial border guard, reported to Moscow:
"On January 5, 1925, at 1 hour. 30 minutes. A detachment of Polish troops consisting of 40 hiking and three horse troops, an attack was made on the control of the 2nd commandant’s office of the Yampol detachment and the outpost No. 5 located at the village of Sivka, which was north of Yampol. The attack was repelled. The head of the outpost Dickerman was wounded, 1 was killed by the Polish. Пограничников можно поздравить соврамши: нападавшие вовсе не отступили или отошли – успешно прорвались на советскую территорию, где бесследно и растворились. Проявив при этом исключительную боевую выучку: не бросили убитого товарища, забрав его тело, не оставив тем самым никаких улик, кроме той самой пилотки, которую к делу не пришьешь. Да и было ли вообще это тело? Не говоря уж о том, что в горячке ночного боя просто нереально было различить две капральские нашивки на погонах якобы убитого.
Реакция "Железного Феликса" была стремительна. Справедливо не доверяя рапортам с мест, он тут же приказал своему заместителю Генриху Ягоде:
"Надо с расследованием выехать на место. Надо выяснить до полной ясности мотивы и причины таких действий поляков. Вопрос очень серьезный". (Ф.Э. Дзержинский – председатель ВЧК-ГПУ. 1917-1926. Сборник документов. М., Международный фонд Демократия, 2007, документ № 981.)
Специально для рассмотрения "ямпольского инцидента" Политбюро ЦК РКП(б) 8 января 1925 года собралось на экстренное заседание, создав специальную тройку для детального расследования. Каковая выяснила нечто такое, что 27 января 1925 года пришлось вновь созывать специальное заседание Политбюро по этому же вопросу. Тем же днем датирован и весьма необычный приказ, отданный Дзержинским все тому же Ягоде: "Необходимо запросить погран[ичную] охрану в центре и на местах все, что им известно о бандах (наших) и о деятельности Разведупра, а также у съехавшихся на съезд начальников особ[ых] отделов. Вопрос архисрочный и архиважный". (Ф.Э. Дзержинский – председатель ВЧК-ГПУ. 1917-1926…, документ № 987.)
Случай в Ямполе доказал, что на нашей территории существуют банды против поляков, как равно и при содействии с нашей стороны работают банды за кордоном Феликс Дзержинский
"Наши банды" – это не оговорка председателя ОГПУ. К тому времени Дзержинский доподлинно знал, что на заставу напали не поляки, а… свои – переодетый в польскую военную форму диверсионно-террористический спецотряд военной разведки, Разведупра Штаба РККА! Вот этих-то диверсантов Разведупра Дзержинский, не сдерживая холодной ярости, и величал "нашими бандами". Очень показательно его письмо шефу украинского ГПУ Всеволоду Балицкому, отправленное тогда же:
"Дорогой товарищ Балицкий!
Безответственным действиям Разведупра, втягивающим нас в конфликты с соседними государствами, надо положить властно предел. Случай в Ямполе доказал, что на нашей территории существуют банды против поляков, как равно и при содействии с нашей стороны работают банды за кордоном. Прошу Вас прислать мне срочно весь имеющийся у Вас материал и по этому вопросу, а также собрать дополнительно:
1) Какие банды, их количество, местоположение, как с нашей стороны границы, так и по ту сторону. Их вооружение. Что они из себя представляют, идейность и дисциплинированность?
2) Кому они подведомственны и подчинены, какому учреждению и каким лицам в приграничной зоне, в Киеве, Харькове, Москве?
3) Каковая организация управления ими в центрах и на местах. Линия их подчинения?
4) Что представляет у Вас из себя Разведупр и его органы? What are the ideas? Характеристика лиц и оценка, кто им дает указания?
5) Какие их взаимоотношения с нами и с погранвойсками? Каким образом наша погранохрана их пропускает через границу?
6) Ваши предложения и Ваше отношение к бандам, к их деятельности, а также к Разведупру. Надо ли их ликвидировать и как это можно сделать? Можно ли и следует ли банды эвакуировать в глубь страны и куда? Не могут ли эти банды выступить против нас, кой-кого из них перебросить на сторону врага.
Прошу лично заняться этим делом. Копии с моего письма не снимать, а вернуть его мне с ответом и материалами, которые мне нужны для комиссии П/бюро, в которую я вхожу.

В ходе того своего расследования Феликс Дзержинский вообще узнал много чего интересного. Например, что военная разведка ведет эти операции мало того, что у него под боком, так еще и с марта 1921 года, когда Советская Россия и Польша заключили Рижский мирный договор. Вот сразу после заключения этого мира Разведупр и развернул т. н. "активную разведку" – масштабную операцию по заброске в Польшу хорошо подготовленных диверсионно-террористических групп и отрядов. Это была не самодеятельность, а спецоперация, санкционированная на уровне Политбюро. Кремль полагал, что профессиональные диверсанты и террористы так расшатают польский тыл и всколыхнут народные массы, что Восточная Польша сама упадет в руки большевиков.
Командный состав для тех отрядов подбирался из числа кадровых командиров Красной Армии, имевших боевой опыт, а также из опытных политруков и чекистов, как правило, окончивших курсы комсостава. Костяк собственно диверсионных отрядов формировали и вооружали на территории Белоруссии и после прохождения спецподготовки перебрасывали в восточные воеводства Польши через специальные "окна" на границе. Советские диверсанты, активно изображая народных мстителей, убивали отдельных полицейских и нападали на полицейские участки, захватывали и грабили пассажирские поезда, пускали под откос грузовые составы, взрывали паровозы и мосты, грабили и жгли польские помещичьи усадьбы, строго по инструкции истребляли помещиков, чиновников, ксендзов, православных священников, мелких чиновников, гминных войтов (старост), вырезали польские хутора, уничтожали "предателей", совершали налеты на тюрьмы – для освобождения "боевых товарищей", грабили отделения и банки – для получения средств на "освободительную борьбу", разумеется. По возможности, "повстанцы" устраивали в селах собрания, где пылко призывали белорусских крестьян выступить против польских "панов". Особую известность обрели такие командиры отрядов "активной разведки", как Кирилл Орловский, Василий Корж, Александр Рабцевич, Станислав Ваупшасов (настоящая фамилия Ваупшас). К слову, последний весьма красочно расписал свои "подвиги" в мемуарах, без малейшего стеснения поведав, как его люди, переодевшись в польскую военную или полицейскую форму (советские диверсанты в Польше вообще действовали в польской форме, хотя, согласно уже существовавшим к тому времени нормам ведения боя, лица, использующие при ведении боевых действий военную форму противника, считаются военными преступниками), грабили и сжигали имения "панов", убивали тех, "кто не мог ждать от нас пощады", сжигали волостные правления, захватывали поезда, грабили их пассажиров, особое внимание уделяя почтовым вагонам (См.: Ваупшасов С.А. На тревожных перекрестках. Записки чекиста. М., Политиздат, 1974, стр. 95-139.) Примечательно, что хотя сама операция шла по линии Разведупра, все видные деятели "активной разведки" впоследствии оказались в кадрах чекистского ведомства.
С апреля 1921 года по апрель 1924 года польские власти зафиксировали 259 переходов границы, совершенных отрядами боевиков Разведупра РККА. С апреля по ноябрь 1924 года эти отряды "активной разведки" провели в Восточной Польше не менее 89 крупномасштабных боевых операций по дестабилизации обстановки. Как полагали аналитики "Двуйки", Второго (разведывательного) отдела Генерального штаба Войска Польского, в Полесье, Налибокской, Беловежской и Гродненской пущах, а также на территории Виленщины в тот период действовало не менее пяти-шести тысяч боевиков "активной разведки". Причем операции "спецназа" Разведупра не прекратились даже после скандального инцидента в Ямполье и решения Политбюро о ликвидации этой самой "активной разведки в настоящем ее виде". С марта по май 1925 года боевики провели в Западной Белоруссии 59 боевых операций, с июня по август того же года – еще 50 боевых операций, всего же с декабря 1924 года по август 1925 года советские диверсанты провели 199 боевых операций. Правда, свою основную задачу диверсанты и террористы "активной разведки" не выполнили – "народного восстания" в Западной Белоруссии и Западной Украине так и не вышло. Вот один из таких советских диверсионных отрядов, видимо, прижатый к границе пограничниками Korpus Ochrony Pogranicza (Корпус охраны границы), и атаковал советскую заставу. For what? Может быть, боевики приняли глухой ночью советскую заставу за польскую, а может быть, советские пограничники сами открыли огонь по рвущимся через границу неизвестным в польской форме.
"Ямпольский инцидент" крест на операциях "активной разведки" не поставил. Они вовсю продолжились на Дальнем Востоке, в 1929 и 1930 гг. велись в Афганистане, с 1933 по 1946 гг. – в Западном Китае (Синьцзяне). А 16 июня 1927 года председатель РВС СССР, нарком по военным и морским делам Клим Ворошилов и вовсе обратился в Политбюро ЦК ВКП(б) с интересным предложением: вспомнить опыт ГПУ и Разведупра РККА первой половины 1920-х годов по организации "активной разведки" на территории Польши и срочно развернуть советские диверсионные группы в… Ирландии! Политбюро, рассмотрев через неделю "Вопросы т. Ворошилова", постановило:

Почему Ворошилов предложил развернуть диверсионные формирования именно в Ирландии, догадаться не так уж и сложно. 23 февраля 1927 года министр иностранных дел Великобритании Джозеф Остин Чемберлен обратился к советскому правительству с нотой, требуя прекратить антибританскую пропаганду и подрывную деятельность против Британской империи, а мае того же года британское правительство разорвало дипломатические отношения с СССР. Москва тогда всерьез полагала, что дело идет к организации большого военного похода против СССР во главе с Британией, противопоставить которому было нечего – Красная Армия была тогда фактически небоеспособна. Отсюда и ворошиловская идея: попытаться дотянуться до "проклятой англичанки" хотя бы руками диверсантов – через Ирландию. Эта авантюра завершилась ничем: абсолютно никаких возможностей для развертывания "активной разведки" в Ирландии у СССР тогда не было.
