Several thousand people left on November 2 to a rally under the slogan "Stop the collapse of Moscow medicine." Yegor Skovoroda watched the doctors and patients frozen in the November Wind on Russian officials.
“The rally time has begun, we can already speak,” the leading rally announced from the scene installed on a small truck. Behind her, stretching "for the right to treat and be healthy."
The small Suvorov Square in front of the theater of the Russian army is completely filled with people, many with posters, flags and children. The sound is weak, and acting as the back rows is practically not heard.
- Badly audible? Come closer. All in our power! - the host apologized for the bad sound - Alla Frolova from the movement "Together - for decent medicine."
According to Frolova, the movement appeared two years ago, when the reduction and closure of the capital's hospitals began, "just then the Moscow authorities were able to hide it." This time it was not possible to avoid noise: two weeks ago, RBC published a plan for the reorganization of the Moscow healthcare system, which will lead to the elimination of a number of hospitals and maternity hospitals - according to the publication, 28 institutions, including 15 hospitals, will be dismissed.
“We did not want to publish it because we were crying quietly in our offices. But since this resulted in public space, now we will cry all together, ”Leonid Pechatnikov did not deny the authenticity of the documents of Moscow vice-mayor on social development.
The plan for such optimization of the healthcare system caused the outrage of Moscow doctors. Moreover, according to doctors, the number of closed hospitals can be even more - for example, the documents published by RBC are not taken into account by children's institutions that also fall under reduction.
When it became known about the intention of doctors to reach the protest, some of them received urgent recommendations from the head physicians not to go anywhere, and some unexpectedly called to work on the day of the rally. The authorities themselves did not coordinate the rally for a long time and, as a result, allowed it to be carried out only on relatively remote from the center of Suvorovskaya Square, said one of the applicants of the action, Alexander Oreshkin.
At the entrance to the rally, there were frames of metal detectors not connected to the network. The wire dangled from above and beat those who entered.
“Many simply could not come here, because the Department of Health arranged a hypocritical holiday“ Health Day ”and many doctors were forced to stay at workplaces,” said Oreshkin from the stage.
“The reduction in health care costs by 34% is a disaster, it is a collapse,” said Frolova. - Our government has money for everything: for pompous Olympiads, for salaries to employees of law enforcement agencies, for war, but you and me not.
“Putin, bring the troops into healthcare,” one of the posters suggested. “I want an awesome country, not an awesome power,” a strict young man held another poster. “The rally of doctors is a shame of the government” - hung on a tree, and nearby: “Nuremberg cries according to the Ministry of Health.”
“Vova is not treated,” joked another poster in the crowd. Someone raised a large paper syringe above his head.
- In Ufa, where I have returned from now, 55% of the ambulance brigades are not equipped with the second doctor. This means that they simply will not be able to effectively conduct resuscitation measures, ”explained Andrei Konoval, the coordinator of the medical workers, which unknown people attacked Ufa in Ufa. After his performance, a minute of silence was declared along one of the founders of the “action” trade union - the Ivanovo anarchist and ambulance worker Eduard Kalyamanov, who suddenly died in mid -October.
“We should not just let off steam today,” he warmed. - And therefore, we offer to plan a general protest and hold it in at least forty regions in late November or early December.
In the regions, the situation with hospitals and abbreviations among doctors is even more difficult and dangerous than in Moscow, many of the speakers said. Formally - Putin’s “May decrees”, the average salary of doctors is really growing, but in order to release this money and report on the implementation of decrees, departments or entire hospitals are closed, many doctors are dismissed. In addition, this increased average salary consists of several rates, which significantly increases the load on doctors. And in the end, the real salary of many is even reduced.
The ambulance service is falling apart before our eyes. Almost all specialized brigades are liquidated.
Officials force doctors to engage in endless filling of papers. “There is no time to work for doctors,” summed up Professor Pavel Vorobyov from the Pirogov movement of the doctors of Russia. According to Vorobyov, this summer doctors told him that they had to work in six areas at the same time: "This is nonsense, not work."
- The ambulance service is falling apart before our eyes. Almost all specialized brigades are eliminated, ”said the resuscitator Andrei Exler. According to him, now in Moscow there is such a system that, upon calling the ambulance, they can send Moscow to the south from the north of Moscow-"and no one is bothering that she spends an hour on the road there and an hour back."
The front ranks suddenly exploded with a loud “ura-ah!”, When doctors from the 11th city hospital-Olga Demicheva and Semyon Galperin entered the stage.
“We came here with our patients,” Demicheva said. - In Moscow, schools and hospitals are now destroying. It seems to me that our city is sick and its authorities are sick.
She supplemented her performance with a poetic “oral letter” by President Putin with such, for example, lines: “Mr. President! If something depends on you, try to manage this avalanche. ”
Halperin called for the immediate resignation of Leonid Pechatnikov and other responsible for this reform, which one of the speakers called the "genocide of Moscow healthcare." “Resigned! Resigned! " - chanted the crowd. Someone from the stage noticed that the official of the printer "has no heart, no soul, no conscience." “Pechatnikov! Return to a person, ”the author of one of the posters suggested. “Officials are a vaccine in conscience,” another insisted.
At the entrance to the rally, there were frames of metal detectors not connected to the network. The wire dangled from above and beat those who entered.
“I was now passing by the police and saw that metal detectors were not turned on,” the honored pediatrician Yuri Lapin was surprised from the stage. - So our healthcare is not included. There is no electricity, and it also seems to me, dear comrades, that there is no conscience. Both the state of health and the state of healthcare today are in our country at such a level that it is a shame to talk about it. Today we all took the first step to correct this disaster, but we should not dwell on this and are obliged to continue protests.
- We are offended, they humiliate us, they tell us that we are cattle, long as you can endure it?! - said Professor Vorobyov.
“We expressed our position, and we began to press us, began to spread rot,” the driver of one of the ambulance substations admitted, where drivers are already thinking about the strike. - But do not give up! You have to be to the end.
Our city is sick, and its authorities are sick.
The bastard-driver read several lines from the poem of Mayakovsky dedicated to Lenin ( “It is bad to man when he is alone. Woe to alone, one is not a warrior” ) and, thinking, added: “No one will give this gingerbread-we must take it.”
"Down with officials!" -It spread over the square, from where demonstrators began to gradually leave due to the cold.
About three thousand people came to the rally against the collapse of medicine. Activists of the White Meter project, who followed the scope at the entrance, however, claim that 6.6 thousand people visited the square, but many of them quickly froze and left. Not only concerned patients, but also some political organizations came to support the requirements of doctors. The flags of not only the “Action” trade union, but also the “Yabloko”, the Party of Progress, Parnassus, the Left Front, the Russian Work Confederation, anarchist banners and several tricolors, curled over the square.
When the diesel engine in the generator, from which the speakers and the microphone worked, began to end, and the frozen crowd began to thin, Alla Frolova read out the rally resolution . In it, doctors demand an “immediate stop of the pseudo -reform”, refusing to close medical institutions and reduce workers, open discussion of all reform plans, as well as the immediate resignation of the leadership of the Moscow Department of Health and the same Leonid Pechatnikov.
"Yes! Yes!" - supported the resolution all gathered, clapping in frozen palms.
On the stage, an “open microphone” was announced for everyone who wants to speak, and people tired of the cold began to disperse. They walked to the non -working frames past a large banner “survived only the rich”, past the call “treat cats”, past the red cross, crossed out from the boot, by the pink poster “Let's go to the officials” and the final request to officials: “Closed the hospital - open the cemetery”.
"Fight, dear, fight!" -shouted someone from the stage in their backs.
