President of Ukraine Petro Poroshenko on Tuesday will submit to the National Security and Defense Council the issue of canceling the law introducing a special management procedure in a number of areas of Donetsk and Lugansk regions. The head of state said this in an appeal to the nation, which was published on his official website.

“Those broad powers that the law provided for, we are ready to provide only legitimate chosen authorities of local self -government,” Poroshenko explained. “And not to the bandits who bring themselves to the kingdom.”

“We cannot respect the choice that was not and is not,“ neither in fact, nor legally, ”the President of Ukraine also remarked.“ Not a single country of the world that respects itself and international law has already condemned the so -called elections. Fars have already condemned the EU, the USA, and dozens of our partners. ”

Poroshenko regarded the "elections" on the eve of the Donetsk and Lugansk "People’s Republics" as a gross violation of the Minsk protocol signed on September 5. "The Minsk Protocol provides for the holding in certain areas of Donbass of early local elections exclusively and only on the basis of the laws of Ukraine," the president recalled.

The head of state added that Ukraine "steadily adheres to the spirit and letters of the Minsk Protocol", however, "against the backdrop of its rude violating by other parties, we must make adjustments to our action plan."

The Law on the Special Management of Management in the East, signed by Poroshenko only on October 17, fulfilled, according to him, "an extremely important role in the suspension of external intervention, mobilizing the support of the world of Minsk peaceful agreements, confirming the sincerity of Ukraine’s intentions in the de -escalation of the situation in the Donbass." “We showed the residents of the Donetsk and Lugansk regions and the outside world the sincere desire of Kyiv for political settlement,” the president emphasized. “The militants rejected this opportunity.”

At the same time, Poroshenko assured that decentralization is still considered by Kiev as a key element of political settlement of the situation in the East. “We will be ready to adopt a new law - upon returning all sides to the implementation of the Minsk protocol,” the president assured. “Subject to the ceasefire, the creation of the buffer zone, the establishment of control abroad. And understandable steps that would mean the back move of the militants in the issue of the so -called elections on November 2.”

The new law, the head of state added, will provide for clear boundaries of areas with a special procedure for self -government and their budget decentralization. “It will allow these areas on the basis of their own resources to be responsible for their financing. Everyone is in labor,” Poroshenko explained.
