“We never had an end in itself the liquidation of NGOs that did not comply with the legislation ... The Ministry of Justice decided to send a letter to the Supreme Court to transfer the deadline for considering the claim in the Supreme Court for a later term. The deputy minister noted that when making a decision in the ministry, "they very carefully studied the appeal of the Commissioner for Human Rights in Russia Ella Aleksandrovna Pamfilova to postpone the consideration of the claim in the Supreme Court on the liquidation of NGO" Memorial "to the President of Russia Vladimir Putin."
Recall that the Ministry of Justice is sure that during its activities the Memorial has repeatedly violated the current legislation, including the Constitution of the Russian Federation. "In July 2014, the company issued a re -warning that obliges violations until 09/30/2014. As of 10/13/2014, the above violations were not eliminated," the Ministry of Justice reported.
In turn, the “memorial” itself assured that the organization did not violate any laws with its activities. Also, employees of the organization claim that they could not get "no links to the norms of the law" from the Ministry of Justice. Recall, on January 17, 2013, a written warning was issued to the permanent governing body of Memorial, obliging to eliminate violations until July 30, 2013. The Memorial appealed this decision in all courts, but the courts left the decision of the Ministry of Justice in force. On October 10, the Ministry asked to liquidate the Memorial by contacting the Supreme Court of the Russian Federation.
The Chairman of the Presidential Council for the Development of Civil Society and Human Rights (HRC) Mikhail Fedotov confirmed that the "Charter of the" Memorial "has some contradictions with federal legislation." The other day, the Commissioner for Human Rights in the Russian Federation Ella Pamfilova asked Russian President Vladimir Putin to recommend the Ministry of Justice to withdraw a lawsuit to liquidate the Memorial society.

One of the main claims of the Ministry of Justice is the status of the territorial units of the "Memorial". The bottom line is that the status of most of them allegedly does not give the entire organization the right to be called the All -Russian. Human rights activists themselves believe that the state is trying in this way to evade liability for violation of citizens' rights. “Instead of the fight against violations of citizens' rights, the state wages a war with those who identify these violations,” the organization said.

Amendments to the Law "On Non -Profit Organizations" were approved by the State Duma in July 2012. According to the new rules, any organization that receives funding from abroad is obliged to register as a “foreign agent” and every six months to provide full financial statements to the Ministry of Justice, as well as report on the results of his activities in the media. The international historical, human rights and charitable society "Memorial" has been working in Russia since 1989, the first chairman of the organization was a well-known Soviet physicist, dissident and human rights activist Andrei Sakharov.
