
First Deputy Prime Minister Igor Shuvalov instructed ministries to develop bills that implement the concept of centralized collection of money for using intellectual property objects on the Internet.
According to Lente.ru a source close to the government, the development of the relevant bills was entrusted to the Ministry of Culture, the Ministry of Communications, the Ministry of Economic Development, the Ministry of Finance and the Ministry of Justice.
The concept proposed by the President of the Council of the Russian Union of copyright holders Nikita Mikhalkov and presented in October Vladimir Putin will be taken as the basis.
According to this concept, the “global license” is legally introduced on the unlimited use of works posted on the Internet. Users will give consent to pay for this license when concluding an agreement with an Internet provider.
The organization for the collective rights management organization will collect money, which has received state accreditation, and the copyright holders will ultimately receive it.
It is also proposed to create a public register of works, RBC notes. We are talking about the so -called non -contractual collective management of copyright and related rights, in which the collector can receive deductions even in favor of those authors with whom he has no agreements.
“The expected economic effect should be a significant increase in income from intangible goods and services in the internal gross product of the Russian Federation within two years after the implementation of the appropriate tool,” the concept says.
According to experts, the implementation of this concept will lead to an increase in tariffs for access to the Internet.
