The decrease in world oil prices will not affect the budget of Russia in 2014 and 2015. This was in an interview with Eho Moscow in the evening of November 17 was told by the Minister of Economic Development of the Russian Federation Alexei Ulyukaev.
According to the head of the Ministry of Economic Development, the drop in the cost of Russian oil sold for dollars is compensated by the growth of the US currency to the ruble.
“Look, we had an average annual ruble exchange rate to the dollar, 37 were requested this year. We took the price, suggested that there would be $ 100 per barrel. We change to 37, we get 3 thousand 700. The price of oil went down, and the ruble went up to the dollar. Now we have $ 77 or 78 per barrel and 47 or 48 rubles per dollar. We change these two digits, we get the same 3 thousand 700. That is, the ruble price of oil is exactly the same as it was at the beginning of the year, ”Ulyukaev explained.
The minister noted that in connection with this "there is no problem for the budget." He added that the budget is “protected very well”.
Speaking of inflation, Ulyukaev noted that due to the weakening of the ruble, prices in the country will increase by 3.5-4% in the future of 6-9 months.
“This means that by the end of the first quarter of next year, the inflation rate will be approximately 3.5% higher than we expected it. We expected about 6%at the level. By this time. Most likely, it will be 10%during this period. And by the end of this year it will be at 9%, ”the minister said.
Ulyukaev added that the ruble course is currently not entirely fair. In his opinion, the equilibrium rate should be 41-43 rubles per US dollar.
In the fall of this year, the ruble sharply weakened to the main world currencies, which in early November reached their historical maximums: 48.42 rubles per dollar and 60.23 rubles per euro. This happened against the backdrop of a decrease in oil prices to a four -year minimum.
On November 18, the exchange rate of the dollar at the beginning of the auction on the Moscow Exchange fell below 47 rubles: by 11:23 Moscow time the value of the US currency reached 46.87 rubles. The euro of the same time has fallen in price to 58.52 rubles. In turn, oil quotes went up: by 11:25 Moscow time, Brent barrels were traded above $ 79, and WTI - above $ 75.
