The European Court demands an urgent diagnosis of a dying prisoner in Chita

The Strasbourg court demanded that Russia urgently diagnose convict Vladimir Klimov, who is serving a sentence in correctional colony No. 5 of Chita. Klimov has cancer in the fourth stage. Strasbourg obliged to involve medical experts independent from the Federal Penitentiary Service in the diagnosis. The human rights organization “Zone of Law” reported this on Wednesday with reference to lawyer Irina Khrunova, who represents Klimov’s interests in the European Court. The European Court of Human Rights (ECtHR) expects answers from Russian medical specialists to the following questions: 1) Is the treatment provided in the colony adequate to the applicant’s state of health? 2) Is Klimov’s current state of health compatible with his stay in a colony or prison hospital? 3) Does his current condition require transfer to a specialized hospital or release from prison? for more than two years Klimov has been seeking early release from prison due to a serious illness - kidney cancer. In April last year, the Ingodinsky District Court of Chita decided to release him from serving his sentence, but the prosecutor appealed this decision, and the patient remained behind bars. To relieve pain, he was given ordinary non-narcotic analgesics at the medical unit of IK-1; according to the Federal Penitentiary Service, Klimov also received the narcotic tramadol, but he himself denies this. In early November, the Ingodinsky District Court of Chita satisfied the demand of the defense of the convicted Klimov to transfer him from IK-1 of the city of Nerchinsk of the Federal Penitentiary Service of Russia in the Trans-Baikal Territory, where there is no possibility of treating his cancer, to the prison hospital at PKU IK-5.
