Over the past day, in the combat area, 49 shelling of the positions of the Ukrainian military has been recorded. Representatives of the OSCE repeatedly announced the transfer of Russian military equipment to the Donbass. Moscow denies this.
And today, on the eve of the anniversary of the Maidan, we are discussing the situation in the region with political scientist Vyacheslav Istunov and journalist Pavel Kanygin .
Vyacheslav Vladimirovich, in your opinion, will there be an exacerbation of the situation on the anniversary of the Maidan? Today, Joe Biden should fly. Just one to one.
Vyacheslav Istunov: Exacerbation of the situation is not confined to specific dates. And if there is no planned operation, provocation (and it may well be, but I think that it is still unlikely), today neither the same side is ready to start active military operations. Although, in my opinion, everything goes to that.
Vladimir Kara-Murza: Pavel, what is your opinion?
Pavel Kanygin: It seems to me that if something begins, it is unlikely to happen in Kiev. The most obvious: if it flares up, this will happen in the east of Ukraine. Because all the last weeks that I and my colleagues were there, we saw a constant, ongoing increase in force, which appeared somewhere on the border of Russia and Ukraine, and then calmly, everyone was in full view of Donetsk. And there it was distributed: something-in Makeevka, something-in Gorlovka, something-to other places where clashes occur. There is an accumulation of strength, and this is very noticeable.
Vladimir Kara-Murza: Political scientist Sergei Solodky , deputy director of the Institute of World Policy, came out from Kiev.
Sergey, is there a concern in the air on the eve of tomorrow's date? And do you believe the data on the transfer of Russian military equipment to the military area?
Sergey Solodky: Anxiety in Ukraine is felt, I would say, since the beginning of March - from the beginning of the aggression of the Russian Federation, from the beginning of the annexation of Crimea, from the beginning of the destabilization of the situation and sabotage actions of Russia in Eastern Ukraine. The alarm is long. I will not say that it increased or decreased due to the first anniversary of the beginning of the Euromaidan. And I would not say that now this anniversary is widely discussed in Ukrainian public discourse. Perhaps tomorrow the situation will change strikingly. But the first anniversary will be the key moment for the assessments of how we passed this year, what we did not, what should be done.
And about the visit of Joseph Biden. We think that it is primarily associated with showing the solidarity of one of the most influential countries in the world with Ukraine, to show that Ukraine in this difficult, difficult time is not alone, it can count on support, can rely on the shoulder of its partner. This moment will be an opportunity for negotiations on how to continue to act, on what reforms it is worth Ukraine to concentrate, where it can count on Western support. Because it is clear that Ukraine itself cannot cope with the challenges that it faces. Moreover, all the challenges were repeatedly multiplied by Russian aggression.
Vladimir Kara-Murza: Vyacheslav Vladimirovich, what are the main achievements and failures of this year that has passed since the beginning of the Maidan?
Vyacheslav Gamesov: I do not like to talk about achievements when it comes to revolutions. Revolution, as a rule, is always misfortune and defeat, they always throw the country far back. We can only talk about what significant defeats, significant losses are for this year. The destabilization of the situation, which always follows the illegitimate change of power, the loss of Crimea, the conflict in the Donbass, the destruction of the economy, the aggravation of enmity in society - this is the results of this year. And to talk about some achievements ... Well, we can only talk about the fact that somewhere, perhaps, we did not fall into the abyss, where we could fall. No more. I regard everything else as disadvantages. Moreover, these troubles are not purely Ukrainian, they affected the whole world, unfortunately.
Vladimir Kara-Murza: Pavel, do you agree that there were only failures during this year?
Pavel Kanygin: I can only talk about what I saw with my own eyes. At least in the southeast, the situation clearly did not improve, but worsened. And what we could see in Kyiv is also not always pleasant things. Some kind of bitterness of people occurred, and for absolutely understandable reasons. It is clear the bitterness and hatred of these people to the northern neighbor, to the people, to the government and the leaders of this country. But, nevertheless, this is an abrasion of hatred - that in Russian society, that in Ukrainian, is, of course, a far from a positive signal, it is difficult to call an achievement. This is some kind of radicalization, polarization of opinions in society. In Ukraine, it is quite dangerous now to adhere to the point of view, different from the one that the current power and the victorious Maidan now uses - that it is quite dangerous to express himself in defense of Ukraine in Russia, to condemn the situation with the Crimea. Therefore, by and large, there is little pleasant.
But Ukraine defended its independence. This is an achievement, which was given a fairly high price. And this is still happening now, we see it. The situation that has now developed in the southeast of Ukraine is a continuation of Ukraine’s struggle for its independent path.
Vladimir Kara-Murza: Sergey, Ukraine defended its European choice. In addition to achieving this victory, what else would you call the successes of the past year?
Sergey Solodky: One of the observers noted that Ukraine was looking for Europe, but found itself. I agree with this statement. Ukrainians really in the early days went out for signing an association agreement, but the mood at Euromaidan changed. And literally two weeks after the start of the Euromaidan, people went out not just for signing an association agreement - they went against the crazy, aggressive policy that the authorities pursued against citizens, against the corrupt policy of Ukraine. Let's just say that the bar of the requirements of Ukrainian society has seriously grew.
The difference between the Euromaidan and the Orange Revolution of 10 years ago is that it was not personified. We remember that in 2004, nevertheless, people went beyond Yushchenko, they thought that he would bring some changes. And now people have gone for a radical change in the management system itself in the state, for a new political and managerial culture. And this is a significant difference.
No one was hoping that the changes would come in one day. Everyone with whom I talked on the Maidan and after it understood that the path of change is long and complex. But no one could expect that he would be complicated, let’s say, with a “blow of a knife in the back” from the side of the people who always called you fraternal, from the Russian Federation. And of course, in the conditions of war, constant fears that Russia will go further, that Russian aggression will be extended to other regions of Ukraine, this does not add optimism to Ukraine. This forces the Ukrainian leadership and society to change the focus from internal reforms to preventive measures to combat external threats. So far, we will not stop Russia's aggression, unfortunately, about serious reforms ... Naturally, they are possible, but I would not talk about serious reforms.
Vladimir Kara-Murza: Vyacheslav Vladimirovich, what is the role of an external factor? How much does it correct the situation in Ukraine?
Vyacheslav Gamesov: If we talk about external influences, then, of course, they play a completely negative role - both influence on the one hand and on the other. Because both the same parties are quite indifferent to the internal processes of Ukraine, to the Ukraine itself, to citizens, they are forced to pursue their behavior lines. In this sense, they play a negative role.
But I must say that the external factor is secondary. It is too overestimated both in the West and in Russia. The internal logic of the Ukrainian formation of the nation works here. After all, Ukraine is experiencing the process of forming a nation. And it did not begin yesterday, and not even in 2004, it began before. Remember the last years of Kuchma’s reign, the years of the highest prosperity of Ukraine after the collapse of the Soviet Union - then dissatisfaction went through the abbreviation. We saw the rallies "Ukraine without kuchma." And who conducted these rallies? People focused on ethnic dominance of the Ukrainian ethnic group. And what happened? But it turned out neither this nor that.
Now, the process of forming a civilian nation in Ukraine is just taking place. And if there were no Crimea, if there were no war in the Donbass, then we would see the standard picture that was in the early 2000s: the dominance of Ukraine, the abolition of the Russian language, the formation of Ukrainian mythology and so on. The clash and the struggle in the Donbass, where my acquaintances of Odessa participate on both sides, when the winning groups first cancel the functioning of the language, and then take this condition back, because it is unacceptable not only because Europe is pressing, but also because it exacerbates internal stress. The fear of losing more leads to the fact that the ethnic factor gradually goes back, and in its place the formation of national consciousness is in its place. This is the main process that occurs in Ukraine.
And the formation of a nation is generally impossible outside mythology, outside the violent passions, without an external enemy. Therefore, this "external enemy" naturally appears. When they talk about Russia, it is worth remembering that Russia was the main enemy back in November, she knelt someone, sent special forces, provocateurs, snipers somewhere. All this was not, but this mythology was already. It was realized later - but it was realized. This all lies in the internal logic of the Ukrainian revolution. And the logic is not completed.
Pavel Kanygin: Are you talking about continuation?
Vyacheslav Gamesov: First of all, there is still an internal conflict between the winners, the radicalization of approaches, the formation of a more stringent system of power and the “settings” of the situation - well, if not through the dictatorship, then at least through strict actions in relation to the population. I think that the continuation of the conflict in the Donbass will be an integral part of this pressure.
Pavel Kanygin: I talked in Donetsk with so many entrepreneurs, including those who returned there after active combat processes, despite the continuation of the shelling. People are very upset and very dissatisfied with how the Ukrainian authorities did them. They still consider themselves a part of Ukraine, the so -called "elite top." I'm not talking about people of Akhmetov and Efremov format, I'm talking about middle -sized businessmen, medium -sized businesses are a backbone in the Donbass. These people are still talking about themselves in the categories of a common Ukrainian house. And they say that "everything is seething in us, we want revenge, because we understand that Ukraine to some extent takes revenge on us, conditionally, for Yanukovych, who" bend "the whole country" for three or four years.
Vyacheslav Gamesov: To whom they have nothing to do. And with whom Yanukovych acted in the same way as with all others.
Pavel Kanygin: Vyacheslav, you say that the winner receives everything. And in Ukraine, such a tradition: who wins, takes everything to himself, regardless of the loser. Then the loser wins and takes everything to himself, and again “wet” that ...
Vyacheslav Gamesov: It seems to me that now the situation is changing somewhat. She begins to come to a more balanced state. But, unfortunately, there are a lot of mistakes along this path. In my opinion, today the Kyiv authorities repel Donbass when they refuse to pay social payments, cease to pay pensions. But even in this war, Donbass transfers taxes to Kyiv. And Kyiv refuses to pay pensions to its pensioners. And this causes, of course, a very hard split - maybe much more serious than the previous one.
Vladimir Kara-Murza: Sergey, do you agree with our guests who foresee the conflict between the winners, the radicalization of all movements and so on?
Sergey Solodky: So many controversial points of view were expressed that if I react to each, then your program is unlikely to be enough. Ukraine did not refuse social benefits, including the payment of pensions. How can Ukraine physically pay them? Pensioners who want to receive a pension receive it without problems when they leave the occupied part of the country. I can say only one thing about the money that goes from the so -called DPR and LPR to the Ukrainian budget - these are only illusions, fantasies of Russian political scientists. Nothing of the kind happens.
As for the fact that the winner gets everything that in Ukraine there is no political culture for conducting a dialogue, I can recall the “post -barrel” situation when Viktor Yushchenko signed a memorandum of cooperation with Viktor Yanukovych. There were attempts to find the general, but, unfortunately, they did not lead to anything good. And not due to the fact that the democratic, pro -European camp behaved inconsistently - everything just happened the opposite.
Regarding mythology that the Ukrainian nation is created on the appearance of a Russian enemy. The Russian enemy did not appear for the Ukrainian nation suddenly. Russia itself came, occupied Crimea, Russian saboteurs destabilized the situation in the Donbass. Believe me, there was no thought of any Ukrainian to specially create the image of an enemy from Russia to rally, so that the Ukrainian nation appeared.
Regarding the persecution of the Russian language or its cancellation. And how can it be canceled if Ukrainians calmly communicate on it, if most of the print media come out in Russian, if the broadcasts are at least half composed from Russian television series, from Russian films? .. In general, a lot of untruth has been expressed.
Come to visit Ukraine - and you will see that Ukrainians are still warm to the Russian people, the Russian leadership is completely the opposite, and for obvious reasons. The Russian leadership, which swore in the fraternal regard, was received in the most vile way. And for understanding or a friendly attitude towards oneself, it simply does not have moral right.
Vladimir Kara-Murza: Vyacheslav Vladimirovich, and how much was made by Ukrainian propagandists to create an enemy’s image from Russia?
Vyacheslav Gamesov: Yes, infinitely much, starting from the 91st year. All school textbooks are permeated with the idea of constant enslavement by Russia of Ukraine, the constant struggle of Ukraine for justice. In the national mind of Ukrainians, Shevchenko dominates, who wrote: "Do not spit with Muscovites!" This very stringent mythology in the early 90s became dominant. They had to find points of division for the formation of a new government. And not a single government of Ukraine, starting from Kravchuk, continuing Kuchma, and even more so Yushchenko, and even Yanukovych, did not go away from this line. And youth training in the spirit of the confrontation of Russia took place all the time.
This began especially during the second Maidan. Here, things acquired a terrifying character when thousandth crowds shouted “Moskalyaka - to Gilyaku!”, And this was broadcast on television channels and, of course, played an extremely negative role. Look what nonsense occurred during all the events! .. When people burn in the house of trade unions and shout "Glory to Ukraine!" - This in itself is terrible and impossible. But the most important thing is that they write: "Fry Colorades", "freshly prepared Russian bacon." And they say that "yes, there are people whom we burn, but these are Moscow saboteurs - 100 pieces, and 50 people from Transnistria." Despite the fact that everyone is well aware that there was no one but Odessa. But this mythology of injection makes the anti -Russian, anti -Russian orientation inevitable. And then all the excuses, all numbers, all letters are on paper. And the first impression is in the words "Muscovites are to blame for everything!"
Vladimir Kara-Murza: Pavel, do you agree?
Pavel Kanygin: I would like to insert an important remark about Odessa. As far as we know, the investigation seems to have not yet been completed, and the exact results have not yet been announced. Therefore, I would not talk about who was there.
Vyacheslav Gamesov: At least all 48 people who were found there, they are all identified by names, by last name, by addresses. And there are no doubts that these were Odessa.
Pavel Kanygin: But what happened there is still incomprehensible.
Vyacheslav Gamesov: It is not clear to someone who does not want to understand.
Pavel Kanygin: We really want to understand, but, unfortunately, so far there are difficulties.
And I would like to say about pensions in the Donbass - this is really a very important and painful topic. And when I come there, I constantly find people who are very sympathetic to Kyiv, to Ukraine, who want at least some return of the previous orders. And there are a lot of such people. Not everyone was able to leave there. Many people remained, and actually live there as underground: they are afraid to speak out, afraid to say what they think. And communicating with these people, I realized that even these people gradually feel themselves a little thrown after history with pensions.
Господин Солодкий сказал, что нет возможности переводить пенсии, – ну, это какое-то лукавство. Единственный банк, которому сейчас позволено работать в этих двух областях, – это "Ощадбанк", и он вполне нормально работает, никто его не грабит. Я считаю, что можно найти какой-то компромисс с представителями сепаратистов. Они же заинтересованы в том, чтобы старики, пенсионеры были, грубо говоря, довольны, чтобы не было социальной напряженности. Поэтому они не будут, наверное, грабить инкассаторские машины и банки. Я считаю, что эта проблема решаемая. И дело не в том, что нет возможности, а в том, что почему-то нет желания. И этим украинские власти отталкивают от себя даже сочувствующих.
Вячеслав Игрунов: Я бы хотел сказать жестче. Посмотрите, ведь Порошенко тоже говорит: "Мы победим, потому что мы будем развиваться, у нас будет тепло, у нас будут дети ходить в школы. А у них не будет пенсий, не будет тепла, их дети будут сидеть в подвалах". То есть заранее планирует жесткое давление...
Павел Каныгин: Он так говорил?
Вячеслав Игрунов: Да, он говорил это несколько дней назад. И вот так запросто сказал: "Их дети будут сидеть в подвалах".
Владимир Кара-Мурза: Сергей, можно ли говорить о том, что идет уже гражданская война (или ее разновидность) на территории Украины?
Сергей Солодкий: Поразительным образом мне приходится оправдываться за Украину, хотя оправдываться должна Российская Федерация. Обвиняют украинцев в формировании мифологии, каких-то учебников... Если украинские учебники что-то перевирают, врут, назовите факты. Частности выдаются за общее. Реплики "Москаляку – на гiляку!" – что так говорят все украинцы. Что русские во всем виноваты. Ну, извините, не Украина на Россию нападала, а немножко наоборот. Не Украина у России отобрала часть территории. И не Украина пытается дестабилизировать ситуацию в России, а тоже наоборот.
Владимир Кара-Мурза: Вячеслав Владимирович, не признает Сергей то, что они...
Вячеслав Игрунов: Конечно! So it should be. Послушайте, какая же эволюционная сила, какое же национальное творчество, если вы признаете реальность?.. Реальность нельзя признавать. Дух нации формируется мифами. А миф – это же не выдумка, не сказка, это, во что люди верят. Они так говорят, и они в это верят, искренне верят.
Посмотрите, как человек передергивает. Я ведь говорю о том, что на площади тысячные толпы кричат "Москаляку – на гiляку!", и это транслируется по телевидению. А мне приписываются слова, что все украинцы кричат "Москаляку – на гiляку!" Хотя я ничего подобного не говорил. И огромное количество украинцев, даже настроенных антироссийски, не станут говорить "Москаляку – на гiляку!", потому что они сами отчасти москали, сами русские люди. А многие из русских людей там сражаются на стороне сил АТО. И это бессмысленный спор, когда твои слова превращаются в некую противоположность.
Так вот, не признают, и не будут признавать. В том-то и беда, что люди движимы в логике своего мифа, и они из-за этого не в состоянии признать правоту другой стороны. А правота всегда разделенная. Есть правота и с одной стороны, есть правота и с другой стороны, и их надо учитывать. А мифология этого не позволяет. Мифология всегда делает себя белой, пушистой, значительной. А враг – всегда черный, всегда зло.
Павел Каныгин: В общем-то, и с нашей стороны происходит то же самое.
Вячеслав Игрунов: Конечно!
Павел Каныгин: Россия тоже считает себя белой и пушистой, а на Украине все сплошь каратели, бандеровцы. Но очень важно понимать, кто первый начал. Это вопрос актуальный, и никто его не снимал.
Вячеслав Игрунов: Давайте мы не будем давать категорических ответов.
Павел Каныгин: Нет, мы не даем. Просто мы говорим, что важно об этом помнить.
Вячеслав Игрунов: Нет, помнят все разное. Я знаю, что начало – это когда первый камень брошен, когда первый человек получил удар металлическим прутом.
Владимир Кара-Мурза: А это вы о чем?
Вячеслав Игрунов: Майдан.
Павел Каныгин: Кто получил прутом – студенты или "Беркут"?
Вячеслав Игрунов: Вы имеете в виду 30 ноября? Ну да, пришел "Беркут", а потом едва унес ноги от "мирных" студентов, они же – дети. И с потерями, с ранениями унесли ноги, не смогли освободить Майдан. Так кто начал?
Павел Каныгин: Сначала "Беркут" напал на студентов, а потом уже...
Вячеслав Игрунов: На студентов, которые отметелили "Беркут" как хотели.
Павел Каныгин: Во-первых, не отметелили. Подошли уже другие силы на защиту этих студентов.
Вячеслав Игрунов: Да, я понимаю. А в Соединенных Штатах, когда освобождали Occupy Wall Street, 9 человек погибли. Никто не говорит, что власть не имела права освобождать Wall Street. И никакого мирового скандала не было. А здесь было несколько раненых ребят на Майдане. Но здесь уже – все, страшная вещь!
Кроме того, "Беркут" был украинский, а не российский. А нам рассказывают, что это Россия велела Януковичу избить студентов. Это было буквально на следующий же день.
Павел Каныгин: Анна Герман, ближайшая советница Януковича, в интервью, которое я брал у нее летом, подтвердила, что Янукович активно консультировался с Москвой, с Кремлем в последние месяцы своего правления. И особенно активно – как раз в те дни...
Вячеслав Игрунов: А почему бы и нет?!
Павел Каныгин: Но вы отрицаете, что Янукович советовался с Москвой...
Вячеслав Игрунов: Нет, не надо переворачивать мои слова. Я сказал, что была мифология, что Путин приказал Януковичу, и так далее. These are different things. Янукович консультировался не только с Москвой, он консультировался и с западными коллегами. Когда страна попадает в острую ситуацию, безусловно, политики ищут решения и консультируются, спрашивают, ищут помощи. Это совершенно естественное явление.

Вячеслав Игрунов: Москва здесь не сделала ничего. И уже в первые дни – в ноябрьские, в декабрьские – мы видели песнопения, псалмы, рассказывали, что "ОУН – это класс, все, что мы можем сделать, – это их вырезать, мы не можем идти ни на какие компромиссы", и так далее.
Павел Каныгин: А где вы это слышали? Я был на Майдане, но я ничего не слышал про "вырезать".
Вячеслав Игрунов: На Майдане были отдельные тусовки.
Павел Каныгин: На Майдане даже "леваки" тусовались одно время.
Вячеслав Игрунов: И не только "леваки", но и европейски, и либерально ориентированная интеллигенция. Половина моих друзей была там. Потом они отшатнулись от этого, но сначала они были там. Во Львове были такие встречи.
Павел Каныгин: Я не отрицаю, что там были радикалы. Действительно, Майдан был в некотором смысле националистическим. Но там не было оголтелых, как вы говорите, "вырезантов".
Вячеслав Игрунов: Я рассказывал о львовском священнике, который требовал вырезать на Майдане. Эти же священники потом приходили и проводили песнопения на Майдане.
Владимир Кара-Мурза: Это униаты?

Но люди в этом не исследуют логику революций. В революциях никогда большинство не играет никакой роли. Это статисты, легитимирующие активную часть.

Вячеслав Игрунов: Нет. Я смотрел украинский онлайн.

Я не видел ни этого истребителя, ничего, потому что я никогда не смотрю Российское телевидение. Я не знаю, что там говорят. Вот украинское я должен был смотреть, потому что шла прямая трансляция с Майдана. И я, конечно, вынужден слушать и ту пропаганду тоже...
Владимир Кара-Мурза: Прямая трансляция шла на "Дожде", который вскоре закрыли. Потом вы переключились в интернет, как я понимаю.
Вячеслав Игрунов: Нет, я с самого начала интернет смотрел. Телевизора, "ящика", у меня в доме нет принципиально. И я могу сказать только то, что знаем мы с вами.
Владимир Кара-Мурза: Давайте тогда вспоминать по мере развития событий. Мартовский референдум. Президент Путин убедительно сказал сначала, что "нет там наших солдат", а потом признался, что они есть. Как вы считаете, стоило ли применять такое лукавство?
Павел Каныгин: Ну, стоило или не стоило – пусть это останется на совести того, кто это говорил, кто придумал запустить такую информацию в медиа. Но, в принципе, все было понятно. Те, кто там работал, кто там был, а не смотрел по телевизору, – для них все это было очевидно. Я разговаривал с людьми, которые говорили: "Да, мы – ВДВ. Мы – русские солдаты".
Вячеслав Игрунов: Так случилось, что в день, когда появились "зеленые человечки" в Крыму, я сидел прямо на этом же месте и беседовал с Сатаровым и Соколовым о том, что происходит. Только-только объявили. И я сказал: "Дайте мне доказательства, есть они там или нет". Потому что мы уже видели наших снайперов на Майдане, мы видели наших десантников. Where are they? Дадите мне информацию – и тогда будем говорить. Соколов говорит: "Давайте тогда подождем новой информации". А это было еще до заявлений Путина. Я пришел домой, мне звонит Андрей Миронов (который потом погиб на Донбассе) и говорит: "Ты сегодня ошибся. Я видел по телевидению все эти кадры. Я вижу вооружение, я вижу амуницию, я вижу выправку – это ГРУ, это точно московские люди". И я был вынужден признать, да, действительно, Миронов прав. Но прошло пару дней – и это стало очевидно.
И почему так происходило, почему Путин сначала отнекивался, потом признал. Здесь очень простая вещь. На мой взгляд, сценарий был спонтанным. Каждый день он продумывался, совершенствовался и реализовывался. Никто не знал, как обернутся эти события, не знал, чем они закончатся. Не было окончательной версии. Возможно, оставляли мосты для отступления. Возможно, еще не понимали, как они должны себя вести. Я думаю, импровизация всегда имеет много шероховатостей.
Павел Каныгин: Нет, все это напоминало как раз очень спланированную операцию, отточенную и заранее подготовленную. Если мы говорим про Крым.
Владимир Кара-Мурза: Потому что у них уже были карты местности, да?
Павел Каныгин: Конечно.
Вячеслав Игрунов: Да, военная операция была спланирована блестяще! Я говорю о другом – о политическом решении. Оно созрело, по-видимому, в начале года, оно не продумывались, не просчитывались последствия, варианты. И все это по ходу пьесы, так сказать, додумывалось, декорации выставлялись по ходу спектакля. Поэтому я и думаю, что линия получилась несколько смешная.
Владимир Кара-Мурза: Павел, а может ли кто-то с Запада послать своих миротворцев, наблюдателей или вмешаться? Про Россию пока не говорим.
Павел Каныгин: Любая отправка войск в эту зону неминуемо будет иметь какую-то реакцию со стороны Москвы, что таит в себе большие опасности. Я не знаю, как здесь все решить. Например, победившие на выборах республиканцы говорят, что Украину надо снабжать оружием...
Вячеслав Игрунов: О снабжении оружием говорил и Обама. Речь шла о том, что НАТО не может в это вмешаться, но страны НАТО имеют право поддерживать Украину. Но до сегодняшнего дня было совершенно очевидно, что если возникнет настоящий конфликт, то, конечно, Запад будет поддерживать Украину, будет снабжать ее оружием и финансировать.
Павел Каныгин: Но этого пока не происходит.
Вячеслав Игрунов: Но сейчас появились опасные нотки. На вопрос – а что если Украина потеряет терпение и начнет полномасштабную войну с Россией? – Столтенберг ответил: "НАТО, безусловно, будет на стороне Украины". Вместо того чтобы сказать, что этого нельзя допустить, что НАТО будет всячески стремиться к достижению мира и так далее, он говорит: "НАТО будет на стороне Украины". Это очень неприятное смещение акцентов.
Павел Каныгин: К сожалению, власти России многое делают для того, чтобы Украина потеряла терпение.
Вячеслав Игрунов: Ну, это другой вопрос. Мы сейчас говорим о НАТО и международном вмешательстве.
Павел Каныгин: Но надо смотреть и на другую сторону тоже. И в этом плане стремление Украины получить какую-то поддержку выглядит вполне логичным.
Владимир Кара-Мурза: А какую роль сыграли российские средства массовой информации, пока их не обрубили на Украине?
Вячеслав Игрунов: Ну, трудно сказать. Конечно, там никакие средства массовой информации не играли на улучшение ситуации. И те, и другие работали на нагнетание конфликта, в том числе и российские, естественно.
Владимир Кара-Мурза: Все российские или...
Вячеслав Игрунов: Люди там смотрят Первый канал, НТВ. А кроме того, даже если бы они смотрели "Дождь", я не думаю, чтобы что-то изменилось. Вспомните, Ходорковский приехал туда и привез тьму сочувствующей интеллигенции. И эта сочувствующая русская интеллигенция получила в Киеве по мордам наотмашь. И теперь Быков пишет: "Кого бы мы туда ни везли, уже украинцы нас не примут. Мы столько сделали плохого для Украины, что даже самые сочувствующие на Украине будут выглядеть как враги". И какой бы канал ни показывали, москали неприемлемы. Уже существует жесткая интоксикация.
Павел Каныгин: Нет, вполне нормально люди реагируют на общественных деятелей России. Многие из них выступали и на Майдане, и сейчас они участвуют в форумах...
Вячеслав Игрунов: Я не участвую в форумах. А я тоже был на Украине в августе, в период самого обострения, встречался с людьми, с политологами, со студентами.
Павел Каныгин: Но вас же не били, как москаля, да?
Вячеслав Игрунов: Нет-нет!
Павел Каныгин: Даже словесно вас, наверное, не задевали.
Вячеслав Игрунов: Но ко мне испытывают некоторый пиетет – я старый, седой, лысый, пузатый...
Павел Каныгин: Меня тоже не били.
Вячеслав Игрунов: Ко мне можно отнестись уже с пиететом. Зато все решения, которые предлагали, носили исключительно силовой характер. Никаких мыслей о диалоге, о возможности искать компромисс. Только варианты силового решения.
Павел Каныгин: На самом деле, это проблема. И виден накал страстей, что все-таки не готовы к диалогу. Но надо смотреть, что происходит и с этой стороны. Здесь тоже не готовы к диалогу. Здесь требуют совершенно невыполнимых от Украины вещей, на что она не может пойти в силу страха потерять свою государственность.
Владимир Кара-Мурза: Сегодня и завтра в программах стоят ток-шоу, посвященные годовщине Майдана. Как вы думаете, вынут ли российские пропагандисты Януковича из "политического нафталина"?
Вячеслав Игрунов: Я думаю, что для российских пропагандистов Янукович – это сплошной минус. Я не думаю, что он кому-нибудь здесь нужен. Я думаю, что его списали, и даже не в "нафталин", а просто на свалку отправили. Ну, может быть, кому-то и придет в голову ввиду дефицита действующих персон пригласить Януковича, но это не от хорошей жизни.
Владимир Кара-Мурза: А как вы считаете, кто со стороны поверженной власти может еще что-то собой представлять и оценивать события с экрана?
Павел Каныгин: Исходят какие-то сигналы от их компании, от их так называемой "семьи", что они до сих пор готовы и хотят вернуть себе хоть чуть-чуть того, что имели. Пусть это будет в виде Новороссии или хотя бы Донецка, Донбасса. Как известно, там находятся практически все бизнес-активы сына Януковича, которые продолжают функционировать, с ними ничего не произошло – это заводы, фабрики, гостиницы. Их никто не бомбит, никто не захватывает, никакие дээнэровцы. Все находится в порядке. Поэтому надо как-то все это дело подобрать. И естественно, они ищут возможности и пытаются легитимизироваться.
