23 experts were withdrawn from the Expert Councils of the Higher Certification Commission (VAK) under the Ministry of Education and Science of the Russian Federation, under the leadership or with the participation of which unscrupulous dissertations were protected.

“Those who have been withdrawn from expert councils are not the people who themselves allowed unforgivable actions in their dissertation,” said Alexander Auzan, who heads the working group to improve approaches to the formation of expert councils of the Higher Attestation Commission, TASS, ”told TASS . “They were scientific advisers and opponents of work where cross borrowings were found.”

“The dissertation system as a whole is in a painful state. And you need to take measures so that she will return her qualification functions. One of the elements of this system is the expert advice of the Higher Attestation Commission. It is clear that there should be people who themselves relate to the dissertations, as serious work, which require analysis, evaluation, and so on, ”Auzan emphasized.

From March to July 2014, his working group conducted an analysis of a large number of dissertations on economic topics, on which “there were certain claims in the press, in statements, in analyzes”.

“But it all started with this text [published on Colta.ru in February 2014], written in response to the famous interview of Minister Livanov, Kommersant, in which he called the“ harmful ”and“ unnecessary ”work of Dissernet,” comments journalist Sergey Parkhomenko, one of the founders of the dissertation community, which conducts examinations of dissertations, protected in Russian universities.
