The court sanctioned the arrest of Oleg Shishov, director general of NPO Mostovik, who is suspected of embezzling 1.982 billion rubles during the construction of an oceanarium in Vladivostok. The Investigative Committee of the Russian Federation is preparing to charge Shishov with fraud on an especially large scale.
According to the investigation, from March 2010 to September 2014, Shishov, despite the advance payment for construction and installation work, did not ensure the completion of work on time, stealing by fraud the allocated funds in the amount of 1 billion 982 million rubles. ...>

- The oceanarium on Russky Island in Vladivostok was originally planned to open in time for the APEC summit in 2012, but construction has not yet been completed. About 15 billion rubles have already been spent on the project.
- On November 14, 2014, the President of the Russian Federation Vladimir Putin visited the oceanarium. He demanded that the construction be completed within six months.
- After Putin's visit, Andrei Poplavsky, director of the Federal State Unitary Enterprise "Directorate for Construction in the Far Eastern Federal District," was detained. He is suspected of embezzling more than 40 million rubles allocated for the construction of the oceanarium. FSUE is the customer of construction.
- On November 12, the Investigative Committee of the Russian Federation brought charges against Oleg Shishov in another case. He was charged with fraud, non-payment of taxes and non-payment of salaries to employees.
- In April 2014, Mostovik filed for bankruptcy in the arbitration court. According to various sources, the company's debts range from 40 to 60 billion rubles. Creditor banks filed claims for debt collection.
