
The Khostinsky District Court of Sochi took custody of the policeman Vladimir Moskvin, who was accused of official forgery (Article 292 of the Criminal Code). According to investigators, Moskvin falsified protocols on administrative offenses, according to which two citizens were taken under administrative arrest without reason.
The consideration of the case began on October 24, and until November 20, Moskvin was under the subscription about the lower room. However, as the lawyer of the victims, Alexander Popkov, told the ATS-Info, at a meeting in court the prosecutor filed a petition for the placement of the Moskvin under arrest. As a justification, he presented a letter from the police security service that Moskvin intends to hide from the court if the matter would develop an unfavorable way for him. The victims agreed with the prosecutor, and the court satisfied the petition.
Lawyer Popkov is of the interests of Valery Klishchenko, who was detained in January 2014 and after that he was sent for 10 days, and the interests of his family - his wife and daughter. According to Popkov, the police detained his principal on the street, not far from the Matsest microdistrict. Klishchenko walked along the street, a police car drove up to him, employees asked him to present documents, after which they took away his passport and took him to the police department in the Khostinsky district, where they simply placed in the cell without explaining. Only the next day, in court, he learned that a protocol on disobedience to the legal requirements of police officers was drawn up for him (Article 19.3 of the Code of Administrative Offenses, well known to many who were detained in protest events). According to Popkov, Klishchenko did not sign under any documents. At the end of the administrative arrest, Klishchenko turned to the Investigative Committee, after which, during the investigation, the security service learned about another similar story in which, according to investigators, the same policeman participates. The second victim, Vladimir Tsaturyan, was also detained in January. This happened in the microdistrict of the house - according to Popkov, he knocked on his own door, but his wife did not let him in. The Tsaturyan was taken to the department where it also drew up a protocol under Article 19.3. As the “Caucasian knot” conveyed from the words of the now deceased wife of Tsaturyan, he was brutally beaten. Later he was sentenced to administrative arrest for 15 days, says Popkov. The lawyer notes that the protocols not only did not have the testimony of the current victims, but in addition, people who were not in the police at that time were involved as witnesses. During the investigation, they testified that they were not in the department, Klishchenko and Tsaturyan did not see documents and did not sign documents.
At the same time, the Klishchenko family and their lawyer insist that Moskvin not only committed the forgery, but also exceeded the official powers. The fact is that earlier on the day when Klishchenko was detained, he was already taken to the police once on suspicion that he was wanted. According to Popkov, they conducted a preventive conversation with Klishchenko, he signed some documents, after which he was taken away from the police and landed on the street. A police car that stopped it to verify the documents, drove up ten minutes after that. Popkov believes that Klishchenko was avenged. However, the prosecutor’s office did not accuse the official authority to blame the Moskvin.
In this district police department, shortly before the Olympics and soon after it were civil and political activists. A member of the “Yabloko” and “Ecological Watch in the North Caucasus” Andrei Rudomakh was delivered here, and in connection with a criminal case, which was not remembered before the year. There were two activists, Olga Noskovets and David Hakim, detained for the action in support of Evgeny Vitishko (Hakim was later sentenced to four days of arrest).
