
The law on non -profit organizations will be amended, giving the Ministry of Justice the right not only to assign the status of a “foreign agent”, but also to remove it independently, Izvestia reports . Corresponding amendments will be made to the State Duma in December.
The condition for the removal of the status of the "agent" will be the refusal of NPOs from foreign financing and non -receipt of it for a certain period of time. "The presidential administration, the State Duma and the Ministry of Justice are engaged in the study of this issue. In December, amendments will be made to the Duma," a source close to the presidential administration told the publication.
“Indeed, there is a problem. We believe that if the Ministry of Justice gives NPOs a foreign agent with the status of a foreign agent, we must adopt a regulatory act that allows the department and shoot it. We have already discussed this issue at a meeting of the Committee. The amendments will probably be adopted before the New Year,” said Yaroslav Nilov, head of the State Duma Committee on Religious and Public Organizations.
The head of the Moscow Helsinsky group Lyudmila Alekseeva approved such amendments. She believes that all NGOs who have entered there will use the right to leave the registry.
Ella Pamfilova, Commissioner for Human Rights, considers the adoption of a regulation on the exit from the register of "foreign agents" absolutely necessary. The initiative found support from President Vladimir Putin, she recalled.
On November 18, Putin supported the proposal of Pamfilova to develop the procedure for the release of NPOs from the register of "foreign agents". Currently, the Ministry of Justice does not exclude those who have lost foreign financing of NPOs from the register of foreign agents, since the procedure has not been developed, Panfilova noted at a meeting with the president. In this regard, the Ombudsman prepared proposals for the development of the output system that human rights defenders will work together with the Ministry of Justice.
Pamfilova also proposed to introduce appropriate changes to the law. Putin supported all the proposals of the Ombudsman.
