Facebook held negotiations with Roskomnadzor
Facebook representatives held talks with Roskomnadzor officials in Moscow. According to unofficial information, the meeting discussed the so-called "bloggers law", which obliges popular users to register with Roskomnadzor, as well as the law on personal data, according to which the data of Russians must be stored on servers in Russia.
Representatives of the social network said that the algorithm of its work does not allow tracking the data prescribed in the “law on bloggers”. Facebook employees also asked at the meeting whether it is possible to delay the entry into force of the law on the storage of personal data.
There were no official comments from Roskomnadzor and Facebook regarding the meeting.
Roskomnadzor was visited by the head of the public policy department of Facebook in Northern Europe and Russia, Thomas Christensen, and a representative of the social network, Ekaterina Skorobogatova. They talked with the head of Roskomnadzor, Alexander Zharov, and his deputies, Maxim Ksenzov and Antonina Priezzheva.
- The “Law on bloggers”, which has been in force in Russia since August 2014, obliges users with an audience of more than 3,000 people per day to register. Roskomnadzor has the right to request information about page traffic from social networks, but Russian law does not provide for any sanctions for refusing to provide such information.
- The law on the storage of personal data in the territory of the Russian Federation was adopted in July 2014. Initially, it was supposed to take effect from September 2016, but the State Duma subsequently approved amendments that postpone this period to January 2015.
- The Russian Association for Electronic Communications (RAEC) warned that the adoption of a law on personal data could lead to the departure of global services from Russia and significant economic losses.
