Ukrainian border guards do not control more than 400 km of borders with Russia. This, as reports, "Ukrinform" , said the chairman of the State Border Service of Ukraine Viktor Nazarenko.
"Today we do not control 409.3 km of a section of the Ukrainian-Russian border, which runs completely through the territory of Donetsk and partially Lugansk region," he said at a press conference in Kyiv. As the chairman of the State Border Service noted, the main factor in the impact on border security is the direct and indirect actions of Russia.
Nazarenko expressed confidence that the Russian side is not fulfilled by agreements on border issues, and also "delivered military equipment, weapons and mercenaries to the Donbass, an information war and sabotage activities are carried out." Nazarenko notes that Ukrainian border guards are working to strengthen almost all sections of the Ukrainian-Russian border.
"Today, we do not have such a strengthening in somewhere in some place, and the structures continue to be built there, the work is being carried out in almost all sections of the Russian border and the administrative section of the Crimea. As for the progress of work on the Ukrainian -Russian section of the border, we equipped 135.54 km of anti -tank ditches, engineering barriers - 86.42 km," the head said, "said the head The State Border Service.
Nazarenko also commented on the project to strengthen the Ukrainian-Russian border, which received the unofficial name "Wall". Its implementation will require about 8.4 billion hryvnias ($ 560.8 million), said the head of the State Border Service.
In 2015, it is planned to spend 2.6 billion hryvnias ($ 173 million) on the implementation of the project, and in 2016 - 5.5 billion hryvnias (about $ 367 million). The estimated cost of the arrangement of one kilometer of the border is 3.7 million hryvnias (150 thousand dollars). At the same time, this amount does not take into account the costs of the land redeem in some places from the owners, the head of the department reported.
Project "Wall" stalled after elections to the Rada
Recall that the project "Wall" provides for the construction of a number of fortifications on the border of Ukraine with Russia. He was announced in September this year against the backdrop of numerous reports on the transfer of military equipment for unrecognized Donetsk and Lugansk republics through uncontrolled sections of the border with the Russian Federation.
The Ukrainian authorities plan to implement the project in three years. Earlier, Ukrainian Prime Minister Arseniy Yatsenyuk said that about 60 million euros will be spent on work. Prior to this, it was reported that the project will cost 100 million.
Many experts, however, doubted that this amount would be enough, and the "wall" itself will be able to stop anyone. In their opinion, the arrangement of the border with Russia according to the principles applied in Israel can cost Ukraine four billion dollars and is unlikely to be within the deadlines delivered by politicians, RIA Novosti reports.
The head of the International Committee of the State Duma of the Russian Federation, Alexei Pushkov, previously stated that the meaning of the construction of the "wall" allegedly lies in the initiation of hatred for Russia and theft of budget money.
The leader of the Ukrainian Party "Fatherland" Yulia Tymoshenko also previously called the project on engineering equipment of the border with the Russian Federation ineffective and clarified that it can be used to "write off budget funds". She also believes that the project is not able to fulfill the function of protecting Ukraine: “We are not the Middle Ages. If Russian troops will go to Ukraine, they will not go with axes and sticks and not with bows. In fact, we see as a“ wall ”project, this is not even a wall, but a moat. Therefore, not a single military, no professional expert can understand how this moat can protect the country from the“ degrees ”, Airplanes, missiles, from tanks.
A month ago, Ukrainians presented the exemplary section of the Russian-Ukrainian border, which was equipped according to the project. Then, on the eve of the elections to the Verkhovna Rada, the international checkpoint "Goptovka" was visited by the Prime Minister of Ukraine Arseniy Yatsenyuk, the newspaper Vesti reports. He instructed the structures. On the territory of 30 meters long, a ditch, a parapet, a control and next strip, three options for a fence (fence) and two viewing towers were already ready. The officials promised to build along the entire land border of Ukraine with a length of more than 3 thousand kilometers and with Crimea. However, after the elections, the construction of the "wall" was stalled. During the month of work, they did not advance a centimeter. The State Border Service of Ukraine explained that the project is in force, but so far there are technical agreements.
