Today in Moscow and other Russian cities, promotions of doctors were held against the elimination of medical facilities and staff reduction, low wages, reducing the availability and quality of medical care. This is no longer the first actions that disagree with the health care reform: in early November, along with medical institutions against the reform of the healthcare system, patients also protested. This time teachers joined the doctors.
In Moscow, the action "For Available Medicine" began at noon on a gravity area. The demonstrators moved along Delegatskaya Street to the intersection with Durov Street and Olympic Prospekt, where a rally took place. As the Radio Liberty correspondent reported from the scene, two or three thousand people took part in the action. The organizers of the event received permission from the Moscow City Hall to hold an action with the participation of one and a half thousand people. During the movement, the crowd chanted the slogans "Revolution!" And "only the struggle gives rights!" Participants in the action carried a coffin and a banner with the inscription "I did not have enough beds!" The rally adopted a resolution with a demand to carry out the reform of the capital's health care in the interests of doctors and patients, stop the dismissal of health workers and the liquidation of hospitals. In a statement common before the rally, the organizers write: “Medicine and its employees fully feel the economic crisis and ill -conceived actions of the Russian government. The budget revenues are steadily reduced. In most regions of the country, healthcare expenses are reduced. Because of this, the authorities close medical institutions, dismiss workers or freeze their salary. For example, in the budget of the Leningrad Region, healthcare expenses in 2015 will be 2 billion less than in 2014. In St. Petersburg, in Kupchino, a unique center is closed for the rehabilitation of children with a violation of cerebral circulation. ”

Now Petersburg doctors and patients decided to say their word directly in the preservation of hospitals and workplaces for nursing doctors.
“Although we still do not have an order on the mass reduction of hospitals and doctors, but we fear that this wave will come to us after Moscow, because in St. Petersburg the same thing always happens as in Moscow, only a little later and a little softer,” says Maxim Kulaev activist Maxim Kulaev. - If our doctors have not yet been fired directly, then we can say that their salaries are actually reduced.
The “action” union of health workers suggests that every year doctors are forced to fulfill an increasing load for the same money, they drown in endless paper work, so they do not have time for patients. The problem with the closure of the unique children's bargaining in hospital No. 5 is known, but there is also the problem of the 20,000th city of Kommunar of the Leningrad Region, whose inhabitants have been deprived of the hospital since 2008, they are forced to go to be treated for 20 kilometers to Gatchina.
The Moscow authorities a few days ago said that large monetary compensations will be paid to the dismissed doctors. Compensation for doctors will amount to 500 thousand rubles, 300 for nurses, 200 - for orderlies. In addition, those who go for retraining will be paid a scholarship of 30 thousand rubles for two years. President of the League of Patient Defenders, lawyer Alexander Saversky believes that the current actions of the authorities are a reaction to a rally of health workers on November 2:

- We still do not know how many people will go to the rally. But you need to go to the protest, otherwise you will not get anything at all. The rally on November 2 had a serious impact on decision making, the authorities noticed and reacted the problem. In no case should you “jump away” from this process, on the contrary, you need to put a large exclamation mark - a serious turnout, serious proposals for power. Strictly speaking, what we encountered is only the peak of the iceberg. This process has developed for a long time, the destruction of the healthcare system is a long problem, we have been talking about this for more than 10 years, and it’s good that at least now the train caught up with us.
Endocrinologist of the Moscow 11th Clinical Hospital Olga Demicheva says: she and her colleagues regard the proposed compensation as a bribe, because they are rooting for their job and are not ready to abandon the requirements for money:
- When they talked about the goals and objectives of the health care reform, it was about improving the quality and accessibility of medical care for Russian citizens while increasing the prestige of the profession of a medical worker, increasing salaries of doctors and nurses. Now the goals that the reform were called to solve - judging by the situation in Moscow and in the regions, are perverted. I don’t know who made a “roadmap” of health reform, in particular in Moscow, but the result is obvious: medical workers, together with their patients, go to protest rallies against how the reform is carried out.
Experts criticize officials who started reforming health care for the impermanishness of actions. According to Alexander Saversky, the authorities are inconsistent, therefore, doctors and patients only remains to rally:
- Lack of precinct therapists in Moscow - 25 percent. The number of beds was reduced by 30 percent, which means that the load on therapy will increase. From the maternity hospitals, women in labor will be written out in two days, and not in three, because the load on the doctors is too large. At the same time, there is information that several maternity hospitals are closed. It’s simply impossible to understand! Therefore, we demanded that the leadership of Moscow present a program of actions, I asked for no sharp movements on the Presidential Rights Council under the President. It remains only to rally.
Teachers, parents of students of reorganized schools and university teachers joined the protest procession on November 30.
The protest activity of teachers is growing as the working conditions are worsening - increasing the load, growth of bureaucratic requirements, and reducing salaries. In Moscow, the situation worsens the reduction of specialized schools, so the parents of the students of destroyed educational institutions will be replenished, one of the leaders of the Interregional Trade Union "Teacher" Vsevolod Lukhovitsky believes:

- Everyone has the same problem: at our expense they want to solve national problems. For the first time, two, before that, almost non -contacting the categories of state employees, doctors and teachers, clearly and clearly agreed and finally determined that they had the same problem, that they must be acted jointly. For teachers, this is all the more unusual, since they are individualists. But the problems of teachers and doctors are growing from one root, this is connected, in my opinion, with the very universal crisis that did not smash Russia. From the point of view of the country's leadership, it is necessary to save, but no one wants to save on the army, on the FSB, and no one wants to, which means that it is necessary to reduce financing of state employees. The audience will endure such savings or not - this is just the procession and demonstrate.

True, the authorities did not receive positive results from such shares in the field of education, but the shifts are obvious in relation to Moscow health care. At least, the Moscow government was somehow twitched and is now trying to bribe medical workers, promising increased weekends. That is, at least officials begin to realize the acuteness of the problem. Therefore, we can hope that if public protests will continue and gather a large number of people, the government will come to more productive decisions, changing the logic of reforms in principle. We perfectly understand that the situation in healthcare and education is far from brilliant, and leaving everything as it would be also wrong. But we really do not like the methods and logic of the transformations that the authorities are imposed today. And one of the immediate tasks, of course, will be the development of alternative sentences. But so far we are just shouting: you cut the living, it hurts us!
