Internet companies and copyright holders opposed the "anti-pirate fee"

The concept of the introduction of the "anti -pirate fee" proposed by the Union of Copyright holders of Nikita Mikhalkov can harm citizens of Russia. This is stated in the appeal of the largest Internet companies in Russia and the associations of copyright holders to President Vladimir Putin, RBC reports .

Signatures under the document were set by the leaders of Mail.ru, Yandex, VKontakte, Rambler, the National Federation of the Musical Industry, the Association of Internet Pupers, the RAEK NP and the Association for Stimulating the Turning of Legal Content on the Internet Internet Video.

"The mechanism described in the concept involves the introduction of tax for the use of the Internet for all citizens in favor of a particular group of persons, as well as the introduction of a system of accounting and analysis of the entire traffic similar to Prism (Program for Robotics, Intelligents Sensing and Mechatonics) of the US National Security Agency. This contradicts the Constitution of the Russian Since it violates the rights of citizens to the secret of correspondence and inviolability of private life, and the requirements of the World Intellectual Property Organization, ”the document says.

The authors of the letter called the mechanism proposed by the RSP "non-viable", and the measures themselves-"extremely harmful to authors, copyright holders, users, the Russian Internet industry and telecom business." The document notes that the introduction of such a proposal, in addition to legal, also technological and economic problems.

According to the authors of the document, such measures will hit the business of existing online platforms of digital content sales. New ones will not be able to appear "in connection with the meaningless investment in this market segment."

At the end of October, it became known that the RSP Mikhalkov proposed introducing a global license to various types of content on the Russian Internet. It will have to receive communication operators and Internet providers, deducting a gathering in favor of copyright holders. These fees will be accumulated by the organization for the collective management of rights.

On November 11, it was reported that the first deputy prime minister Igor Shuvalov, on behalf of Putin, instructed the departments to work out proposals on the preparation of such a bill . “The information of a number of media outlets about the preparation and almost introducing a bill is premature,” said the representative of the secretariat of Shuvalov. The essence of the instructions is the preparation of proposals for a possible bill, and not the bill as such, the official emphasized.

RSP already receives deductions from suppliers of information carriers -in particular, DVD players, computers and laptops, mobile phones, a headset for them, video cameras, compact disks, flash cards and film a film. The amount of deductions is estimated from 150 to 200 million dollars a year.
