Fano finally submitted an order to create the long-awaited scientific and coordination council (NKS) [1] .
The first impression is oppressive. A decorative body, without real powers, compiled by almost 90% of academics and directors. If we consider it not a share of academicians and memberships (39 people) and not a share of directors (28 people), but a share of not academicians and not directors, then there are only five: Anokhin, Burovkov, Korolev, Salyuk, Stegailov. The remaining 40, including the NKS secretary Stepanov from Fano, - as rightly noticed in the newsletter, people who are closer to power, and therefore more dependent on it. The exception is the Academician of Rubakov (he himself speaks more carefully, and he is right, because he hopes to achieve something with this NKS). We wish him good luck.
There is nostalgia for the time of the deputy minister Fedyukin, who has set the condition not to nominate for such public bodies of directors and deputy director. Then, working and independent bodies, such as the Council for Grants, the Council for Science, were obtained. And it was only one and a half to two years ago ... Fano’s leadership, apparently, deliberately refuses this, as in a recent survey on the composition of the expert commission. Apparently, the time has come again to strengthen the vertical, and not listen to the people. And the people are glad - he himself puts forward directors to power. For example: in France in CNRS, decisions are made by a structure of three tips: scientific, administrative and technical, in which the administration and employees are represented approximately in equal shares [2] . This ensures parity records of the opinions of the administration and researchers when making decisions regarding the working conditions of employees. Unfortunately, OHR proposals for ensuring parity are ignored by both Fano and RAS.
The next thought: Fano hopes to use NKS as a counterweight to the Presidium of the Russian Academy of Sciences. This explains a lot. Now Kotyukov has a choice when making major decisions: to receive approval of pran or NKS. That is, now Fano has its own pocket presidium. Actually, little has changed for researchers. Our opinion, colleagues, no one was going to take into account and is not going to take into account.
And finally, it is striking that the orders mention the “academicians” (what?) And “Corresponding members” (what?), And not “Academicians of the Russian Academy of Sciences” and “Corresponding Members of the Russian Academy of Sciences”. “Academics” is still okay, but the “corresponding member” does not know what even sounds mockingly, not to mention what is not worthwhile in the official document to use unofficial, fried words. It seems that this is more than another illiteracy in the documents of Fano. This is the undisguised desire of Fano to destroy everything that is connected with the existing structures of the Russian Academy of Sciences, even the mention of the Russian Academy of Sciences.
