Today, there is an obvious tendency to make articles in foreign journals the main assessment indicators of domestic scientific activity, using various foreign indices of publication activity. Thus, we give the right to rate and evaluate us to foreign organizations, while completely agreeing with their methods, without even discussing this extremely important issue with the Russian scientific community. It turns out that Russia recognizes the superiority of the Western scientific tradition over the domestic one...

The Russian Federation is not inferior to China, Japan and Brazil in this regard and has its own patented development - the Russian Science Citation Index (RSCI) - a powerful analytical system for assessing scientific activity. At the same time, the replacement of the national abstract and bibliographic database with foreign citation systems leads to the orientation of Russian scientists towards research work that is primarily of interest to the foreign scientific community. In this regard, I would like to emphasize that any foreign magazine is, first of all, a commercial enterprise seeking to sell its product (articles, magazines, thematic collections, etc.) for money, often quite a lot. The main consumer (buyer) of these articles is precisely the scientific community of Western countries, which has its own needs for scientific information, which very often do not coincide with what is necessary for domestic science due to historical realities. The result is a loss of sovereignty of Russian science in terms of choosing areas of research and an outflow of promising young scientists abroad who have reoriented themselves to foreign scientific topics.

We are constantly being pushed to begin punishing scammers by excluding them from the RSCI. In principle, in especially odious cases this is correct, but there are several reasons why we do not yet do this. The fact is that by excluding a journal from the RSCI, we are blocking its path to the Higher Attestation Commission List, since indexing in the RSCI is a prerequisite for getting into this coveted list. We don’t yet have such powers from the Higher Attestation Commission, so I’m afraid we won’t be able to avoid lawsuits with publishers in this case. And given that the boundaries of correct citation are very blurred, the prospects for such courts are also not obvious. We are also constantly asked why we don’t select the best journals, like Web of Science or Scopus, but index all Russian scientific periodicals. Indeed, we do not select for inclusion in the RSCI, since the RSCI has a different task - to cover as fully as possible the entire publication flow of Russian scientists...
