
Vladimir Putin signed the law on the federal budget for 2015 and the planning period of 2016-2017. This was reported on the Kremlin website. The budget was adopted by the State Duma on November 21 , and on the 26th it was approved by the Federation Council.
The budget deficit is scheduled for 0.6 percent of GDP annually. In 2015, it will amount to 430.7 billion rubles, in 2016 - 476.3 billion, in 2017 - 540.9 billion rubles.
The main characteristics of the budget are determined based on the volume of GDP in 2015 in 77.498 trillion rubles and the level of inflation of 5.5 percent. For 2016, these figures are 83.208 trillion rubles and 4.5 percent, for 2017 - 90.063 trillion rubles and 4 percent.
On November 26, the head of the Ministry of Finance Anton Siluanov said that next year the budget could not receive 1 trillion rubles due to low oil prices, a small rate of economic growth and import problems.
However, two days later, the head of the Ministry of Energy, Alexander Novak, assured that a drop in oil prices would not affect the budget . He expressed confidence that the price of oil in the medium term will increase "to a level that is comfortable for oil and gas companies and exporting countries." He called this level $ 85-90 per barrel.
Meanwhile, the head of the Ministry of Economic Development Alexei Ulyukaev said that the budget of Russia would not suffer and at a price of about $ 70 per barrel.
