Angarsk merged with neighboring settlements and received the status of an urban district

Yesterday, deputies of the Legislative Assembly of the Irkutsk Region unanimously voted for the transformation of the settlements of the Angarsk region into an urban district. The bill was adopted first in the first reading, and after a break - in the final one. It will come into force on January 1, 2015.

On Monday, the committee on legislation on state construction of the region and local self-government of the legislative assembly ignored the request of the governor’s representative in the legislative assembly, Roman Buyanov, to recommend the adoption of the document by the session in two readings at once, calling it unfinished. Deputies then accepted the recommendation to approve the draft law only in the first reading. Yesterday, before the start of the session, the relevant committee met for the second time, after which it submitted the bill to the meeting for consideration in two readings. Angarsk, a large industrial city in the Irkutsk region with a population of 250 thousand people, became an urban settlement in 2004 as a result of municipal reform. Together with three more settlements: Megetsky, Savvateevsky and Odinsky, it then became part of the Angarsk Municipal Formation (AMO), endowed with the status of a district. Speaker of the AMO Duma Alexander Gorodskoy, speaking to the deputies, called the situation in which the city and the region found themselves after the reform, when the two administrations could not share powers with each other, “two mistresses in the kitchen.” He said that in Angarsk, a meeting of the legislative assembly was being broadcast on the screen near the Ermak Sports Palace. “Despite the cold, people gathered to see the historic vote,” he said. Further, representatives of the Communist Party of the Russian Federation, Liberal Democratic Party and Civic Platform factions stated that they would support the bill.

In parallel with the bill on the creation of an urban district, the session adopted another one - on the transformation of the Megetsky urban settlement into a rural one. The presence of two urban settlements when united into a district was contrary to Federal Law No. 131; according to it, an urban district can only be created on the basis of one urban settlement, to which rural ones are annexed.
