The Ministry of Justice has developed a procedure for the NPO output from the register of "foreign agents"

The Ministry of Justice has prepared amendments to the Law "On Non -Profit Organizations", which will allow the NGO to leave the register of "foreign agents". To do this, they need to abandon "political activity" or do not receive foreign grants during the year, Kommersant reports. Amendments can be adopted in the very near future, the publication notes.

Sources in the State Duma and the Ministry of Justice told the essence of the amendments: at the request of the NPO, the Ministry of Justice will have the right to conduct an extraordinary check and, if the statement of NPOs (that it is not financed from abroad or is not engaged in political activities), will be confirmed, or not make a decision to withdraw from the registry.

President Vladimir Putin noted the need to adjust the NPC law at a meeting with members of the Human Rights Council on December 5. "This law, of course, needs improvement. It is not perfect and probably does not correspond to this day," the head of state said.

Back in November, at a meeting with the Commissioner for Human Rights Ella Pamfilova, the president said that he instructed the Ministry of Justice to develop the NPO exit procedure from the List of Foreign Agents.

Pamfilova confirmed to the publication that work on the president’s assignment is quite quickly. “I am satisfied with how everything moves, there are several options for how NKOs could leave the registry,” she said. In addition to the annual procedure, it is stipulated that the NGOs entered in the register may be enough for only three months to withdraw from it if the organization independently and voluntarily abandons foreign money and property transferred to it, Pamfilova said.

At the end of November, Izvestia wrote that the presidential administration, together with the State Duma, began work on amendments, which would simplify the procedure for the withdrawal of non -profit organizations from the register of foreign agents. According to the publication, a change will be made to the Law on NPOs, which will give the right to the Ministry of Justice not only to assign organizations the status of a “foreign agent”, but also to independently remove it. The basis for the exclusion from the registry will be the refusal of NPOs from foreign financing over a certain period of time, the newspaper noted.

In June, the Ministry of Justice made a draft law for a public discussion, simplifying the NPO, a way out of the list: if the organization did not engage in political activities within a year and (or) did not receive funding from abroad.

Now the NGOs, included in the register of foreign agents, dispute this decision through the court or appeal to the department. "Soldiers' mothers of St. Petersburg" turned to the court and the Ministry of Justice. The request for exclusion from the register to the Ministry of Justice was also sent to the Kostroma Center for the Support of Public Initiatives and the Voice Association.
