The Vladivostok garrison military court sentenced the former internal troops officer of the Primorsky Territory Igor Matveev, who in 2011 spoke about corruption in the Primorsky Brigade of the Internal Troops and that the soldiers were given dog food instead of stew. On Tuesday, the court found him guilty of fraud using his official position (part 3 of article 159 of the Criminal Code) and in exceeding official authority with the use of violence (part 3 of article 286 of the Criminal Code). According to the OVD-Info, Matveev was sentenced to four years and five months in prison, taking into account the verdict in the first case, for its period of 3.5 years, it has now been increased for another year and two months. The court also satisfied the claim of the victim in the amount of 285 thousand rubles.

“Dear court, your honor! I am not ready for the latest word, because I do not know anything about what happened in the judicial investigation from July 28, 2014 to October 17, 2014, when I was removed from the courtroom. Point, ”Igor Matveev said during a meeting on November 7, when he was supposed to pronounce the last word before the verdict.

Judge Dmitry Boyarkin said that he considers this phrase the last word of the defendant, and set the date of the verdict. After some time, this decision was canceled and the major nevertheless allowed to pronounce his last word on November 26. However, on this day he did not speak, he again stated that he did not have the opportunity to prepare and petitioned the withdrawal of Judge Boyarkin. The judge did not satisfy his discharge and considered that Major Matveev had already uttered his last word.

The history of the Major of the internal troops of the Ministry of Internal Affairs Igor Matveev began in May 2011, when he made a video message at the President and Minister of the Interior, in which he spoke about violations in units of the internal troops of the Ministry of Internal Affairs No. 6890 in the Primorsky Territory. In his appeal, Matveev accused the commander of the brigade, Colonel Valentin Sultanbekov of abuse of authority and covering violations in the part. According to the major, all his reports addressed to Sultanbekov about the detected violations were ignored.

Matveev said that in one of the parts he discovered illegally living there migrants from China, who performed construction work. In another part, it turned out that instead of stewed beef, soldiers were fed for dog feed.

At the same time, the label of the protein and shooter was removed from the canal cans of the dog food and the label in its own juice was glued - the Major showed the overlayed labels and the full warehouse of dog canned food in another video. In the same part, according to Matveev, a shortage of 1 million rubles was discovered.

After his video message, the major was fired in the reserve in connection with a systematic violation of Russian legislation and military discipline, "and after some time a criminal case was instituted against him for abuse of authority with the use of violence (part 3 of Article 286 of the Criminal Code). According to investigators, in the presence of two witnesses-officers, Matveev allegedly beat the serviceman.

Major Matveev did not admit his guilt. According to him, the only thing he allowed himself during the conflict with the ensign was obscene expressions. The warrant officer, whom Matveev allegedly attacked on February 24, the day before, FSKN employees detained parts with drugs on the checkpoint. “I did not beat the warrant officer. Yes, he called into the office, cursed, but did not beat, ”Matveev explained in an interview.

“I thought for a long time what impudence it was necessary to get false and the command of the internal troops in order to impose events that never took place. There was no excess of official powers using physical violence on my part, ”said Major Matveev in his last word in court.

According to Matveev and his defenders, the case was completely fabricated by the command, which forced soldiers and officers to impose against him.

“It is impossible not to associate a video message with what followed,” Matveev noted .

The verdict was sentenced in September 2011 - the Vladivostok military garrison court called Igor Matveev guilty of beating several soldiers and sentenced to four years in colony. Judge Victor French also deprived Matveev’s military rank.

“I will never consider myself a former major, even if this crime is charged to me. I will definitely return and will seek justice, and sooner or later I will prove it, ”Matveev promised then.

The second criminal case on the excess of official powers was instituted against Major Matveev a year later - in April 2012. He was accused of allegedly extorting a bribe from the ordinary Zebnitsky, who deserted in 2005, and was caught five years later. At the same time, according to the investigation, the major promised a soldier to settle the issue of a criminal case. In addition, Matveev allegedly chained ordinary handcuffs and was his fists.

Initially, this case was returned by the court for investigation, its consideration began only in 2014. As Kommersant said , Major’s lawyer Olga Gryunchenko, in 2010, Private Zebnitsky caught in Vladivostok was taken to the territory of military unit 6890, where he was indeed handcuffed.

However, according to the defender, it is completely unclear why the illegal use of special equipment is charged with Matveeva, who held the post of chief of military service and security of the military service headquarters of the military unit 6890, and not the chief of staff of the military unit, Lieutenant Colonel Makov, who led the operation of the detention of the deserter and gave the relevant orders to the subordinates.
