
In the Nizhny Novgorod for more than a year, 47-year-old anarchist Ilya Romanov has been in the pre-trial detention center, who served in Ukraine for 10 years in the case of “Odessa Komsomols”. After the explosion of the firecracker, Romanov’s left brush was amputated. The FSB charged him with preparing the attack. The anarchist said that the main evidence against him is two computer files, in his opinion, created by the operatives of the ED center.
Nizhny Novgorod anarchist and left activist Ilya Romanov, who lost his left brush after the explosion of a home -made firecracker last fall, sent a complaint to the European Court of Human Rights. Romanov, against whom the accusations of attempted a terrorist act (Article 30 and part 1 of Article 205 of the Criminal Code) and in the illegal turnover of explosives (part 1 of Article 222 of the Criminal Code) are made, writes that its rights are grossly violated. He writes that in violation of the law, the courts pass in closed mode, the investigation lasts unreasonably for a long time, and all his complaints are rejected.
Romanov’s terrorist motive proves the investigation with two files allegedly discovered on his computer. The first file contains an insult written with errors against representatives of the authorities, and the second is the release of the neo -Nazi edition “Aryan terror. Journal of practical training of white terrorists. " Romanov insists that both files are falsified by the investigation.
On the night of October 26, 2013, a man was bleeding in the center of Nizhny Novgorod, the doctors had to amputate a strongly damaged left brush. The man was 46-year-old anarchist Ilya Romanov, who served in Ukraine for 10 years in the case of the Odessa Komsomols and only in 2012 he returned to his homeland to Nizhny Novgorod. Directly in the hospital, Romanov, who had lost his left hand, was detained by police officers-and for more than a year has been contained in the Nizhny Novgorod pre-trial detention center-1.

According to Romanov, he wanted to experience a home -made firecracker in a deserted square. According to the investigation, which is conducted by the FSB, the anarchist wanted to perform a “terrorist act” in front of the building of the regional military registration and enlistment office located at Osharskaya Square, 1.
As the Kommersant police wrote with reference to the sources in the police, the police found chemicals that can be used to make explosives, as well as a glass bottle of wick and chopped nails during a search of Romanov’s house. Romanova Larisa’s wife told the “Russian planet” that during the search of an apartment where Romanov lived with his parents and a 16-year-old daughter, they seized an empty soda pack, a school microscope and a “jar with a certain white substance”.
“The incident in which I was injured happened at the fourth o’clock in the morning on October 26 in a deserted square on Osharskaya Square. Through the road from the square, thirty meters from the scene, the military registration and enlistment office stands with the end, but at the time of the incident, he had no idea about this. I do not need military commissariats for nothing, I have no complaints about them, ”wrote Romanov from the pre -trial detention center, answering the questions of the correspondent of the Mediazones.
According to the anarchist, the object exploded in his hands was “several tablespoons of a pyrotechnic mixture (not explosive) in a swift-cooking box, a plastic box”. “No fragmentation elements, nothing dangerous. The power in the TNT equivalent was no more than three grams (and I am able to evaluate this power), ”he writes.

A week after the incident, November 7, Romanov was charged with the illegal turnover of explosives (part 1 of Article 222 of the Criminal Code). He himself admits that the investigators “partially had the grounds for charges” under this article. However, after a week and a half, Romanov was opened against Romanov on suspicion of attempt on a terrorist act (Article 30 and part 1 of Article 205 of the Criminal Code). “The accusations of the“ terrorist attack ”are the nonsense of a blue mare,” he insists.
“I have not led any preparations for a terrorist act,” says Ilya Romanov in his complaint in the ECHR (is available to the editorial office). “Suspicion is unreasonable for the reason that in the on December 17, 2013, the charge of“ preparing for a terrorist act ”does not have any data on the place, time, method and motive of the actions committed by me during this preparation of actions.”
Official accusations of terrorism Romanov were brought in in mid -December 2013. As the anarchist emphasizes, the main evidence in the case, which should show the motive of the allegedly prepared terrorist attack - two computer files. According to investigators, they were found on a computer seized from Romanov. Investigators took the non -disclosure subscription from his lawyer Evgeny Gubin, so he cannot comment on the appearance of these files.
Ilya Romanov himself, the authorship of these texts denies and believes that they were created by the operatives of the Nizhny Novgorod Center for Combating Extremism (CPE). According to the anarchist, "the existing evidence of the accusation in the form of a computer file, containing the allegedly drawn up by me, handling threats to representatives of local authorities is falsification."
Romanov described these two files in detail in his statement to the “Committee against torture” (is available to the editorial office). The first file is called “Text.doc” and “It is two illiterate lines containing obscene vocabulary”.

In the decision to attract Romanov as the accused, the FSB investigator Ilya Kurkin described this text as follows: “Also in the specified period of time (between January 1 and October 26, 2013) I. Romanov He made an appeal to the authorities with a threat to make an explosion. ”
The second file, the creation of which is attributed to an anarchist, is called "Aryan terror. Journal of practical training of white terrorists. " “The first page shows the swastika in the circle, accompanied by the inscription“ NSPR ”(probably“ National Socialist Party of Russia ”),” Romanov describes this publication. According to him, this file turned out to be “release No. 1” of a certain journal, which contains sections on the manufacture of explosives, poisons and homemade explosive devices.
“The level of intelligence with which falsification has been completed, in my opinion, clearly indicates the TSPE operatives,” the prisoner anarchist summarizes and adds that he has always adhered to anti -fascist beliefs.
“Three CPE employees took me from a pre -trial detention center to the CPE premises, and already on the road one of the employees (acting as Valery) began to try to ask me questions regarding my personality and my various friends. My requirements to provide a defender ... brazenly ignored. In the CPE premises, I listened from the colonel of the police (in patronymic - “Lvovich”) obscene insults and various threats of physical reprisals, ”in the statement“ the Committee against torture ”, Romanov told how the operatives took him out of jail and threatened to write a confession.
In a statement on the commission of the crime, which was sent to the Investigative Committee by the defender of the anarchist Yevgeny Gubin, he also said that during this “conversation”, on December 6, Romanova was held to the office of the head of the Nizhny Novgorod Center “E” Alexei Trifonov:
“[Trifonov] began to demand from me to write a confession with a crime under Part 1 of Article 30, part 1 of article 205 of the Criminal Code of the Russian Federation, threatening me otherwise by beating and using torture, as well as the creation, according to him,“ intolerable atmosphere for my close relatives, as it was in 1937 with members of the enemies of the people. ” To prove the seriousness of these intentions, I was informed that the CPE employees had already interrogated my minor daughter Romanov Evgeny Ilyinichna, born in 1997. The Investigative Committee conducted an audit on the application for these threats of employees and refused to institute criminal proceedings, Gubin told Mediazone. Ilya Romanov suggests that the case of preparing for a terrorist act is falling apart, and therefore a new criminal case can be instituted against him. He writes in his appeal to the “Committee against torture” that in September, during a court session to extend the preventive measure, the senior investigator of the regional FSB Ilya Kurkin “informed the court that the FSB-Shniks intend to bring me another accusation-either under Art. 280 of the Criminal Code of the Russian Federation (calls for extremist activity), or under Art. 205.2 of the Criminal Code of the Russian Federation (justification of terrorism and calls for terrorist activity). ”
Ilya Romanov actively participated in the anarchist and left movement of Russia since the end of the eighties. In 2002, he was arrested in Ukraine in the so -called “case of Odessa Komsomol members”, also known as “torture work”. He was accused of illegal turnover of weapons and terrorism - preparing an explosion of a home -made bomb near the building of the Ukrainian Security Service in protest against the brutal overclocking by the police of a street camp on the Maidan in October 2002. At the trial, Romanov did not plead guilty, in protest he held a hunger strike in the pre -trial detention center and opened the veins at a court hearing.
After the release in December 2012, Ilya returned to Nizhny Novgorod, where he worked on heavy and low -paid work - “a loader, a guard without a license, a heel operator, a gourmet at a confectionery factory”. In his own words, he did not accept participation in the activist and political life of the city. Romanova Larisa’s wife served five and a half years in the case of the organization “New Revolutionary Alternative”, whose participants were accused of undermining the FSB reception in Moscow in 1999. Then no one was injured in the explosion.
According to Romanov, they are going to present him for an interview that he gave in Donetsk “representatives of the resistance of the southeast” on December 8, 2012, immediately after his liberation from the colony in Ukraine. Investigator Kurkin really talked about a possible new criminal case for this interview, but so far no new charges have been charged, says lawyer Gubin.
In his complaint sent to the ECHR, the concluded Ilya Romanov notes that a number of articles of the European Convention on the Protection of Human Rights and Fundamental Freedoms were violated against him. So, he has been subjected to unreasonably long conclusion: for more than a year, from October 29, 2013, Romanov has been under arrest, his case has not yet been transferred to court, and no investigative actions are being carried out with him.
“In the case of my criminal case, no“ special complexity ”took place. I am the only accused in the case. There are no victims in the case. There are also no witnesses in the case who would expose me in preparation for a terrorist act. As it is seen from the texts of the charges, the actual side of the case is extremely simple and consists in storing explosives in an amount of about 100 grams, as well as home -made pyrotechnic products (which the investigation tries to present as “explosive devices”), ”he says.
In addition, according to Ilya Romanov, in his case, the rights to freedom of thought and conscience and the freedom of expression were violated: during the search, literature was seized, “which was not subjected to any prohibition in the Russian Federation” - in particular, Lev Trotsky’s works and research on social psychology. No examinations of the seized were carried out, however, in the materials of the court and the investigation, the seized books were declared "literature of extremist content."
The right to a fair trial was violated: without legal grounds, "a number of court hearings on the issue of extending the term of detention were held closed." According to Romanov, the court was declared closed in cases where the public and journalists came to the meeting. The anarchist also indicates violations during the consideration of his appeals.
During the content in the pre -trial detention center, Ilya Romanov and his lawyer Yevgeny Gubin wrote about 80 complaints about the actions of investigators and employees of the Nizhny Novgorod Center for Combating Extremism. Almost all of them were not satisfied.
Gubin suggests that Romanov’s case can be transferred to the court no earlier than mid -January. The investigation has not even begun to introduce his client to the case.
To the question “Mediazons” about the state of his health and the consequences of what happened, Ilya Romanov answered this: “I was amputated with the left brush and left forearm in the lower third. There was no more damage to health. At first there was still erosion of the cornea of the left eye, damage to the face, but this all passed. The pain in the left hand in the first months did not stop, I doubt whether they will ever disappear at all. There are several varieties - some are very painful, others are not very. And treatment ... If you get into a pre -trial detention center, you yourself will see what treatment is there. ”
