In Tatarstan, 29 isolation centers and special detention centers do not comply with federal legislation

The Ministry of Internal Affairs of Tatarstan revealed violations of federal legislation in 17 temporary detention centers and 12 special reception centers of internal affairs units: they lack daylight, toilets and running water. Sixteen of the 29 premises in which violations were detected are located in basements and semi-basements, the Open Information Agency reports , citing data from the Ministry of Internal Affairs of the republic. “These violations cannot be eliminated due to the design features of the Department of Internal Affairs buildings. Due to the lack of appropriate space, it is impossible to install disinfection chambers in seven special police institutions. In this regard, the construction of new buildings is necessary,” states the Ministry of Internal Affairs of Tatarstan. The lack of natural lighting, sanitary facilities with the necessary conditions of privacy and taps with running water in special detention centers and temporary detention centers is a violation of Article 3 of the Convention for the Protection of Human Rights and Fundamental Freedoms (Prohibition of inhuman and degrading dignity of treatment). The agency recalls that last year the European Court of Human Rights (ECHR) ordered a total of 19 thousand euros to be paid to three victims due to the tortured conditions of detention in the temporary detention center of the Ministry of Internal Affairs in the city of Naberezhnye Chelny. Currently, renovation work is underway in the isolation ward.
