The largest landfill in the north-west of Russia for the placement and disposal of toxic waste "Red Bor", which has long developed its resource, received a new license to reception and processing of waste. The Governor of the Leningrad Region Alexander Drozdenko said that he would sue the Federal Service for Supervision of Nature Management (Rosprirodnadzor), so as not to allow the environmental disaster to erupt.

Their production are associated with an eternal problem: where to put poisonous waste, it has always been a headache for all bosses involved in the process. These pits have long been crowded, and people living nearby claim that at night and on the weekend of them hoses are thrown into a certain channel, and the channel leads to the outside world, to the nearest river, and there are no treatment facilities there.

The Krasny Bor landfon earned in 1970, it should have been closed in 1990, but continues to act until now, more than twice as exceeding all possible deadlines. To the administrative border of St. Petersburg from Krasnoye Bor, only 5 kilometers, and the nearest village is even a kilometer from stench pits, which local residents and ecologists have long called a "chemical Chernobyl".
Not only local residents are horrified, whose children, even according to the results of official checks, are many times more often than their peers suffer from allergic rhinitis and other diseases associated with proximity to poison, literally lying over the edge. The Baltic Sea Marine Environment Commission (Helkom) also recognized the landfill with an ecological hot point, that is, the landfill is a black mark for the entire Baltic region, pose a special danger during autumn and spring floods, when poisonous waste from crowded pits can fall into the Neva across the Izhora River. A few months ago, the head of the Green Front environmental organization Sergei Vinogradov visited the training ground.

- A year ago, local residents turned to us, we went there and went around the perimeter a small channel dug around the landfill, obviously, to purify water, which enters the pit and then pours out from there. We walked along the canal of two kilometers and saw: yes, there is a liquid brought from the pit, brought in some plastic container, and then it freely goes into a certain ditch. There is a dam with shut -off valves, but it was completely open, fuel sissies, heavy hydrocarbons were visible at the bottom of the ditches. And we saw that all this further flows over the territory of the "Red Bor". I turned to Rosprirodnadzor and received an answer: yes, there are some repair work, so everything was open. So with our own eyes we were convinced that the channels made for cleaning do not work, that the waste along with the water is flowing outside the landfill without any cleaning.

Now the landfill is again given a license, the governor Drozdenko wants to challenge her. But for this it is necessary to calculate the damage caused and put it to a legal entity that sponsored the training ground. There are methods for calculating damage to the Earth, for the forest fund, of course, billionth damage, but it should be established by the same Rosprirodnadzor, which itself issued a license, so it will not do this. This can only be done in the presence of political will, but it is not. We will help local residents who are fighting against the landfill, we will come, monitor, monitor what is happening here. In fact, the landfill in the sanitary zone of the village is located, and even in the forest fund, not a single norm is withstand, complete lawlessness. On the other hand, the situation is hopeless: in the north-west there is no longer a single landfill that could receive first-class waste. The nearest place is Kaluga, but who will be lucky there? Now enterprises are accumulating waste for six months, but they also have a limit for this, and then they can also sue Rosprirodnadzor-where do they put the waste?

However, Sergey Vinogradov is unlikely to receive answers to these questions. Now, according to various estimates, from 1.5 to 2 million tons of toxic waste has accumulated in the Red Bor, but the pits were filled back in 1993. Then, in order to unload the training ground, it was decided to build a nearby waste processing plant. About 3 billion rubles were allocated for this project, but the plant was never built. That is, he remained at the Strandy stage, and the project over the past years is hopelessly outdated. The chairman of the inter-municipal initiative group of ecological security, a resident of the village of Krasny Bor Victoria Markova believes that the problem is not solved, and the license to work a crowded landfill is issued again and again due to the fact that too many officials and commercial structures participated in the expenditure of funds for the not-built plant:
- The training ground is very poorly affected by the Krasny Bor village, and on the village of Telman, and on the Kolpinsky district of St. Petersburg. The 2010 check showed that all the documents have been lost, so now no one knows what waste in these cards. This is an unprecedented case in the world, nowhere is there such a practice to drain everything indiscriminately into one hole. After all, the technology of their processing depends on what substances are available, and the problem with the plant is not only the problem of long -term construction, but also the problem of that no one knows what and how to process. After all, processing in the EU countries is designed for a selective fee, but we still do not have it.
The chairman of the Ecological Union Semen Gordyshevsky , who is also the chairman of the Committee on Environmental, Industrial and Technological Security of the Union of Industrialists and Entrepreneurs of St. Petersburg, explains why it happened:
- From the very beginning, this training ground was considered temporary, no one hoped that it would work for 45 years, so they did not take care to close the pits from the precipitation. And as a result, it turned out that there are not so many waste - 5 percent, and the rest of the precipitation. There all the time of the Czechard and the confusion, the authorities are constantly changing, and even the information blockade, no one knows anything. Meanwhile, there are waste of the first hazard class. We directed our proposals on how to solve the problem: first of all, we need to block the pits from precipitation, this is not so difficult to do, then it is necessary to reduce the abstraction of waste, then the danger of the landfill immediately fell sharply. What is happening there can be determined in two words - carelessness and uncontrolled, ”the ecologist says.
The problem of “Red Bor” is directly related to the problem of garbage processing plants - not only in the Red Bor, but also the plant in the north of St. Petersburg, in Levashovo, which they are now going to build. At the same time, public hearings are scheduled for the evening of December 30, when people clearly will think more about the celebration of the New Year than about the ecology.

- This is again all the same rake: at first they all the time talked about the processing of garbage, and then, finally, it sounded - "thermal processing." What does that mean? In electronic form, the project cannot be found, but in the form of two volumes it lies in the Vyborg administration. And there it is written in black and white: 350 thousand tons of waste should be processed, of which 220 thousand tons are used for burning (and 50 is ash with the remains), and 170 thousand tons are burned in its pure form, that is, it turns into gaseous compounds. You do not have to be a large chemist to calculate: from one ton of burning organics, 4-5 tons of gaseous products are obtained. If everything is calculated and transferred to volume, it is more than a billion cubic meters of harmful emissions per year. Together with organic, rubber, plastics will also burn, and chlorine with organic matter is dioxins, harmful substances that are allowed for a person only in a negligible concentration. They must be avoided at any cost, but here it turns out that the price is expensive (such factories are expensive), and they produces a huge number of gaseous waste most dangerous for health. They are trying to convince us that there will be no dioxinov there, but ecologists are 100 percent convinced that dioxins will be required there, ”says Semen Gordyshevsky.
Why is this happening? What is this-fantastic thoughtlessness, cave backwardness, or someone's benefit? Economist Vladimir Gryaznevich answers these questions like this:

- Driving burning is a much simpler way of waste management than their processing. I stuffed everything into the stove and burned it, and the fact that dioxins and other harmful substances are formed there is already the second problem that does not care much of officials. In addition, it is known that “mastering the means”, in other words, to steal them, on simple objects it is much easier than on complex ones. Modern garbage processing plants are very complicated, in addition, preliminary sorting of garbage is required for them, and then he just brought everything on a truck, dumped and burned. To process garbage using modern technologies, you need to establish separate collection of garbage, if not at the level of houses, then at least at the level of large sorting complexes, and this very complicates the task for officials, requires great organizational efforts and attract qualified specialists. There are a lot of links, you need a competent tariff policy so that it all pays off. Officials around the world do not like to mess with this, and it is also advisable for ours, so that it is easier to steal, because it is difficult to steal on a high -tech object. Therefore, it is easier to extend the license of the "Red Bor" than to bother with deep processing of waste.
- Why can't they build a plant in Red Bor for so long?
- In our country, any long -building gives rise to theft of funds in a huge amount. Of course, it is impossible to blame people as well, in each case you need to understand. But experience shows that money is thrown into the pipe. In general, only local residents with the support of ecologists can move something with the processing of garbage. This movement is gaining momentum. And only the public, private individuals, together with ecologists, can force authorities to change their policy and stop building garbage plants. By the way, there was a scandal in Vienna, when environmentalists forced the owners of the garbage plant so much to strengthen the cleaning that the plant became unprofitable. Now in Europe, environmental requirements for garbage burning are so high that burning has become unprofitable, processing is cheaper. And our requirements and norms are underestimated, they are established not according to international standards, but by concepts, and even then in practice are not observed. Therefore, we still have to burn garbage cheaper than processing, this is the reason for the desire to build new garbage plants, in particular, a plant in Levashovo, - Vladimir Gryaznevich believes.
