Prime Minister Dmitry Medvedev chaired the final meeting of the Supervisory Board of Vnesheconombank (VEB) this year. Currently, VEB finances more than 150 investment projects, he noted. According to the bank’s development strategy until 2020, approved on October 16, it is expected that its loan portfolio will increase to 2.5 trillion rubles. The emphasis will be on supporting small and medium-sized businesses, as well as on developing import substitution. In addition, it is planned to provide two credit lines with a total volume of more than 50 billion rubles. Agency for Mortgage and Housing Lending as the operator of the “Housing for the Russian Family” program. Within its framework, at least 25 million square meters must be built. m of housing - mainly for large families, low-income people, as well as for the resettlement of people from emergency housing. Of this amount, 40 billion rubles. The funds of the National Welfare Fund placed in VEB will make up the rest - the funds of the bank itself. It is expected that these funds will finance organizations involved in creating the infrastructure of affordable and comfortable housing.

The Prime Minister also said that he had prepared a “gift” for VEB’s 90th anniversary - he signed a decree on the procedure for providing the bank with subsidies in the form of a property contribution. Now the Ministry of Finance can use this mechanism to provide the bank with 30 billion rubles for 2014. As the head of VEB, Vladimir Dmitriev, said after the meeting of the supervisory board, the procedure will be completed by the end of the year.

Vladimir Dmitriev noted that VEB will require the same amount for additional capitalization annually until 2017. Also, according to him, in connection with the Central Bank’s increase in the rate to 17%, the question of liquidity arises - all loan obligations are calculated based on a rate of 9.5%. “We will introduce the question of finding resources,” said the head of VEB.

In addition, at the end of 2014, Mr. Dmitriev said, the bank’s loss will amount to more than 100 billion rubles, in 2015 - less than 50 billion rubles. This is explained by the need to create reserves, including in connection with Olympic projects. The volume of liabilities next year, according to the head of the bank, will amount to 310 billion rubles. According to him, the bank is considering various sources of financing: “these include funds from the National Welfare Fund, deposits, and other resources of the Central Bank.”

Despite this, VEB will help its subsidiaries and will also finance various projects. Thus, the Supervisory Board approved the additional capitalization of its Ukrainian subsidiary - Prominvestbank - in the amount of $300 million, Svyazbank - by 10 billion rubles, as well as Globex Bank - by 10 billion rubles. In addition, VEB will allocate 37 billion rubles. to finance the Khrunichev Rocket Science Center, 9.5 billion rubles - into the share capital of Sukhoi. Financial support for the automaker Ford Sollers will also be increased.
