
Against the background of the continuing destruction of the system of Russian education and the December collapse of the ruble, it seems that it is naive to talk about the upcoming death of eight schools for musically gifted children. But it is impossible to remain silent: the Ministry of Culture and the Ministry of Education and Science together took up the destruction of the only system of continuous musical education in the world, who was still invented by the Rubinsteins brothers. The system did not burn out in the fire of revolutions and the Great Patriotic War, survived in the dashing nineties. But today it prevented someone. This problem was discussed by professionals gathered in the news agency "National News Service".
If a well -wisher did not decrease the situation and did not send a letter signed by Alexander Klimov’s deputy Minister of Education Alexander Klimov to the e -mail of the Central Music School at the Moscow Conservatory, then there would have been no noise. The fact is that on the fourth page of this letter (it contained a request to approve until October 27 a new Federal State Educational Standard in the specialty “Instrumental execution”), as it were, said: the term of school at school is 6 years and 10 months. And this automatically means that children can be accepted in the CMS, Gnesinsky eleven-year-old and several more similar schools can only be from the 5th grade.
According to the director of the Central Music School at the conservatory of Vladimir Ovchinnikov, this will destroy all these educational institutions. It is quite obvious to the directors of such schools that primary education should exist in their professional form from the first grade. By the way, they have two more years of pre -school training. After all, the child is formed up to seven years, then, for example, it will be late to put his hand.
From the 5th grade-this is something else! In 2010, the State Duma seriously discussed the option of the standard, which ordered to start professional education both ballet and musicians from 15 (!) Years. Then it is not clear what Russia would be ahead of the planet. There are no other options!
Then the situation was largely saved thanks to the efforts of Nikolai Tsiscaridze and pianist Nikolai Petrov (the musician died in August 2011. - Ed. ). As a result, in the standards adopted on January 17, 2011, the age of the beginning of vocational training was left at the first class level. But, apparently, the idea of destroying everything and everything was so stuck in the gray matter of officials of the two ministries that only the dust could help to get it out.
By the way, the indefinite license of the CMS says that the normative period for mastering the programs of this school is 10 years 10 months. So the school lived for 80 years. And in Soviet times, the CMS was very supported: when the war began, they transferred to Penza to evacuate, they gave teachers and children to food. In the complete devastation of the Great Patriotic War, they preserved and cherished.
And now devastation is primarily in the heads. By the way, according to Vladimir Ovchinnikov, the existence of such schools is the subject of the envy of all foreign colleagues. They cannot combine professional and general education within the framework of one educational institution.
The same problems now have the Moscow Central Special Music School-ONEEETENTERS named after the Gnesins, and not only her. Gnesinka Director Dmitry Khokhlov said: “Everything is pounding me from what I see. For five years, we all fought to bring such schools to the legislation. In the last law, “On Education”, a step forward was taken. It was not officials that took care of this, but ordinary musicians who understand what these schools give to the state. I am surprised that there are no such people in the Ministry of Culture and the minobra. They lied to us that they dealt with this issue. In the office of the Deputy Minister of Culture Grigory Ievlev, there was a meeting at which Denis Matsuev and Vladimir Ovchinnikov asked why they still had not gathered school principals and did not ask their opinions. Matsuev raised this issue on the Council on Culture, in the presence of the president. Putin gave an appropriate order, which is not carried out. Why are these people in their posts? Our schools make up a hundredth percentage among educational institutions engaged in art education. Why not listen to the opinions of their leaders? And the ministerial assistant later says to me: why do you think that you need to listen to your opinion? ”
According to the First Deputy Duma Committee of the Culture of the actress Elena Drapeko, officials simply crossed out by their paper that “through the scandal, through threats from the presidential administration,” was introduced into the law “On Education”: a clause on the continuity of musical education in such educational institutions. “They say: until the 5th grade they will be taught in circles, in the system of additional education.” In general, this, of course, is ridiculous if it were not so sad.
Vice -Rector of the Moscow Conservatory People's Artist of the Russian Federation Alexander Bonduryansky believes that officials want to equalize everyone, because then everyone is easy to count. But professional musical education is not amenable to the equalization. “Once upon a time, the Rubinsteins brothers, the creators of the first conservatory, created a pyramid of musical education, which lasted one and a half hundred years (primary, secondary and higher education). No cataclysms and revolutions could destroy this pyramid. But this manages to do this to modern officials, ” he complained.
It was possible that such a standard also helped that the concept of “primary musical education” disappeared from the updated law. “No matter how much we fought, proving that it exists as a given, everything is pointless. They explained to us that the term “primary education” will be applied to vocational schools and therefore cannot be repeated in law. We suggested calling him a “basic” professional education, but this did not happen ... ” said Alexander Bonduryansky.
He recalled that now there are several types of schools in the system of musical education. In addition to several educational institutions such as CMS, this is a seven -year -old, school and conservatory. So, the law says that children can only go to music schools only after the 9th or 11th grade. So, if the child went to a regular school and to the musical one at the same time and graduated from the eight -year -old, he cannot immediately enter the school. He should consider a pause for a year or two somewhere. This means that music schools at their own peril and risk arrange additional years of training. Nobody pays them. Nobody thought about this either.
The question arises: why is the standard for young musicians the Ministry of Education claims, although the founder, for example, is the Ministry of Culture, for example, the Central Bank? It turns out that the standards of the Ministry of Education and Science say, but it must coordinate creative issues with the industry ministry (Ministry of Culture). And if the Ministry of Culture did not object to the crazy standard presented by the Ministry of Education, then it agreed and approved.
What could be a way out of this situation? According to Dmitry Khokhlov, the Ministry of Culture should be accepted by another state standard, starting from the first to 11th grades. “We have already developed such a standard, it just needs to be approved,” said the director of Gnesinka.
And also, as the Director of the CMS Vladimir Ovchinnikov suggested, it is necessary to allocate these schools in a separate sector of musical education. Maybe even subordinating them directly to the President or Prime Minister. “If these 8-10 schools are allocated by giving them the status of a national treasure, this would be a solution to the problem,” he said.
