In a recent report by the Kaliningrad public activist Ilya Shumanov, a wonderful image of domestic bureaucracy was proposed: a lizard that, in case of danger (read - accusations of corruption), consistently discards not only its tail, but also its paws (we know that this does not happen in biology), segments torso, all the way down to the head. Something similar happened with the expert councils of the Higher Attestation Commission (ES HAC).
Since the very spring of this year, Dissernet has been trying to proclaim from every iron: the organizing and directing center for the sale of dubious academic degrees in Russia is the Higher Attestation Commission with its expert councils. It is these expert councils, being in the position of a controlling and appellate instance, on the one hand, that guarantee the passage of suspicious dissertations through the HAC. And it is in them that the maximum percentage of dissertators is found, that is, professors who are not themselves plagiarists, but are significantly involved in the defense of other people's fake dissertations - as leaders, consultants, official opponents and chairmen of dissertation councils. We not only made noise in the press, but also sent an official appeal with all the data of the dissertation writers and the materials exposing them to the name of Minister Livanov (and received only a careless reply in response).
And now the Ministry of Education and Science has finally done at least something - not so long ago, orders appeared on the withdrawal of a number of experts from the ES VAK. Of the interesting "Dissernet" expert advice, they touched on the EC HAC on economic theory, on sectoral and regional economics, law and history.
Let's start with the good part of this news. Many experts left the Council on Sectoral and Regional Economics, having corrected in the field of view of Dissernet.
Professor of Economics and Finance of the Voronezh State Forest Engineering Academy Tatiana Lvovna Bezrukova, who, as we believe, took part in the defense of at least three “colored” ones, left. For clarity, Dissernet publishes its expertise in the form of colored page tables, where different colors correspond to different sources, in which revealed identical pieces of text. dissertations, including the rector of MISiS Chernikova.
Borisova Vera Viktorovna, Professor of St. Petersburg State University of Economics, has left. Being a member of the Dissertation Council 212.209.01 at the Rostov State Economic University (RINH), she provided protection for at least four characters from our database, including the Deputy Head of the Department for the Study and Control of Commodity Markets of the Office of the Federal Antimonopoly Service in the Rostov Region. region Ismailov Mursal Ismailovich, who three years later presented for the second time to the defense the work of a certain V.V. Klevtsov.
An employee of the All-Russian Institute of Agrarian Problems and Informatics im. A.A. Nikonov Mazloev Vitaly Zelimkhanovich, who issued scientific degrees as a supervisor and opponent to seven graduate students who later got into the Dissernet database, including the head of the department of the permanent representative of the Kabardino-Balkarian Republic under the President of the Russian Federation Makoev Murat Ruslanovich.
Rustam Ilkamovich Malikov, a professor at the Ufa State University of Economics and Service, has passed away.
Professor of the Financial University Margarita Vasilievna Melnik, who provided protection for four of our clients, left the expert council. Among them is the Deputy Minister of Education and Science of the Samara Region Zagrebova Larisa Evgenievna.
Valery Anatolyevich Tsvetkov, deputy director of the Central Economics and Mathematics Institute, who is famous in Dissernet for just one case, but what a case! In our opinion, Professor Tsvetkov's dissertation was completely reproduced, from the first to the last word, by his own post-graduate student Gorina Svetlana Alekseevna.
Finally, the titans and giants of the dissertation industry left. For example, the director of the Institute "Economics and Production Management" of the Tambov State Technical University Gerasimov Boris Ivanovich, who was involved in ten cases of strange defenses. Among his applicants are Professor of the St. Petersburg Humanitarian University of Trade Unions, Editor-in-Chief of the journal "Science and Business: Ways of Development" Voronkova Olga Vasilievna, Associate Professor of the Tambov State Technical University Rubinov Pavel Vladimirovich, General Director of Aliya-Pharm LLC Kanyukaev Fakhrutdin Badretdinovich.
Our old friend Anatoly Yuryevich Yegorov, who, as we can assume, was involved in the defense of twenty-four dubious dissertations in the period from 2004 to 2009 alone, has passed away.
The most stellar character of this expert council, Professor Valery Vladimirovich Minaev of the Russian State Humanitarian University, has also left. The dissertation council 212.198.01 headed by him at the Russian State Humanitarian University published 59 (national record!) bad dissertations.
The listed disserators have repeatedly become the subject of censure from the scientific community. In February, immediately after our first publications on dissertations, their resignation was demanded by the Council for Science at the Ministry of Education and Science, urging Livanov not to ignore the analytical note of Dissernet, and reminding that “a person who participated in the falsification of scientific results cannot be an expert, when it comes to the dissertations of other scientists. In October of this year, several dozen members of the Expert Councils said: "Giving consent to work in the structures of the Higher Attestation Commission, we by no means meant joining the same corporation with swindlers and falsifiers." It is gratifying to see that the HAC and MES still have feedback between the educational community.
And now - about the disturbing and not at all joyful. In the face of the listed craftsmen-dissermakers, the lizard threw off only its tail. The head and body have not gone anywhere. After Livanov's orders, the notorious expert council on sectoral and regional economics left the outstanding heroes of dissertation proceedings. And we do not believe that Dmitry Viktorovich did not know about them, because we talked about them in Novaya Gazeta, in Troitsky Variant, and in other media.
So, the chairman of the expert council of the Higher Attestation Commission Porfiryev Boris Nikolayevich, deputy director of the Institute of Economic Forecasting of the Russian Academy of Sciences, remained in place. Under his leadership, in 2008, the former general director of CJSC Russian Insurance Traditions (the company was declared bankrupt) Evgeny Albertovich Topekha defended his thesis, whose dissertation, as we can judge, is more than half reused texts of Derevenskov E.E. 2006 and Samsonov R.O. 2007. Moreover, a ridiculous replacement of the “meat-chocolate” type was made: on pages 124-125, the city of Kaluga moves to Primorye - the data is the same, but Kaluga has turned into Primorsky Krai using the simple find & replace method. Since Professor Porfiriev did not have a trail of dozens of fake papers, we are inclined to think that Topekha's case could also have been an accident in his practice.
Professor of the RANEPA, a member of the somewhat strange dissertation council 504.001.02 at the RANEPA Klyachko Tatyana Lvovna, remained in her position as deputy chairman of the EC. Among the clients of this council is Sergey Vladimirovich Shishin, Senior Vice President of VTB, Deputy Chairman of the Board of Directors of NK Rosneft. (The council functioned back in 2008, then was re-approved with the same number in 2009, so there is no contradiction in the date of approval of the council and the date of this defense.) The dissertation council continues to work to this day, to which we would like to draw the attention of the rector of the RANEPA Vladimir Alexandrovich Mau, although here, of course, this is not such a blatant case as with other dissertators of the former RAGS (before it was reformatted in the RANEPA).
But we consider it an absolutely blatant mockery of common sense to leave Sergey Ivanovich Kurdyukov and the deputy director for science of the Russian Scientific and Technical Center for Information on Standardization, Metrology and conformity assessment "Standartinform" by Professor Lomakin Mikhail Ivanovich.
Professor Lomakin has three “students” and 17 “colored” dissertators who passed through the Discussion Council 222.020.01 at the Russian Scientific and Technical Center for Information on Standardization, Metrology and Conformity Assessment, where Professor Lomakin previously served as chairman.
Professor Kurdyukov appeared in Dissernet not only with the achievements of his students. In his own dissertation, as we can judge, the “meat-chocolate” method known to our readers turned manufactured goods into fish. In addition to his own dissertation, Kurdyukov became known to Dissernet by five works of his applicants, and at least 12 people, with his participation as deputy chairman of the dissertation council 521.002.01 at the Kislovodsk Institute of Economics and Law, were gifted with colored dissertations.
So, the lizard is alive and well, although without a tail. We urgently ask Minister Livanov not to be satisfied with the discarded tail, but to take hold of the head directly.
