Simply put - the expansion of Leninsky Prospekt. The hearings were held in six districts of Moscow (four in the Yuzao and two in CJSC) in the spring of 2013, the symbolic number “200” was assigned to the protocol in the Gagarinsky district.

The authorities do not work out with this area. The activists were immediately forbidden to copy something, people literally were held by the hands, not allowing the use of computers, they had to make marks on the leaflets. The activity of the working group created on behalf of Sergei Sobyanin was nullified. Residents showed perseverance, and the study of materials was very main. Brief reviews “I agree”, “I approve”, a little more lengthy with the printed text “I am for the reconstruction of Leninsky Prospekt!” And he was calculated like hundreds and thousands.

Among these hundreds and thousands, neighbors were discovered, the dead relatives of the neighbors, the “clones” of neighbors, non -existent residents of the apartments of neighbors, residents of non -existent houses, residents of stores, bloodless and nonresident. The scale of the disaster grew as you meet the materials.

On August 9, the prefect of Yuzao Volkov approved the order of familiarization with the materials of the hearings. In Yuzao, the familiarization began to be understood as a “visual inspection of familiarization materials without fixing in any form and without processing personal data”. The “acquaintance” was named a citizen “who applied to the commission in order to familiarize yourself with the materials.” Those who wanted to get acquainted with a specific appeal were to preliminarily agree on the possibility of his selection with the secretary of the commission. A new concept was introduced - the acquaintance operator. This is “an employee of the prefecture, on behalf of the heads of the prefecture, a visual demonstration of familiarization materials” (hereinafter the original punctuation is preserved. - I.A.). During the procedure for familiarizing themselves, "the operator using the technical means of the prefecture demonstrates on the monitor screen of interest to familiarity of familiarization materials." It became possible to get acquainted only on Thursdays (two hours on the first and third Thursday of the month).

In the fall, activists of several areas tried to challenge the protocols in court and invalidate the results of the hearings. Judge Chernysh made materials in full from the Yuzao Prefecture, and 18 boxes with reviews were brought to the court, 7 of which were in the Gagarinsky district. Despite the fact that they gave only a few days to familiarize themselves with the materials, and the court hastily refused the applicants, the puzzle developed.
