Tamara Lyalenkova: "Human Resources: Money in Management"-this is how the theme of the contest "Director of the School 2014" sounded. And his finalists today in the Moscow studio: Vyacheslav Tkachenko , director of school number 1 named after Surikov, city of Krasnoyarsk; Sergey Novoselov , director of the school number 3 of the village of Sovetsky, the Republic of Mari-El, and Zhanna Podkovirkin , director of school number 8, the city of Anzhero-Sugene, Kemerovo region.
We have very different schools, and you all tried to write in your essay, how you deal with such a difficult issue as financing. How you use what the state gives you, and maybe you attract other funds to school so that the school is rated.
Zhanna, you have a small city, but the school is large, about 700-800 people.
Zhanna Podkovyrkina: Yes, 830 with something. I tried to start in my essay with positive points, and I believe that in recent years there has been such an important thing in our society that the state employee has ceased to be perceived as a volunteer who works almost free of charge. More recently, the “state employee” was an almost abusive word, it was the one who works almost free of charge for the state, but in recent years budgets basically fulfilled their obligations, the teachers received the salary on time, and this changed their attitude to the teacher's profession.
Tamara Lyalenkova: So you were able to raise your teachers salaries to the average in economics?
Zhanna Podkovyrkina: in 2013 - yes.
Tamara Lyalenkova: Before that, the salaries were not very good, you could not cope with this without outside help?
Zhanna Podkovirkina: Without the help of the state, the director of the municipal or state educational institution will not be able to do this, because the wage fund is still formed from the budget. The director can optimize the staff. But in 2013, in my specific school, we came to wages on the economy of Kuzbass without additional optimization of the states.
Tamara Lyalenkova: That is, there was enough money that came to school. How much does a student lead to school?
Zhanna Podkovyrkina: We have about 34 thousand a year in Kuzbass. These are educational costs-310th and 340th article, equipment consumables and teachers' salaries. At the end of the year, we reached the figure about 26 thousand - the average salary of the teacher. This figure was in Kuzbass. What will happen in 2014 will show on December 31, how we will close the financial year. Of course, it becomes more complicated for regional and local budgets. But I see the efforts of both the regional and the local budget to keep the situation on this situation. Of course, the authorities are configured to be achieved, this good level of wages to keep, despite all the problems.
Tamara Lyalenkova: Not all regions cope with teachers' wages, and if the budgets stop reinforcing it, the salary can go down. Sergey, is your village big?
Sergey Novoselov: The village is small. This is the district center of the entire Sovetsky district, but there are not many people live there. Today, in two schools of our district center, as many children are studying as he studied in one third 10 years ago.
Tamara Lyalenkova: As I understand it, rural schools have been attached to you, and your story is still associated with the so -called mergers.
Sergey Novoselov: The association took place with us through the reorganization of the educational space of the district, the village. We had three schools, at the moment there were two left. I myself also studied in the Soviet one, grew up and born there, and now there were so many children in all three schools as 10 years ago in each of them. We have the largest school of the village according to the plan is designed for 1299 seats, now only 794 students are studying at the school, this is a figure of week ago. And in the second school a little less than 400 children study. And the buildings were empty, we had the cabinets simply closed, there were no classes, and utilities, heating, electricity paid. And the process of reorganization was necessary at that time. We did not join the buildings to each other, we attached teams, three teams - student, teacher and parent.
Tamara Lyalenkova: And where did the teachers who were in closed schools go?
Sergey Novoselov: This is a very interesting story. The first school, which was attached to the third, she is the oldest, she is the "mother" of all others, and all teachers are somehow exits from the first school. After the reorganization process, teachers united in one school, who once worked together, who knew each other, but before the unification they acted as competitors, but here they should have acted as colleagues. Parents now vote with their feet - this is now familiar to everyone. And the process of uniting two schools would be incredibly complex. Schools are far from each other, in different parts of the village. And we began to carry the children to school on a school bus. All teachers who worked in the first school were in full force to the third. Not a single teacher was reduced, and additional rates appeared, which allowed to organize additional education, profile training, and accompaniment of children. This is all thanks to the unification. Money came to school, and this is a plus.
Tamara Lyalenkova: I do not really understand how money came to school if there are too many teachers ...
Sergey Novoselov: There were not too many teachers. The optimal ratio of children and teachers was. We have a very high average age of teachers, the rejuvenation of personnel is very slow. For example, in this academic year, only two young teachers came to a school of 45 teachers. And the process is painless, teachers simply retire.
Tamara Lyalenkova: Vyacheslav, do you also have about 700-800 people at school?
Vyacheslav Tkachenko: 895 people at my school. The school is located in the largest district of the city of Krasnoyarsk - Sovetskoy. We have a sleeping area, nothing new is built, old houses. But such an established contingent that we are already studying the grandchildren of those people who graduated from this school. The school is 37 years old, and traditions are very strong. The contingent of students at school is very different - both businessmen and workers of factories, employees. This is not to say that only the elite, a very motley people live there. Parents are the biggest, probably difficulty. Because all the media say that the school should, and this clearly settles in the heads, and most often this is from parents. There was a moment when they said that education was the service sector, and it was very strained. That's how much the school, the director hold the bar, so the parents perceive so much. At school, classes and extensions - everything is free, and we work with parents' claims.
Tamara Lyalenkova: How much do you get teachers?
Vyacheslav Tkachenko: In my school, teachers receive an average salary of about 32 thousand, it is commensurate with the average in the region, but we do not reach a little. The main question is state optimization. If ideally the teacher will work at the same bet, then we will never come to the desired wages. In the form in which I now have a state, I think this is the optimal condition, and to remove someone to reach this bar, I think, is simply inappropriate. In my educational institution there was no need to reduce something, and now I have the number of teachers at school is optimal. There are people who work at one and a half rates, there are teachers in the elementary school who lead two classes at once, because there are a shortage of teachers, and we have an agreement that a person will conduct classes until he releases, and resources allow. I did not have to fire anyone.
Tamara Lyalenkova: And how much money does you have for your student?
Vyacheslav Tkachenko: The regional subsidies go to the child-approximately 1200 for common are needed, article 340, 310 and so on. This is about 1 million 300 thousand for the entire school per year. About 28 thousand comes behind the student.
Tamara Lyalenkova: When it comes to education, now the conversation almost always turns towards money. But the quality of the teacher does not increase with the increase in salaries. Does the presence of funds help you somehow in improving the quality of education?
Zhanna Podkovyrkina: This is a complex and multi -level theme. The average load of my school teachers this year is 29 hours. When I started working, it was 21.5, and then it grew. Those who stood at the board will understand me. When the teacher has a load in 30 hours, a feeling of fatigue inevitably arises. It is impossible to work for 36-42 hours and do it well. A person wears out, and the 6th, 7th, 8th lesson per day in quality is not at all that the 1st, 2nd or 3rd. Therefore, I see my mission in not allowing the salary pursuit of the salary for teachers unbearable conditions for health. There will be no momentary result from the arrival of money to school. But if you look in dynamics, then in the future this will give a result, because money gives the possibility of a wrap, teachers selection. Not only those who could not enter the legal or economic will go, those who actually understand that the teacher is a very interesting profession will go, it is cool to become a teacher. And after decades this will affect, these are long -term investments. To give today 1.5 times more in the payment fund for teachers, and tomorrow to demand - give 96 points for the exam, make there to get children from the hinterland at Moscow State University, this is an unrealistic request. Everyone is rating now, they say that education is also an economy, they gave you money - work out quality, they always want to say: gentlemen, not immediately ...
Tamara Lyalenkova: As for material and technical support? This is also important, because there are new technologies, they came to school, but do not work in the way that they could work.
Zhanna Podkovyrkina: Also there is an interesting thing here. Of course, children should grow in modern space, but let's be realistic. Who gets into use? A teacher is just a person who has ... I have 29 hours on average, often more than a load, we will leave the brackets that the teacher should fulfill his job responsibilities, and if he put super -queshes and demand their use on the desktop today ... Let's be realistic, you don’t need to fill up the school with all this, not having the opportunity to train and feel comfortable for people who work at school. And education is always a slightly conservative place, but we give the experience of past generations. When considerable federal money for modernization programs fell into the regions, I saw in some institutions the effect of staging. Not everything works. And the lesson is still not the presentation of the magician, living communication, communication with the book and so on will not leave it, and this is always much more than information chips.
Tamara Lyalenkova: Sergey, if your school was offered a decent amount of money, what would you spend it on?
Sergey Novoselov: This is a terribly provocative question. (laughs) Henri Fayoli has such a “magnificent four” - four functions of management, they sound like this: planning, organization, motivation and control. Before I get the money, I must understand where I will spend it. I can hang an interactive board in each office, with which not all teachers know how to work, and it will serve as a screen to demonstrate a film, but will not work 100 percent. We had a competition "Director of the School" in the republic, and we had exactly the same question, and the amount was a million. They wrote different things-both buses, and something else, and only a few people wrote that they would invest in a person, in a teacher, invest in a person. What is where to start. Times are changing, the needs of parents and children are changing when they come to school. And now they are not enough with chalk and a pointer at the board and explain something, the child should now be surprised-with words or knowledge, it must be served in shape so that the child is interested in studying. I call this to invest in a person - teach the teacher to surprise.
Tamara Lyalenkova: That is, send it to some courses, organize additional education at the school, invite people who will teach new methods to school?
Sergey Novoselov: I will give an example. We met with the director of a wonderful school from St. Petersburg, Gorchakovo school, Alexander Kuzmin. And he has such a pedagogical project - he and children go to Russian educational institutions. They spend a day in one educational institution - these are eighth -graders and teachers who accompany them. These are lessons, master classes, a completely different environment. You can see a lot to learn and use.
Tamara Lyalenkova: Vyacheslav, how important are the money for you as a school principal, what can you do good with them?
Vyacheslav Tkachenko: Firstly, people are worth money, and you need to invest in people, in their qualifications, so that a person changes dynamically, does not work on old stereotypes. Money for salaries and equipment - two main directions. I am obliged to provide the salary, it is also written in the contract that I am responsible for this. And if there is no money for equipment, the teacher will perform work with available resources. My task is to distribute this resource so that there is no too thick in one place, in another empty.
Tamara Lyalenkova: That is, you do not think about the fact that you can use new technologies so that one teacher can lead two classes at the same time, for example?
Vyacheslav Tkachenko: Network technologies, of course, give their effect, but here it is a little different. I, as a leader, try to provide an order for the teacher. If the teacher is ready to work with modern equipment, I can not give him. I am even ready inside the team, for example, to make my own mini-competition for teachers of the Russian language and say: I will give it to that if you specifically tell me why you need it. There is another aspect when technology came to the school, but the school cannot be a warehouse. An experienced teacher can say: everything is fine with me, everything turns out - but time dictates new speeds of life, and what you get in 45 minutes can be moistened so that it turns out in 25 minutes, and there is time for something else. You need to see, due to technology, what can be reduced.
Sergey Novoselov: We are now writing an interesting program. The school now, in order to get additional funding, is forced to invent something new in order to get money and work. In rural schools, we have a personnel deficit, we conducted research last year - in the area we have 14 educational institutions, and they do not have enough teachers in 7 specialties, including mathematics, biology, in such necessary subjects. And we are trying to compile programs of network training for children who are far from the resource center. We teach not only children, but also adults, even pensioners sometimes get computer literacy lessons. We wrote a program for children who cannot engage in some subjects, are not a district center, but in other settlements, and parents financially costly bring the child to another educational institution to give him this knowledge. So far we are solving this issue, there are a lot of pitfalls - funding, wages ... Until we found points of contact.
Tamara Lyalenkova: Although the Law on Education allows all this.
Sergey Novoselov: Yes, all this is fixed there.
Zhanna Podkovirkina: You know, I want to say that education is the place where the "arms race" is inappropriate. When we distract teachers for this, nothing goes without a trace. It will come from the street gradually and will become an integral part of training. Now I have a feeling of excessive pressure about IT technologies. This in itself will come, let's not drive horses.
Tamara Lyalenkova: There were some trials in the competition, and it was necessary to prove in one of them that you were the director who is needed in this educational institution. How easy it is for you to communicate with the Department of Education in your regions? And is it really important to be able to provide that you are conducting a proper educational policy?
Vyacheslav Tkachenko: Probably, to prove that you are wealthy is not required, you just need to work. In our city, I didn’t have such an occasion ... I will not say that I am a revolutionary, and there are many things that our education department are doing, they are easy and not very, we work with them, but what I, as a director, do my work with a team, parent, children's and teacher, and I drive with them the prospects of movement. But in the city again there is a policy, and we try to adhere to it.
Tamara Lyalenkova: Well, politics in Moscow - the merger of schools is universal. And in Krasnoyarsk what?
Vyacheslav Tkachenko: I would say a cautious merger. We also have schools that absorb neighboring schools, but everything is very deliberately and carefully, where there is a need. Krasnoyarsk, as a region, is considered innovative, there are many meetings and forums, but, nevertheless, per capita financing and network interaction is very seriously considered, we work with this.
Tamara Lyalenkova: Sergey, how did you become the director, your personal story?
Sergey Novoselov: I became a director at the age of 25, was the youngest director in the republic for the wrong time. It turned out by accident, completely unexpectedly. In 2007, I worked at school for the second year, I was offered to take part in the competition of young teachers, I won it, and after that I was noticed, I became the director of a small rural school, in which only 89 children studied at that time. At the moment when I was offered this, I was an English teacher. According to the diploma, I am a history teacher, but I have several additional professions, I received the education of a physical education teacher in the direction of basketball, computer science, English, psychology in the direction of tolerance.
Tamara Lyalenkova: Where did you study?
Сергей Новоселов: Марийский государственный педагогический институт имени Крупской. Полдня были свободны, нужно было чем-то заниматься, а времена были непростые – нулевые годы, и я решил для себя, что было бы интересно попробовать изучать что-то еще. Так сложилось просто.
Тамара Ляленкова: То есть вы, молодой человек с таким набором компетенций, оказались в сельской школе, где было всего 89 учеников. Это средняя школа была?
Сергей Новоселов: На тот момент она имела статус средней школы, там были с 1 по 11 класс.
Тамара Ляленкова: Вам дали жилье?
Сергей Новоселов: Нет. Но у меня не было в этом необходимости. Я жил в 12 километрах, и у нас район вообще небольшой. До работы в школе я заработал себе на автомобиль, у меня был автомобиль золотого цвета, и меня назвали "золотым учителем". (смеется) Я ездил в школу на автомобиле. И вот я впервые попробовал поработать не там, где живу. Машина, правда, ломалась периодически, но было смешно и интересно. Чтобы заработать на машину, я работал в школе, работал в выходные в другом месте, и в летние месяцы работал по совершенно другому направлению. Не было отпусков у меня, все время работал.
Тамара Ляленкова: И вот вы стали директором…
Сергей Новоселов: Да. Я не бросаю дела на полпути, и если что-то начал, то доделаю обязательно. Я пришел в школу, в которой уже на тот момент прошел период аккредитации, которую школа не прошла, встал вопрос о лишении лицензии. И мне нужно было за месяц подготовить детей к срезовым работам по двум предметам, которые они написали 50 процентов по каждому предмету на "двойки", а через месяц должны были написать по этим же предметам срезы лучше. Школа была очень необычная, там обучались дети по смежной профессии еще, рядом была конюшня, и дети получали определенные еще занятия на конеферме. После окончания 9-го класса они получили корочку с профессией "коневод-животновод" и "жокей". They were very passionate about the horse sport, and even engaged in jigita. Это просто поселок, люди жили в этом поселке, но в какой-то момент туда пришла туристическая фирма, которая занималась конным туризмом, и привлекла к сотрудничеству школу. Ребята туда приезжали даже из других районов, собрался большой класс… Потенциал был, нужно было правильно мотивировать. Они у нас учились с родителями, родители тоже приезжали на занятия, и мы старались им объяснить, что не только лошадь, но и знания тоже необходимы, что они пригодятся. Приезжали педагоги во время учебных занятий, приезжали педагоги вечером. Ребята меня ненавидели наверняка, потому что я заставлял их постоянно работать. Они в интернате жили, и я приходил в общежитие с утра, будил, заставлял идти в школу, приходил вечером и смотрел, чем они занимаются, держал связь с тренерами, которые на конюшне работали. Мы даже привозили педагогов из столичных школ, искали спонсорские средства, чтобы оплачивать им командировочные, привозили преподавателей высших учебных заведений. Здесь еще надо быть откровенным, иногда дети учатся в другом регионе, потому что родители хотят избавить себя от лишних забот: ребенка отдали вам – дайте нам его обратно с аттестатом. Это неправильно, и тяжело работать с родителями, которые не заинтересованы в своих детях.
Тамара Ляленкова: А как вы, Жанна, стали директором?
Жанна Подковыркина: Я учитель русского языка и литературы. В эту школу директором я попала из другой школы, где работала завучем. Там я работала завучем на экспериментальном хозяйстве, у меня был инновационный фронт работ. Я с детства знала, что я – управленец. Это даже не вопрос карьеры или удовлетворения амбиций. Это было воспринято мною, как все постепенно встает на свои места. Это мне нравится, и я это с удовольствием делаю. Не потому что я имею власть над людьми, люди имеют надо мной не меньше власти, а потому что я такая. И все сложности я покорно принимают, потому что сложностей у управленца немало.
Тамара Ляленкова: А вы понимаете, куда ваши дети потом будут поступать? Ведь понятно, что, чем лучше образование вы им даете, тем вероятнее они едут из родного города куда-то подальше.
Жанна Подковыркина: Школа у меня самая обыкновенная. В ней, как в зеркале, все наша страна. Думаю, что именно из таких, как моя школа, и состоит среднее образование в России. Уезжают дети или не уезжают – это вопрос другого уровня. Если семья, родители не видят перспектив в этом населенном пункте, всякий нормальный родитель пытается дать своему ребенку хороший старт в жизни, и это вопрос здоровой конкуренции, он будет всегда. В нашей стране сейчас немало небольших населенных пунктов, которые являются очень привлекательными для жизни. Столичная жизнь тоже не для всякого мед, подходящее место. У нас так устроено, что в основном вузы сосредоточены в региональных столицах, областных центрах.
Тамара Ляленкова: А у вас есть лицеи, гимназии?
Жанна Подковыркина: У меня очень интересно – школа находится в центральном районе, и у нас там три школы – гимназия, хорошая, с традиция, в топ лучших в России входит; школа с углубленным изучением предметов и моя девятилетка. Я горжусь тем, что за годы, пока я здесь работаю, я избавила свою школу от прихода детей по остаточному принципу. Семьи сознательно выбирают нас, они что-то в нас находят. Надеюсь, что мы скоро вернемся себе статус полной средней школы.
Тамара Ляленкова: Мне кажется, школе стало труднее. Нельзя ставить "двойки" и оставлять на второй год. В Москве нет коррекционных школ.
Жанна Подковыркина: Я к этому отношусь крайне отрицательно! Я считаю, что это крайне неправильно. Много лет я родителей детей, например, седьмого вида, которые подлежат обучению по коррекционной программе, убеждала… Когда ребенка ставят задержку психического развития, это всегда слезы родителей, и я убеждала родителей, что это не окончания, начало правильной жизни для ребенка. Ребенок должен учиться среди равных, и только тогда у него возникает шанс испытать успех и почувствовать радость от учебы и радость общения. Ничего хорошего, если ребенок не может получить "четыре" и "пять" и сидит среди совершенно других детей. Когда 24 ребенка успевают вокруг, он сидит за последней партой и с каждым уроком все больше не понимает, что происходит. Это огромное несчастье для ребенка, и ни к чему хорошему не приведет. Родители вытирали слезы, шли и благодарили за то, что оказались в коррекционной школе. А сейчас коррекционные школы закрывают, и я не понимаю, за что этим детям все это. Я считаю, что это негуманно по отношению к детям с задержкой.
Тамара Ляленкова: Сергей, а что вы делаете в таких случаях? Вам же совсем деваться некуда…
Сергей Новоселов: У нас в районе нет коррекционной школы, но еще до выхода нового закона об образовании, несколько лет назад мы получили лицензию на право работы по программе коррекционного вида. Во-первых, у нас в районе много ребят, которым рекомендовано обучение по программе 7-8-го вида, и они остаются дома, не учатся, не охвачены образованием, и второе, есть дети в школе, которые сидят в конце, не занимаются, ничего не делают. Третий год у нас существуют классы начального звена, они называются у нас – классы коррекционной педагогической поддержки. Там учатся дети сразу нескольких параллелей, специальное расписание, подготовленные педагоги, и у нас дети осваивают образовательную программу. Мальчик у нас в этом году перешел из одной параллели в другую экстерном, потому что овладел программой за полгода. Он учится в этом же классе, но уже в другой параллели.
Разновозрастные дети сидят у нас в одном классе. У нас два класса коррекционно-педагогической поддержки – один в начальном звене. Расписание составлено таким образом, что они по предметам таким, как музыка, физическая культура, рисование, занимаются в классах той параллели возрасте, к которой они подходят, а основные предметы – чтение, письмо, окружающий мир – они изучают с педагогом отдельно. У нас в этом классе 12 человек, и по основным предметам с ними проходят индивидуальные занятия.
Тамара Ляленкова: История хорошая, но она тоже требует денег?
Сергей Новоселов: Это еще один плюс реорганизации двух школ. Дополнительные ставки потрачены на это – дефектолог, психолог, логопед… Мы учим детей и 8-го вида таким образом. Для педагогов, к которым они приходят на обычные уроки, музыка и так далее, мы проводили в течение года обучающие семинары, приглашали педагогов из Института повышения квалификации, проводили лекции и так далее, было и дистанционное обучение педагогов, причем учились педагоги для всего района.
Тамара Ляленкова: Но я слышала, что из школ как раз убирают ставки психологов, людей, которые вне основного процесса, на которых просто нет денег.
Сергей Новоселов: Из душ детей складывается определенный месячный фонд оплаты труда, и туда должна входить заработная плата всех педагогов. Чем больше детей, тем больше фонд, тем больше я могу позволить себе ставок. И на особенных детей идет дополнительное финансирование, поскольку мы получили лицензию и этим занимаемся.
Тамара Ляленкова: Но оно ведь не очень большое.
Сергей Новоселов: Нам хватает. Нам помогают местные власти, в том числе и региональные.
Тамара Ляленкова: Это интересный опыт. Я имею в виду, в том числе, и обучение педагогов. Вячеслав, а что вы делаете со сложными ситуациями?
Вячеслав Ткаченко: Действительно, стало сложнее работать с детьми 7-8-го вида. Ситуация в этом плане у нас примерно такая же, как сказали коллеги. Мы выявляем, беседуем с родителями, но эти дети все равно в школе, и с ними надо что-то делать. Понятно, что удержать ребенка в классе дорогого стоит, но учить нужно всех. Меня больше волнует вопрос 10-го класса. Мы не можем отказать, если у нас есть места, и когда приходит ребенок, и мы реально понимаем, что с его способностями ему лучше было бы получить рабочую профессию после 9-го класса, если после этого дальше понимать, что нужен институт – ради бога. Но большинство родителей считают школу, наверное, камерой хранения, и два года, проведенные здесь, - желание от чего-то уберечь, желание родителей дать высшее образование детям, я для этого нужно закончить 11 классов. Таким детям в 10-м классе очень трудно. Если ребенок приходит а 10-ый класс, чтобы потом поступить в вуз, и на уроках он себя чувствует некомфортно, он каких-то вещей не понимает в силу своих особенностей и не может усваивать, отказать родителям я не могу по закону, но с этими детьми очень трудно работать. Тамара Ляленкова: И школа оказывается виноватой в том, что у него недостаточно высокие показатели выпускных экзаменов, и директорский престиж тоже может пострадать…
