The first humanitarian convoy was sent from Russia to Ukraine in August 2014. Initially, in Moscow and Kyiv, they declared readiness to agree and deliver help through the International Committee of the Red Cross. However, consent could not be achieved, and the convoy crossed the Russian-Ukrainian border without coordination with Kiev and compliance with customs procedures. Since then, cars have almost unhinderedly delivered cargo to the territory of the Donetsk and Lugansk "people's republics".

In total, over 13 thousand tons of humanitarian goods were delivered to the Donbass from August last year of last year. Kyiv has repeatedly stated that he considers Russian humanitarian convoys illegal. After the delivery of the ninth humanitarian convoy, the President of Ukraine Petro Poroshenko accused Russia of delivering fuel for tanks to Donbass.
