Vladimir Kara-Murza Sr.: These days, Lithuania and all of us, natives of the former Soviet Union, recall the tragic January 1991, the assault on the Vilnius television center is one of the stages of the collapse of the Soviet "Empire of Evil".
About why Eastern Europe remembers the Soviet occupation for so long, today we will talk with Arkady Murashov , former People’s Deputy of the USSR, Executive Secretary of the Interregional Deputy Group.
Arkady Nikolaevich, how do you recall that disturbing January 91st?
Arkady Murashov: These were the most unusual years in modern Russian history. Therefore, I recall not only every year, but every month, if not every day. And January 91 - it was an amazing and intense time. In 90, elections were already held in the republican supreme councils, Yeltsin has already become the head of the Russian state, the government has already been formed in Ukraine. Lithuania has been behaved for a year as a sovereign, independent state, deputies of the Baltic republics no longer came to the congresses of people's deputies of the USSR. And in general, it was clear that the Baltic republics were no longer a Soviet Union.
And the relapse that happened in Vilnius was quite unexpected, because there was nothing that could provoke these events. And suddenly - a tragedy, dead people. This caused, of course, a mass manifestation in Moscow, a wave of support from the "people's fronts", "democratic Russia", the Baltic Sejm, deputies, our friends on the Supreme Council. Then we very often went to Tallinn, to Riga, especially to Vilnius, of course, which, I would say, the main center of anti -Soviet resistance.
I was not in Vilnius during these events in January, but I remember very well that there was a thaw in Moscow. Galya Starovoitov with me was one of the inspirers, the initiator of the mass events that took place in Moscow in support of Lithuania. It was an unforgettable time.
Vladimir Kara-Murza Sr.: Your colleague at the congress-deputy Vitautas Landsbergis , in those days, the People’s Deputy from the Lithuanian SSR, subsequently a deputy from Lithuania in the European Parliament, went to a direct connection.
Vitautas, please remind us of what was the immediate cause or reason for the entry of tanks to the capital of your republic.
Vitautas Landsbergis: The reason was that the top of the Soviet Union, including Mikhail Sergeyevich Gorbachev, was unable to recognize the rights of people and peoples that were freed from their strength and coercion. They believed that power is a law, and since they have power, then they can afford everything. But Lithuania, who, through the democratic elections and the freely elected parliament, stated that he from now on is again an independent country, builds itself according to its laws and its temporary constitution - and holds out the hand of friendship to the Soviet Union to restore normal relations, as it was before the war. But the answer was: "No, we do not recognize and we will not recognize you. You are our province, you must be obedient. We will use power." And the "economic force" was applied, that is, the blockade is energy and the blockade of resources so that Lithuania ...
Vladimir Kara-Murza Sr.: She became more accommodating, right?
Vitautas Landsbergis: But this did not happen. People supported the idea of independence and believed that an independent Lithuania, not depressed by the Moscow center, would be better arranged and restore normal relations with the world. Mr. Ryzhkov, Chairman of the Council of Ministers, arrogantly asked me: "And how will you live?! You have nothing, no energy resources, raw materials, and so on." I said: "We will buy. We have our own production, we will sell, and for the rescue we will buy everything we need, as many countries do in the world." But this was above their understanding, or they did not want to understand this, they felt their superiority. But when it was not possible to turn Lithuania with economic and social hardships, they decided to use military force. And they used it in January 1991. It was an attack on unarmed people, but armed with will and faith in their country, determination to defend it even with bare hands.
Vladimir Kara-Murza Sr.: Arkady Nikolaevich, by that time you no longer saw your colleagues from the Baltic states at the congresses, did they appear less often?
Arkady Murashov: Yes, they appeared less and less. In particular, the Lithuanian delegation no longer came. But two people were constantly on the Supreme Council - this is Nikolai Nikolaevich Medvedev and Egidius Bichkauskas, who was then the first ambassador of Lithuania in Russia. They visited the Supreme Council, but they were spying, performed spy functions. They did not interfere in discussion, did not take a word, but simply watched what was happening in the Supreme Council of the USSR. I don’t remember who was from Estonia and Latvia, but they had about the same status - it was observers.
I came to Lithuania as part of the first Russian official delegation led by Abdulatipov, when Vitautas was the head of the Lithuanian state. It was a monstrous delegation, which Yeltsin seemed to send for friendship negotiations. And I still remember how Abdulatipov behaved, how even Kolya Travkin, who was the leader of the "Democratic Party of Russia" behaved, but then he had a very imperial position. I, as part of this delegation, was like a Politovskaya White Raven. My comrades stamped me for the betrayal of national interests, but this was a delegation of already independent Russia. And this was the first sign of what, in fact, Russia goes after the Soviet Union. After all, we are now returning to the Soviet Union. Lithuania has long been in the European Union, and we have already halved the Soviet Union. And even then it began to happen.
Vladimir Kara-Murza Sr.: Vitautas, remind you how many civilians died, what death they died.
Vitautas Landsbergis: 13 people died, one died later from injuries. One soldier - Lieutenant Shatsky from the Alpha group, that is, from the KGB, died. But he died from a bullet, so to speak, friends. But for some reason this was not investigated by the Lithuanian prosecutor's office. They simply set the reason - a shot in the back from close range, and the corpse of the deceased was handed over to Alpha. And the Soviet authorities, moreover, did not investigate this murder. They had a reason to blame the Lithuanians of killing a Soviet officer.
These are the dead, let's say, in the literal sense. But there were about a thousand very seriously wounded. These injuries were often very peculiar: the concussion from the shots of tank guns at close range, stunning, nervous disorder for many years, and loss of sleep. And these are already emotional shocks, because terrible things were happening around, and people could not forget it, all the more heavily wounded, but survivors. Soul wounds remained for life.
Vladimir Kara-Murza Sr.: Arkady Nikolaevich, how were the military and Mikhail Sergeyevich Gorbachev at the congress later?
Arkady Murashov: At the congress there was absolutely the same situation that was two years before by events in Georgia.
Vladimir Kara-Murza Sr.: When Rodionov came, right?
Arkady Murashov: Yes. That is: no one gave the order, all this was unknown how, Gorbachev knew nothing, could not find the extreme ones, and how could this happen, they did not give any orders. Everything is pierced. At the Georgian events, at least a commission led by Sobchak was created, and she investigated these events. Her report, which was made at the congress, was published. There was no report on Lithuanian events. But those events that took place in the Baltic states prompted Gorbachev in the spring of 91 to realize that the Soviet Union could no longer be glued - and start the so -called "Novoogarevsky process", which ended in August 91 with a putspan, and later the collapse of the Soviet Union.
I think that events in Vilnius, in Riga made a strong impression on Mikhail Sergeyevich and helped him to realize that the Soviet Union in the past prompted him to start negotiations. Events in the Baltic states - on the one hand. And, of course, the strengthening Russian statehood, led by Yeltsin, on the other.
Vladimir Kara-Murza Sr.: Vitautas, why was the former Soviet Union so difficult to renounce the secret protocols to the Molotov-Ribbentrop Pact? In my opinion, only at the end of 89 it was possible to adopt a decree on their criminal character and officially publish them. Why do you think the nomenclature clung to the last to the version that this is a fake?
Vitautas Landsbergis: It was not as difficult as you said now. It was even surprising that the Soviet Union took the right step at the end of its days - he condemned Stalin’s crimes and his clicks together with Hitler. This is the decision of the Congress of People's Deputies - a bona fide document. Not everything is said there, but there is no lie there. And if we recall what surrounded the beating of people in Vilnius and after that, this is the same thing that is happening today, this is an unlimited lie about what is actually happening. “Nobody sent anyone, did not kill anyone, they shot into the air,” such nonsense spread officially. Even reading the report of the prosecutor general, you wonder. But when you see today, as an attack on Ukraine, you understand that the same thing happens. Nothing has changed, maybe only to the worse. The plane was not shot down, our soldiers are not there, Crimea was not captured. There is a strange game, as if the whole world is fools. But it was already then!
Moscow was conscientious - hundreds of thousands took to the streets. And the Russian Supreme Council made very correct, firm decisions, prohibiting Russian soldiers to participate in the battle against other peoples who strive for freedom. But the Kremlin elite indicated, and the Minister of Yazov, Pugo, hooks followed their way. For some time they convinced Gorbachev that it was necessary to use the troops, he doubted, and then said: "Well, if you are so convinced, then try." And they ran to fulfill. Now Mikhail Sergeyevich often repeats that he did not give a direct order. But he allowed. And when he already knew that there was a beating, that blood was pouring, that there are killed people ... I called him, but they did not let me talk with him. Then Yeltsin called him. And Yeltsin told him: "Stop this disgrace!" Yeltsin then told me that he said so much to Gorbachev on the phone. So Gorbachev knew everything, but did not give the order to stop. Or he agreed in advance and foresaw that "maybe there would be several victims there, but we will save our positions in the Baltic states." Or he was afraid of higher ones, because he was not the most higher.
Vladimir Kara-Murza Sr.: Arkady Nikolaevich, in my opinion, by this time Eduard Shevardnadze had already resigned. He said at the congress: "The dictatorship is coming. I am resigned." You then understood what he was talking about?
Arkady Murashov: No. When Shevardnadze left, we did not understand this signal as it should. But there was the so -called "eve of the security forces" at a closed meeting of the Supreme Soviet of the USSR - just in January, on the eve of the Vilnius events. That is, it was quite obvious that the opinion, which in August 91 resulted in a putsch, was ripened in January. The first semi -public publicity of this mood, this point of view, they expressed at a closed plenary meeting. I remember very well how the hooks performed there, Pugo, where they said: "It's time to finish with this lawlessness. How does the Baltic stern dare to behave like that?!" And Gorbachev, as it was in Tbilisi, and in August 91, in the manner characteristic of him, said: "Do you think so? Well, try." And then he did not interfere, but looked what would happen.
Vladimir Kara-Murza Sr.: Vitautas, we look at photos in which the Sejm is surrounded by concrete barricades. What is the case of such precautions?
Vitautas Landsbergis: This was done the day after the night of the battle. Although the Supreme Council was not attacked on parliament, it was not known what they would decide the next morning. There were many people around. And some Soviet officers later seemed to say that "there were too many meat," so they did not go tanks through these thousands of people. And others say that Gorbachev did not give the last order - at all costs, by any means to take the Supreme Council. But we did not know that they would decide the next day. They announced martial law, they announced that in Lithuania there is a new government. That is, the old Soviet government, a bunch of old communists again proclaimed themselves by power. But there was no power, except for the naked Soviet military and kagabash force, which really could destroy us the next day. The barricades that people built - before that their bodies served as barricades, and then not only the bodies, but also building materials, blocks from the construction projects, heavy machines were piled around the parliament to protect themselves at least for a while, as in the fortress. The Lithuanian people themselves dumped this bad government and again invited the Communists. Well, so that there are no such nonsense. But since there is a will to freedom and determination, then it will be necessary to defend yourself if they go into a direct, last attack. For this, barricades were built.
Vladimir Kara-Murza Sr.: Arkady Nikolaevich, did you know that some military personnel refused to comply with criminal orders? In particular, Lithuanians by origin.
Arkady Murashov: Of course, we did not know. There was no information. Television showed it extremely meager.
Vladimir Kara-Murza Sr.: Then, in my opinion, Alexander Nevzorov flashed in his report.
Arkady Murashov: Alexander Nevzorov flashed a few days later. And the movement "ours", the word "ours" has come into political use since then. Now, by the way, during the anniversary of these events, Nevzorov gave an interview, where he deeply regrets that he is an enemy of the Lithuanian people, that he is forbidden to go there. He says that he understands that he was wrong. Although, according to the events then, he believed that he was right, but now he sees that it was a mistake. That is, he repents.
Vladimir Kara-Murza Sr.: There were such journalists as Yuri Rost.
Arkady Murashov: This is when there were already “Moscow News” and “Spark”. That is, there was a free press. Therefore, the information, however, is late, not in the form of direct television portions, but in the form of news in some daily and weekly newspapers came quite quickly ...
Vladimir Kara-Murza Sr.: They have not yet closed the "look".
Arkady Murashov: And yet your glorious radio station existed, and the Air Force. Therefore, the information was received. The Internet, of course, was not. But people knew about what was happening. Not to mention the fact that we were, of course, on a constant connection. And Lithuanian deputies Medvedev and Bichkauskas gave us the fullness of the information. Moreover, the Lithuanian embassy was directly opposite the headquarters of the Interregional Group on New Arbat. We were in the days and spent the night at the Lithuanian embassy in order to track events.
Vladimir Kara-Murza Sr.: Vitautas, do you know that the ethnic Lithuanians who served in the Soviet Army refused to comply with criminal orders? There are still "black lists". And if they appear in Russia, the order of their detention is still not canceled ...
Vitautas Landsbergis: Probably, there is some kind of confusion. We do not know that officers or employees in the Soviet Army either the domestic or Kagabash troops refused to execute orders. On the contrary, even high officers of Lithuanian origin were enemies of free Lithuania, they served the Soviet Union and participated in this robbery. General Kashauskas, General Picauskas - the names are quite famous. Some have already died.
Another thing is that after the proclamation of independence, the former draftees felt that they should not serve in an alien army. Moreover, they often mocked them, they were brought in iron coffins from the distant outskirts of the Soviet Union. It was a constant tragedy. They were called the Germans, mocked them, tormented. So they went home. Some, of course, abstained. And they did not encourage everyone to abandon this military service. But if they appeared, we registered them and tried to somehow ensure their safety. Although the young Lithuanian state did not have any military force to defend soldiers who could be held accountable as deserters. It was a difficult period, Shchel until January. The whole 90th year there were an attack on those who left the service seats and returned to Lithuania, they were considered enemies of the Soviet Union, they were tried to arrest, judge and send them back. It was a year of tension. These atrocities, violence, beatings of Lithuanian citizens were both by January, and the blood has already poured, but not on such a scale.
Vladimir Kara-Murza Sr.: Arkady Nikolaevich, did you think that we must dismiss those ethnic draftees who ended up in the republics from the Soviet army, who had not yet separated?
Arkady Murashov: No, we did not specially engage in military calls. We then engaged in things related to the functioning of the central authorities. In the days of the spring call on 89, the question of independence did not stand yet, and then Casimir Pruniskene spoke on the Supreme Council only about the republican self -alignment. The autumn call of 89, I think, also passed as usual. Spring call of 90 - I think that the Baltic states already had problems. Although the elections were in March, and the call was in the spring. Может быть, вся эта военкоматовская машина сработала. Вот осенью 90 года, я думаю, проблемы уже были. А весной 91 года, я думаю, уже никто не был призван из прибалтийских республик.
Владимир Кара-Мурза-старший: Напомните позицию Бориса Николаевича Ельцина. Ему предстояло в июне избираться президентом России. Он же поддержал освободительное движение Прибалтики.
Аркадий Мурашов: Ему тогда еще ничего не предстояло, потому что решение о выборах президента состоялось позже. Тогда только-только закончился диалог с Горбачевым о программе "500 дней", которая провалилась осенью 90 года.
Владимир Кара-Мурза-старший: На референдуме 17 марта приняли решение, да?
Аркадий Мурашов: Конечно. Это было позже. Время было очень спрессовано. В марте уже начался "новоогаревский процесс". А знаменитое выступление Ельцина в Таллине, когда он сказал, что Россия признает независимость прибалтийских республик, состоялось раньше января 91 года, по-моему, еще в 90 году. И после этого заявления Ельцин воспринимался, конечно, как друг и союзник для прибалтийских республик. Хотя так не было, даже в верхушке тогдашнего Верховного Совета России. И по той делегации во главе с Абдулатиповым, в которой я состоял, было очень ярко видно, что Россия уже на следующем этаже власти, ниже Ельцина, – не союзник прибалтийским странам.
Владимир Кара-Мурза-старший: Витаутас, как вы тогда оценили позицию Бориса Ельцина? Насколько она помогла Прибалтике выстоять?
Витаутас Ландсбергис: Борис Ельцин был против коммунистической диктатуры, против власти большевиков. Он хотел, чтобы Россия была свободна от этого режима. И был, естественно, нашим союзником. Он поддерживал и даже отдал приказ... не только приказ, это было решение российского парламента, что граждане России, которые находятся в рядах советской армии, не должны выполнять противозаконных, антиконституционных приказов, не должны нападать на гражданских людей и представителей тех народов, которые хотят свободы. У Ельцина была благородная позиция. Конечно, он знал, что с демократической Россией тоже будет покончено, если будет покончено с Прибалтикой.
Он же прилетел в Таллин 13 января. Там еще не было военных действий, хотя шли приготовления к ним. Кровь лилась в Вильнюсе, а Рига была на подступах. Старовойтова его отговаривала лететь, говорила, что это опасно, что его убьют большевики. Но он прилетел в Таллин, и были подписаны четырехсторонние документы: от России, Литвы, Латвии и Эстонии. И было письмо к Объединенным Нациям с протестом и с требованием, чтобы Объединенные Нации включились и исследовали это нападение, эту агрессию. Так что у Ельцина была очень четкая позиция. И после того, как он вернулся, все понимали, что может быть переворот на весь Советский Союз. Но они захлебнулись в Вильнюсе. Потом еще ударили по Риге, и там люди были убиты. Но дальше они не пошли. Готовились, видимо, к настоящему перевороту. И в августе попытались это сделать.
У Ельцина была четкая позиция. Когда он вернулся, на пресс-конференции он сказал, кто, как и что делает. При этом он высказался, что России надо иметь свою армию, и Россия должна брать под контроль КГБ. И они это начали делать. Мы не знали об этом, у нас не было информации. Но года два назад Геннадий Бурбулис мне рассказывал, что они действительно брали КГБ под российское верховенство – от советского. Так что старые власти теряли землю под ногами. Но они не хотели уйти без крови, и пошли на то, чтобы пролить кровь и в Москве, и везде.
Владимир Кара-Мурза-старший: Аркадий Николаевич, какую роль сыграл этот четырехсторонний договор, о котором вспомнил Витаутас?
Аркадий Мурашов: Он сыграл ключевую роль. Конечно, Ельцин свою позицию заявил, но это было неожиданно для всех. Борис Николаевич выступил очень оперативно. История в Эстонии, где была оказана недвусмысленная поддержка, конечно, сыграла большую роль. Но очень многие в Верховном Совете России в то время совершенно не были с Ельциным согласны, были его противниками. И тогда он получил очень много осуждения в Верховном Совете России.
Владимир Кара-Мурза-старший: А как вы считаете, те жертвы, которые принес литовский народ, остановили дальнейшее кровопролитие? Они не были напрасными?
Аркадий Мурашов: Конечно, нет. И Горбачев переосмыслил текущую ситуацию – он понял, что Советский Союз уже не вернешь, и надо искать какие-то новые формы сосуществования. И всему миру стало ясно, что Прибалтика – это уже свершившийся факт. И те 13 душ, которые тогда были отданы Богу в Вильнюсе, они, естественно, сыграли огромную роль.
Владимир Кара-Мурза-старший: Витаутас, как проходят поминовения погибших и мемориальные мероприятия в январские дни?
Витаутас Ландсбергис: Они проходят с большим почетом в память этих храбрых людей, которые пожертвовали собой во имя отчизны и свободы, с одной стороны. А с другой стороны, за прошедшее время изменился настрой. Потому что в первые годы после этого мы все время отмечали под знаком траура этот день. Траур сейчас, конечно, присутствует, но мы осознали, что это – победа, которая стоила жизни. И после победы есть не только траур по погибшим, но и осознание, что мы выстояли против такой чудовищной машины. Появляются и произведения искусства, и спектакли, и так далее. Но у нас нет полноценных художественных фильмов об этой эпохе. Документальных фильмов много, и все новые материалы открываются, иногда даже более страшные, которых раньше не показывали. И есть уважение этого подвига безоружных людей, и стойкости парламента, который отклонил горбачевский ультиматум 10 января. Хотя тогда уже была угроза, – "вас ждут большие несчастья". И эти несчастья через два дня начались. Уже было известно, что они готовятся к военному удару.
Я был в Вашингтоне в декабре, и рассказывал президенту Бушу о том, что нас ждет удар советской военной машины. Он не верил этому. Он говорил, что Горбачев никогда не пойдет на это, потому что это было бы губительно для него. Но я предупреждал, что пойдет, и было бы хорошо, чтобы Соединенные Штаты выступили со строгим заявлением против намерений применить войска против безоружных людей. But this was not done. И даже сейчас в случае Украины этого не делается, позволяют убивать людей.
Владимир Кара-Мурза-старший: Аркадий Николаевич, учли ли опыт Вильнюса организаторы путча в Москве в августе 91-го? Отрезвил ли он их в том смысле, что они не пошли на такие жертвы, как в Вильнюсе?
Аркадий Мурашов: И да, и нет. С одной стороны, мы видим, что политически он совершенно никого не отрезвил. И попытка, которая была сделана в августе, – это почти точная калька с того, что было за несколько месяцев до этого в Вильнюсе. С другой стороны, неудача в Вильнюсе могла бы внести какие-то тактические коррективы. И в общем-то, было ясно, что сначала надо было захватывать телевидение, а потом...
Владимир Кара-Мурза-старший: Но так и сделали.
Аркадий Мурашов: Все телевидение. И надо было давать не "Лебединое озеро", а пропаганду. Вот сейчас уже сделаны все выводы. Сейчас уже администрация действует безошибочно. А тогда было сделано очень много ошибок: войска не были под контролем, все было сделано крайне непрофессионально и сумбурно. И причиной этого непрофессионализма было то, что организаторы августовского путча почему-то считали, что большинство народа на их стороне, что они идут навстречу чаяниям подавляющего большинства российского народа. А это было не так, и уж тем более – не в Москве. Московские граждане, которые дали 90 процентов поддержки Ельцину... Как можно было опереться на москвичей, провозглашая ГКЧП?! Это политическая наивность. И никакая армия, никакая "Альфа" не поможет здесь одержать силовую победу. Что и было продемонстрировано в течение трех августовских дней.
Владимир Кара-Мурза-старший: Витаутас, после распада Союза ваша страна обрела независимость. Мы знаем, что Кремль по-разному относился ко всем постсоветским республикам. У Грузии были территориальные потери. А какие были претензии у Кремля к официальному Вильнюсу? Мы помним, что в Эстонии из-за "Бронзового солдата" был конфликт. Как вас пытались приструнить кремлевские политтехнологи?
Витаутас Ландсбергис: В первые годы, когда мы стремились сблизиться и войти в Европейский союз, в Североатлантический союз, были всякие угрозы и предупреждения, что Россия никогда не позволит, что применит все способы – и военные, и какие угодно, чтобы этого не допустить. Потому что это очень опасно для Москвы, если Эстония, Латвия и Литва вступят в Европейский союз. Ну, это какие-то глупости, но они продолжаются и по сей день. В Москве сидят люди, которые считают, что они вправе приказывать другим народам. А если народы не слушаются, то они получат по голове, но сами будут виноваты. Вот эта средневековость очень живуча.
Но я хочу вспомнить о реакции москвичей, и не только москвичей, когда осаждали Белый дом в Москве, и могли быть такие же кровавые события. До нас доходила информация, что даже солдаты из Таманской дивизии, офицеры, которые участвовали в событиях в Вильнюсе, говорили, что второй раз они этого не хотят. Потому что какая-то человечность все-таки еще сохраняется, и даже у тех, которые по приказу или под "таблеткой номер пять" со стеклянными глазами шли убивать безоружных людей. Наверное, совесть у них все-таки шевельнулась – и в Москве они отказывались штурмовать Белый дом.
Владимир Кара-Мурза-старший: Аркадий Николаевич, в чем уникальность положения Литвы на постсоветском пространстве? Она граничит не с материковой частью России, а с Калининградской областью. Это ее как-то страхует от великодержавного давления России на постсоветские государства?
Аркадий Мурашов: После событий в Крыму и в Восточной Украине, мне кажется, никто ни от чего не застрахован. Тем более – Литва, которая является мостом к калининградскому анклаву.
Но вот что меня поразило, когда я приехал недавно в Литву. Понятна борьба Литвы за свою независимость, за сохранение своей культуры, своего языка, литовской истории... Литовская самостийность всегда была нам дорога. И лозунг "За нашу и вашу свободу!", в общем-то, пришел из Литвы. Но когда я сейчас побывал в Вильнюсе, я увидел, что от Литвы осталась половина. Вильнюс – обезлюдевший город. Половина населения уехала в Европу, живет там постоянно. И дети, которые уехали, литовскую самостийность, скорее всего, потеряют. Литва является членом Европейского союза, где отказываются от независимости, от самостийности. Отказываются даже от национальных денег и от многих национальных вещей. А за что боролись-то? Ну, Советский Союз – это был тоталитарный монстр. Европа – это совсем другое. Но национальная уникальность Литовского государства утрачивается. И я на это смотрел с сожалением и горечью. И мне интересна точка зрения Витаутаса на этот счет.
Владимир Кара-Мурза-старший: Витаутас, наши радиослушатели знают, что Литва с нового года перешла на евро. В чем вы видите плюсы и минусы?
Витаутас Ландсбергис: Прежде всего, национальное самосознание и стремление сохранить себя как народ не исключают здравого смысла. То, что мы вступили в Европейский союз, соответствует здравому смыслу. Мы видим, как горько платит Украина за то, что она опоздала, что ее геополитика была вялой, нерешительной, не было четкого стремления к европейской демократии. Они как бы сидели на двух стульях. А за это сейчас приходится дорого платить.
А то, что Вильнюс опустевший город, – это очень неправильно. Действительно, из провинции очень много людей уехали. И из России тоже уезжают, Россия пустеет. А Вильнюс – нет. Вильнюс – это концентрация капитала и жизненного уровня. Так что это ошибочное впечатление.
И насчет евро. Ну, надо просто выразить сожаление несчастным французам и неумным немцам, которые тоже отказались от своих национальных денег и имеют сейчас европейскую валюту. Европа объединяется в том числе и монетарным союзом – это один из шагов объединения экономик. Но надо понимать, что украинцы хотят жить нормально, а их за это наказывают.
Владимир Кара-Мурза-старший: Мы как раз и говорим, что Украина-то опоздала, а Прибалтика успела.
Аркадий Мурашов: Прибалтика и в советское время не совсем была советской. Любой человек, который побывал в Прибалтике, разницу между ней и остальным Советским Союзом ощущал очень сильно и явственно. И то, что прибалтийцы жили в Советском Союзе на поколение меньше, наложило громадный отпечаток на атмосферу жизни в прибалтийских республиках, почему они первыми и ушли.
А Украина была, может быть, одной из самых советских республик. Она была, может быть, даже более советской, чем Россия. Ну, я не говорю про Западную Украину, но Крым, Донецк, Харьков – это уж точно. И когда Россия делала радикальную экономическую реформу, когда в России было правительство Гайдара, когда Россия шагнула далеко вперед, Украина очень засиделась на стартовых позициях. Конечно, это была не Средняя Азия, но у Украины не было отчетливой политической позиции, была коррупция. И все худшие свидетельства того, что и в России потом восторжествовало, на Украине было с самого начала. И не случайно Украина в разы отстала по экономическому развитию от России. Даже во время прекрасного президента Ющенко не было ни вменяемой экономической политики, ни вменяемых экономических реформ. Украина погубила себя сама. Да, многое проснулось на Майдане, и сейчас Украина получила колоссальный шанс исправить все ошибки прошлого. Но я не уверен, справится ли Украина со своими вызовами, сумеет ли она провести те реформы, о необходимости которых говорили все эксперты, начиная от Кахи Бендукидзе, которые были призваны на помощь. И мы сейчас видим, что проукраинское правительство снова медлит, та же бюрократия, ничего такого не происходит, что могло бы... Вот Грузия делала экономическую реформу быстро, последовательно.
Владимир Кара-Мурза-старший: С коррупцией боролась.
Аркадий Мурашов: Результаты были получены буквально в считанные месяцы. А мы уже годовщину Майдана отпраздновали – и что? Я не уверен, что Украина – это страна со светлым будущим. Мне кажется, что Россия и Украина вместе идут на дно. Пока я не вижу признаков того, чтобы Украина могла бы состояться.
Владимир Кара-Мурза-старший: Витаутас, может ли единая Европа помочь Украине в этой неравной борьбе?
Витаутас Ландсбергис: Она может помочь. Но желает ли она помочь, если это грозит кому-то ухудшением отношений с Москвой? Украина сейчас находится в состоянии войны. У России неограниченные ресурсы. Если Украина окрепнет настолько, что сможет покончить с этими "Лугандониями", тогда Россия выступит открыто, посылая регулярные войска, "Буки", танки, что угодно…
