They were written by employees of three organizations of the Chelyabinsk suburb of Kopeisk - CJSC Gorvodokanal, LLC Kopeysk treatment facilities, Kopeye Water Supply LLC.
The named companies are three legal entities, but the enterprise is the same. His problems, according to Tatyana Zavrazhnaya Gorvodokanal, Deputy Director for Economics, began in 2012, when the head of Kopeisk became United Russia Vyacheslav Istomin. He created the municipal enterprise - the understudy of the Gorvodokanal CJSC existing since 2006 - and gave it to this, controlled structure control of the entire city water supply and sewage system. The city dwellers now paid money for the service to the state water utility, and the private did all the work, which, on the basis of the lease, had pumping and treatment stations. For this work, the municipal water utility was supposed to pay private appropriate money. But for some reason he did not pay.
“In 2013, MUP did not pay us a dime,” says Tatyana Zavrazhnaya . -2014 began, and debts grew. Our private enterprise had to take loans, sell their accumulated property, equipment to continue work for years. We ignored our demands to repay the debts, we were told that there is an indication of the mayor not to pay us. As a result, CJSC Gorvodokanal accumulated debts both on taxes and salaries. At that time, there were more than 300 employees in the staff, but people already began to leave.
The team of the enterprise did not go wherever. People arranged pickets, asked for help, including the leadership of the regional branch of United Russia - they say, affect a one -party man, let him instruct to repay debts! In March 2014, prominent local United Russia met with the team of the company, among which was the speaker of the Legislative Assembly of the region Vladimir Myakush. His words that the problem will be solved, the people believed. But instead of 10 million rubles, MUP transferred only three - this was not enough even for a salary. And then in July 2014, employees of treatment facilities announced a hunger strike.

According to Tatyana Zavrazhnaya , already at that time many employees wrote applications for the withdrawal from the United Russia party:
- Soon a tripartite agreement was concluded, with the participation of the city administration, that until December 31, debts will be closed. And indeed: there was enough money for a salary, there are no debts to people now. But the MUP still owes us about 150 million, and no one intends to sign any agreements and agreements with us again. Because of these debts, we did not index the employees for two years, did not pay taxes. You can’t list all the difficulties.

- In the elections in which the United Russia won, Istomin, his competitors were only unknown to anyone, the housewife and guard. Of course, people voted for the candidate who supported the regional authorities. And soon it began: the small business was injured - the new administration closed all the kiosks, sold the bus station and the bakery and the bakery, which soon went bankrupt, although before that he worked perfectly, Kopeisk was mired in garbage, roads in terrible state, and this is only part of the problems. The story of Vodokanal easily fits into this series, ”said Tatyana Zavrazhnaya, deputy director for economics of Gorvodokanal CJSC.
