In October last year, “New” published the material “Governor Paranormal” (No. 112), in which she wondered: “How did the head of the Kaliningrad region be able to refer to work that were published only a year later?”

We were so shocked by the paranormal properties of Mr. Tsukanov that we seriously decided to understand this and prepared requests: to the Higher Certification Commission (VAK), Kazan National Research Technical University named after A.N. Tupoleva (KNITU), where, according to official figures, in 2002, the dissertation was defended, and the KNITU library is the only place where the original work is stored. Unfortunately, the answers of clarity were not made, rather the opposite: they distinguished themselves with persistent attempts to mislead us.

Let me remind you of the plot of business. Last summer, Dissernet drew the attention of those who were not indifferent to the fact that in 2002, when the head of the Kaliningrad region became a candidate of psychological sciences, there could not be a dissertation for the future governor in his hands. In particular, the applicant of the candidate degree managed to refer to scientific articles published only a year after the defense: “Fighting syndrome” in the professions of the man -man (N.E. Vodopyanova, the book was published in St. Petersburg in 2003) and the work of T. Ozernikova “Improving the motivational function of the system of rewards” (published in the journal “Man and Labor” in the journal and labor in the journal and labor in the journal September 2003).

In general, in the text of the work of Mr. Tsukanov, the minimum number of borrowings was revealed, some coincidences were recorded only on 22 pages. But these coincidences are with the Author of 2012 Elena Minash "Patterns of the ratio of self -regulation and motives for professional activities of managers." By the way, Minash and Tsukanov had the same supervisor - Professor Rustem Gabdreev, teacher of KNITU.

For several months, “Dissernet” unsuccessfully tried to find the original text of the dissertation of Tsukanov, but he was neither in the library of KNITU, nor in the Russian State Library (RGB), where all work should certainly be sent. And only when publications appeared in the media, Professor Gabdreyev called the “disserter” to provide candidate with his high -ranking ward: in paper and electronic form.

But the work looked strange: the properties of an electronic document showed that it was created in May 2013 - exactly at the moment when the media began to ask various questions.

Tsukanov protection - and immediately Pat

In the official request, we asked the governor three questions: we asked us to explain how links to the still existing work appeared in the dissertation, whether he sued Mrs. Minash in connection with a violation of his copyright; They also asked to comment on the assumptions of the journalists of the Kaliningrad Pravda (the material “Lipov Governor”), according to which Tsukanov unconventional means received a diploma of higher education in the specialty “Jurisprudence” and, thus, at the time of appointing the Governor of the Kaliningrad region had only a secondary vocational education (gas-electric welder).

We received such an answer from the deputy head of the governor’s secretariat:

“On issue 1 - the implementation of the current requirements for scientific work was verified by the Higher Certification Commission under the Ministry of Education of the Russian Federation (Vacorescence of the Russian Federation). There are no violations.

For questions 2, 3 - the governor does not comment on assumptions. ”

If only the essence of the question was studied before answering.

Firstly, hiding behind the Higher Attestation Commission in this case is strange. “What checks the Higher Attestation Commission? Answer: Regularly (after the protection of the candidate), she checks compliance with a number of formal requirements: the completeness of the documents submitted in the certification case (certificates of candidate exams, a referral for protection from the academic council, where the dissertation was made), the powers of the Council, the compliance of the specialty code for the advice and the specialties of the opponents, the review of the leading organization, etc., - explains the form of Dissernet Andrey Zasakin. -The VAK tasks for regular dissertations do not include checking them for plagiarism or checking for a violation of causal relations (links with a date a year later than protection). And the funniest: the Higher Attestation Commission cannot check the candidate work: she does not enter there, unlike the doctoral,! Therefore, any statement of the candidate of sciences that "they looked at my work in the Higher Attestation Commission," a direct lie, because it has never been physically there. "

In one of his interviews, the chairman of the Higher Attestation Commission, REDN Rector Vladimir Filippov also spoke about this: “At least 22 thousand candidates are defended in Russia annually in Russia. Who should check? An abstract enters the expert council of the Higher Attestation Commission, we do not receive a dissertation. And we check, by and large, formal correspondence - print, etc. ”.

The Higher Attestation Commission of News reported: "All the materials of the certification case of Tsukanov met the requirements of the legislation in force at that time." We were also informed that Tsukanov’s certification case was taken “to control”, at a meeting of the VAK Presidium was removed from control, after which it was decided to issue a candidate of science to the applicant. All this is wonderful, only - we remind - everything is included in the certification case of the candidate, except for the full text of the work itself. It is worth emphasizing, the Higher Attestation Committee clarified: Tsukanov’s case was not taken on special control (the only case when the full text of the dissertation falls into the Higher Attestation Commission), but to the standard one.

At first glance, the “new” with the “disserter” fell into a vicious circle, and it would be time to agree with the indisputable fact that Governor Tsukanov, led by Professor Gabdreyev on April 27, 2002, defended himself to the Knita and on the same university’s dissertation council of psychological sciences. This was the “new” in writing by the vice -rector for scientific and innovative activities, Knit Sergey Mikhailov and supplemented: the university library contains the full text of the dissertation and two copies of the abstract. It turns out that at one time, "Dissernet" was not looking for poorly?

Just in case, we went to the RSL - and suddenly there is work there. “We only have an abstract. They did not digitize the text of the dissertation, so we need to go to another department of the RSL ... although we don’t have a printed dissertation either. Strange. So, he left it only at the place of protection, ”said the consultant to the electronic resources hall of the Russian State Library after a long search in the information system.

It remains to verify the words of the vice -rector KNITU and visit the University Library. At the request of “New”, Iskander Yasaveev, Doctor of Sociological Sciences, Associate Professor of the Department of General and Ethnic Sociology of Kazan Federal University is sent there. It was Yasaveev, at the request of Dissernet, that last summer he met with Professor Gabdreyev, from whose hands he received a dissertation of Tsukanov (and took her photo).

And - a miracle: there really is a dissertation of the governor in the library. But it would be better, probably, so that there was no. Since the study of library documents calls for the assumption that the dissertation dated 2002 was created at least in 2004.

On the intricacies of library business

“Tsukanov’s dissertation was brought about five minutes after I handed over to the reader of the reading room a request with a catcher number. They immediately warned: “Do not take out, do not take pictures” - and asked to sit down at the table right in front of the librarian table, ”Iskander Yasaveev shares his impressions.

Yasaveev could not get a photocopy: employees politely reported that the library did not provide such a service, referred to copyright and intellectual property and offered to contact the RSL (which, as we now know, is pointless).

Tsukanov’s candidate dissertation, as it seems to us, can help students with library and archival faculties master the basics of the profession. What is wrong? We tell you according to the points.

1. The impression of the hastily gained text, absolutely unbearable, with many typos and errors - even in the names of paragraphs and chapters. For example (spelling is preserved): “The professional activity of the manager and the parishes (hereinafter has been allocated by us. - Ed.) To study it” (paragraph 1.1), “Expective studies are professionally important in the structure of the manager’s activity” (Chapter 2). In the text of the dissertation, paragraph 1.4 is called: "Emotions - a concept, functions, and a role in activity." Even in the names of the works of Tsukanov himself, spelling errors are made in the list of literature: “217. Tsukanov N.N. Obtaining information and working with it in the process of professional activity of the preferential and journalist, "" 220. Tsukanov N.N. Professionally important qualities in the structure of the pre -personnel’s activity, their self -esteem and self -development. ”

2. The catalog card indicates that the work consists of 160 pages. But the librarians gave Yasaveev a job from 151 pages. But in the variant of the dissertation, which was shown to him by Professor Gabdreyev in June 2013, was 160.

3. The library text of the dissertation itself differs from what Yasaveev received from the hands of the professor. There are no applications in the library version, and in the version of the supervisor of Gabdreyev there are no some of the above spelling errors. The list of literature in the library version consists of 247 works, and in the Gabdreyev version - of 233. And, finally, the same problem link at number 55 to work “from the future” of Vodopyanova in the list of literature of the library option!

In addition to the work of Tsukanov, Iskander Yasaveev studied a number of other dissertations dated 2002-2009. As they say, everything is known in comparison.

1. Even the 2009 works look significantly “older” by Tsukanov. The margin of the pages of all the studied dissertations (apparently due to library dust) looks in the most part. Tsukanov’s dissertation, on the contrary, is absolute white, fresh, binding without a single scratch.

2. Catalog cards - a small cardboard rectangle in size 125x75 mm - another, almost the main evidence. Here in the photo, in fact, they are: catalog cards of various candidate dissertations of 2002. Obviously: Tsukanov’s dissertation card is printed on a laser printer, and not on matrix, like the rest (judging by the studied cards, the change of printer occurred in 2003). The second, not so obvious, but again from the paranormal series: the Tsukanov card was made according to GOST 2003 (GOST 7.1-2003. This GOST involves duplication of the author’s name after a slanting line: / N.N. Tsukanov). The study of other dissertation catalog cards of the KNIT library suggested that this GOST began to be used there only since 2004. There are other oddities that a competent employee will immediately pay attention to.

Yes, the dissertation of the governor of Tsukanov was discovered, but the question remains: when exactly and how she got to the university library. After all, all identified inconsistencies suggest that this did not happen immediately after the protection of the candidate, but much later - at least in 2004.

The fog could display extracts from the book of accounting or other paper, which reflects the chronology of the receipt of storage units. With a request to send scans or photos of these documents, we turned to the KNITU library. We were sent only a handwritten extract. Our second official request suffered the same fate. Really the original of the barn book ate the mouse ...

Is it not worth the law enforcement officers to visit the library in order to dispel all doubts to the public for the subject of forgery?
