Employees of the Investigative Committee and the FSB department for the Primorsky Territory are searching the premises of Dalta Bank in Vladivostok in the case of the theft of 2 billion rubles during the construction of the Primorsky Oceanarium on Russky Island, a told TASS. law enforcement source

“The searches are being conducted at the bank premises in connection with a case of theft during the construction of the Primorsky Oceanarium on Russky Island, initiated based on materials from the Federal Security Service of Russia for the Primorsky Territory. Now it is under the control of the Investigative Committee,” the agency’s interlocutor said.

On November 10, 2014, the main owner and general director of NPO Mostovik, Oleg Shishov, was placed under house arrest on charges of fraud. On November 11, 2014, the Directorate for Construction and Reconstruction of Facilities of the Presidential Administration filed a lawsuit with the Arbitration Court of the Omsk Region to terminate the contract with NPO Mostovik for the construction of an aquarium.

According to investigators, in 2010-2014, Shishov and the head of the “Directorate for Construction in the Far Eastern Federal District” Andrei Poplavsky stole about 2 billion rubles allocated from the budget for the construction of the aquarium. However, the paid construction work was not completed on time. Investigators also suspect Poplavsky of involvement in the theft of more than 40 million rubles allocated for the construction of the aquarium.

The agency clarifies that one of the largest design and construction companies in Russia announced the start of bankruptcy proceedings in April 2014 due to difficulties in repaying loans, the amount of which at that time exceeded 37.1 billion rubles.

A criminal case was initiated after President Vladimir Putin visited Russky Island in November 2014 and inspected the Primorsky Oceanarium scientific and educational complex being built on his initiative. After inspecting the facility, the head of state met in a closed format with those in charge and held a debriefing.

The oceanarium, including an exhibition about the birth of the Universe and the evolution of life in the Ocean, was supposed to open for the APEC summit in 2012, but the date was postponed to 2013, and later to September 2014.
