
About 20% of Russians can remain without the insurance part of the pension, since no one pays contributions to the Pension Fund for them. The Minister of Labor and Social Protection of Russia Maxim Topilin reported this in an interview with Rossiy newspaper .
According to him, "about 20% of the population at working age we do not see from the databases of the Pension Fund."
“We assume that most of them work, but insurance premiums are not paid for them,” the minister said. “This means that in the future they will not have an insurance pension. In addition, if employers paid for all employees, the current pensioners would have higher pension.”
Topilin noted that among the customers of employment services there are many so -called "professional unemployed."
“About 12% of officially registered unemployed cannot find work for more than a year, and I will assume that about half of them are the so -called“ professional unemployed. Not sure that these people do not have additional income. Unfortunately, there are quite a lot of illegal schemes, ”Topilin notes.
According to the minister, the government’s actions are aimed at legalizing employment.
“This is a pension reform that increases the insurance experience that gives the right to receive an insurance pension, these are restrictions on the number of pension coefficients or points. If there are less than 30 points - and this is work for 30 years with a salary of 1 minimum wage (with a minimum wage equal to the cost of living) - it will not be possible to enter the system,” he explained.
