The Russian representative to the ECHR recognized the conditions in the Yekaterinburg pre-trial detention center as unbearable and offered the applicant money in exchange for dropping the case

The Russian Commissioner at the European Court of Human Rights, Georgy Matyushkin, recognized the conditions of detention in the Yekaterinburg pre-trial detention center, which were described in his complaint by ex-prosecutor Konygin, as intolerable and causing suffering. Former employee of the prosecutor's office Igor Konygin complained that he was in inhuman and degrading conditions in pre-trial detention center No. 1 in Yekaterinburg for 2 years. His correspondence with his family was opened, read, and not delivered to the recipient.

In particular, over six months, Konygin, according to him, was transferred from the pre-trial detention center to the district court 56 times, each transfer lasted a day, no food was given. In exchange for stopping the transfers, Konygin was offered to admit guilt, but he refused. From January 10, 2005 to November 17, 2006, 45 letters were sent to Igor Konygin from his wife alone, of which he received only six, all in open form, often without an envelope, the complaint states.

The Commissioner at the ECHR, Matyushkin, agreed with the assessment of the conditions of detention in pre-trial detention center-1, but refused to admit that the letters of the prisoner in the pre-trial detention center were read and not delivered to his family members.

Matyushkin estimated Igor Konygin’s suffering at 7,500 euros and asked the court to stop considering the case in exchange for money. Konygin did not accept this declaration of the commissioner, reports sutyajnik.ru.
