Dvorkovich was removed from the presentation of the anti -crisis plan in the State Duma after a quarrel with deputies

The government’s anti-crisis plan at an additional government hour in the State Duma on January 30 will not be presented by Deputy Prime Minister Arkady Dvorkovich, but the first deputy prime minister Igor Shuvalov. This was reported by RBC with reference to the relevant Resolution of the State Duma, approved on January 23.

The replacement of the speaker is associated with the conflict between the United Russia faction and Dvorkovich, a source close to the leadership of the State Duma told the publication. Last Monday, January 19, the meeting of Dvorkovich with the deputies was unsuccessfully: during the event, the Deputy Prime Minister only stated that everyone knows - the price increase, but did not say what measures the government would take to reduce them. After that, the deputies had doubts that the government has an anti -crisis plan. The deputies emotionally criticized Dvorkovich. The reaction of the latter was also quite sharp.

On January 21, a source close to the leadership of the State Duma said to RBC that Dvorkovich was offended by the Duma United Russia and, perhaps, would not come to a meeting with the whole chamber, so the issue of Shuvalov’s visit is being decided. On the same day, a draft resolution of the State Duma on the arrival of Shuvalov, which was adopted on Friday, January 23, was published on the Duma website.

There are two reasons for the conflict of United Russia with Dvorkovich, political scientist Alexei Makarkin notes. On the one hand, Dvorkovich is criticized as a person close to Prime Minister Dmitry Medvedev: for reproaches to the leader of their party Medvedev, a special resolution is required, which they, apparently, did not receive, the expert explains. Meanwhile, United Russia treats Shuvalov with much greater food.

The source of RBC, close to the leadership of the Duma, suggested that the decision to replace Dvorkovich with a more senior leader Shuvalov was probably made by Prime Minister Dmitry Medvedev himself. He was probably reported to the cold reception provided by Dvorkovich with Duma United Russia, and, finding out that he was not ready for dialogue with parliamentarians, he could make a decision to replace, the interlocutor explained.

The government’s anti -crisis plan was developed under the leadership of the Ministry of Economy. It is aimed at adapting citizens and business to new realities without high oil and gas revenues. On January 21, the plan was represented by President Vladimir Putin and "generally approved." The total cost of the plan is 1.375 trillion rubles. At the same time, the head of state asked to "clarify the sources of financing" for a number of points of this program. After making changes, the plan was again examined at the final meeting with the Prime Minister. The final version of the plan will be again shown to the president on Monday, January 26. It is expected that on January 27 the plan will be approved. After the final approval of the anti -crisis plan, the government’s leadership will personally present it to the State Duma deputies, RIA Novosti reports. It is expected that for this on January 30, Shuvalov, Dvivarkov, the head of the Ministry of Agriculture, Nikolai Fedorov and, possibly, representatives of the Central Bank, will come to the State Duma at the State Duma.
