The meeting with the official did not take place, instead of this protesters repeatedly detained police officers, for December 26, some received fines, others - the deadlines for administrative arrest from five to ten days.
The background is as follows. In the 2000s , some medical workers and teachers received subleases in Moscow Housing as specialists necessary for the city with a promise that in 10 years of work they will be able to get housing on an ongoing basis-under a social rental agreement, or buy it out at the prices of BTI (Bureau of Technical Inventory.).
Later it became known that the city is not going to provide any housing on an ongoing basis and is not going to provide teachers, and previously signed documents do not give them any rights.
Doctors and teachers began to massively evict, which caused a series of protests on their part. The indignation of medical workers and teachers, as well as supporting them, led to the fact that the city authorities refused mass eviction. Moreover, the authorities began to offer social employment agreements, and even the housing that doctors and teachers occupied actually, but to which they have the right to the provision standards stipulated by the Housing Code and established by the law of the city of Moscow, since the housing for the first time was granted 8-10 years ago, from that time the children managed to be born.
Some doctors and teachers were offered to sign social contracts drawn up in a rather strange way-they contained a link to order the Moscow government No. 534-RP dated 09/23/14 , but the disposal of doctors was not shown, saying that it was secretly. This circumstance aroused a suspicion that the norms may contain norms that give the city authorities the right to soon evict doctors and teachers from housing, or that it gives the right to the housing policy department (now the Department of Property) to provide housing only to a small number of people who are distributed 534-RP .
Upon trying to get acquainted with the order and a full package of documents before signing the contracts, the Department of Property said that in connection with a long non -description of the social contract, they lost the right to housing.
OVD-Info publishes the story of Maria Goncharova, who supported the protest of doctors and teachers on December 26.
On December 26, 2014, I joined the protest of doctors and teachers. For two months they cannot receive an order of the Moscow Government No. 534-RP dated 09/23/14, on the basis of which they provide housing and which is spelled out in the social contract. We launched a banner with the inscription "534-RP-cancer of the city hall" and blocked Tverskaya Street, demanding a meeting with Sobyanin. Employees of the traffic police arrived around 10-15 minutes after the start of the action. At first they tried to talk to us, found out what we achieve, asked to leave the roadway. Then they began to crowd us to the sidewalk, called the police. Once crowded, we launched a banner along the sidewalk. Passing people were interested in, asked, some even said that we were well done. At some point, the traffic police were furious and with absolutely unmotivated aggression attacked one of the participants in the action, strangled him, clamped his head between his knees, beat him. A skirmish began between the traffic cops and the participants in the action, the traffic cops began to strangle another guy. One of the passers -by, seeing this, ran out onto the roadway in front of the ambulance, stopping it and calling it to the rescue. The ambulance took away the first victim, and the police who came by this time detained the passerby and put him in a car carrier. Police also began to detain other participants in the action. I was not detained, but I went to the autozak with my comrades.
When we were brought to the “Tverskaya” ATS and began to be removed from the car carrier, some person standing near the police department and saw this, cursed on the police, for which he was immediately detained. One of the detainees, whom the traffic cops also strangled, clamping between his knees, felt bad, and the pupils became different sizes. We began to ask to call an ambulance. After that, the employee of GAI who was strangled by the guy began to assure that they had nothing to do with, that he pretends and “just smoking”, mock him. More than six hours were kept in the police department. First, the traffic cops made us fines for the “crossing the road in the wrong place”, then the protocols began to draw up the police. My defender was not allowed to me. The policeman said that no representatives and defenders are allowed to be administratively detained before drawing up protocols, constantly referred to the non-existent administrative and procedure code (at the moment of the Code that separately systematizing the administrative law by analogy with the Criminal Procedure Code, but the bill of the Procedure Code has already been prepared by deputies State Duma-OTD-Info). He probably did not know other regulatory acts that could be applied in this situation. Closer to eleven o'clock, the police finally finally finished drawing up the protocols of 20.2 and were released some of us, but we did not have time to leave the police department, as they were immediately returned, since they were ordered to formalize 19.3. In the end, having issued the second protocol, everyone was released.
On the 29th, a criminal investigation officer came to my house. I was not at home, my mother opened the door to him. He asked her to call me. On the phone, he began to threaten that if I do not appear, then they would take me to trial from college. He also asked my mother to show my photo and permission to go into my room, but she did not. For some reason, I decided to go to court.
The remaining participants in the action by this time were already delivered there, despite the fact that some of them were appointed on January 20. On the floor where they had to judge us, they tried not to let the people who came to support us, saying that they "should not be on this floor." My mother was also not missed and did not allow her to transfer the necessary documents to me. In the end, my defender was missed. Judge Orekhova sentenced me to five days of administrative arrest, not even listening to the end of my defender. At the same time, the Decree initially indicates that I was not previously brought to administrative responsibility, and then it is written: “When sentencing, the court takes into account the circumstances, nature and degree of public danger of an administrative offense, the personality, who had previously been brought to administrative responsibility for the commission of homogeneous offenses encroaching on public order, and believes to assign her a sentence of administrative arrest in the form of an administrative arrest for 5 days. " An appeal was submitted, but Judge Stavich upheld the sentence, ignoring the fact that I suffer from a number of chronic diseases, including bronchial asthma.
Before sending to a special detention center, we sat with another convicted for several hours in a glazed cage, the rest sat in the chamber. We were not given water, stating “not supposed”, some of the police officers mocked us and shone into the eyes of a flashlight, wanting to angry. Further, for more than a day I was dragged between the police department, the court and the special receiver due to the ambiguities in the documentation. At first, it turned out that in the resolution they incorrectly wrote my last name, then-that the deadline was not indicated, from what moment I was considered the detainee, and then there was no seal on the document. But in the end, I was taken to the special receiver "Mnevniki".
The New Year’s meeting in a special reception was, in general, not as terrible as it seemed at first glance. They fed in general not bad, gave supplements. The atmosphere in the cell was also pretty good, the attitude of the employees of the special receptionist - very humane, time walk and a fifteen -minute conversation on the phone were slightly dispelled boredom. Numerous programs from comrades cheered up, the time flew quickly behind books and conversations. On New Year's Eve, we decorated the camera with fir branches that comrades, played board games, sang songs - in general, the vague sense of the holiday was created. And for some reason, the feeling that this year would be really new did not leave.
