Ukraine recognized the state debt to the Russian Federation in the amount of $4.73 billion

Direct and state-guaranteed debt of Ukraine to the Russian Federation and banks controlled by it at the beginning of 2015 amounted to 4.728 billion dollars, or 12.2% of the total external debt of Ukraine. Such data was published on January 28 by the Ministry of Finance of Ukraine.

The bonds maturing in December 2015, the agreement to purchase which was concluded at the end of 2013, when Viktor Yanukovych was in power in Ukraine, amount to $3 billion.

The documents of the Ministry of Finance of Ukraine also include a public debt of $605.9 million as part of the 1997 agreement on offsetting in connection with the presence of the Black Sea Fleet of the Russian Federation on the territory of Ukraine. At the same time, representatives of the Ministry of Finance still found it difficult to say how the annexation of Crimea to the Russian Federation affected the conditions for its servicing and repayment.

In addition, state-guaranteed debt to Russian banks with state participation at the beginning of 2015 included $500 million of debt to Gazprombank, $474.9 million to Sberbank of Russia and $146.9 million to VTB Capital.

Direct debt is $3 billion on Eurobonds maturing in December 2015 and $605.9 million under a 1997 netting agreement in connection with the presence of the Black Sea Fleet of the Russian Federation on the territory of Ukraine.

  • The Russian leadership has repeatedly stated that Ukraine violated its obligations under Eurobonds to keep the state debt within 60% of GDP, indicating that this gives the right to demand early redemption of securities.
  • The Ukrainian Ministry of Finance, in turn, emphasized that the comparison of debt and GDP should be given on December 31, and these data will appear only at the end of the first quarter.
  • The total external public debt of Ukraine, according to Myfin, published on January 28, is $38.792 billion, internal - $31 billion.
