The news that the Russian President approved the idea of the free distribution of land from the Far East is warmly discussed in the region. According to the calculations of the authorities, the allocation of everyone who wishs Hectar will help attract the population to the Far East. While the details remain unclear, citizens relate to the statement of restraint-critically, and experts are sure: it all depends on how exactly the project begins to be implemented.
In the Far East, there are 614 million hectares of land in state ownership, and only about 6.2 million people live in a vast territory. Therefore, the plan is called only grandiose. Local politicians with enthusiasm met this idea, but they are worried that the "land redistribution" can cause a new wave of corruption in the Far East.

The idea of free distribution of the Earth has become one of the most discussed in the region
On social networks, half-heard, half-seriously discussed what will be done with their allotments, and they are interested in what principle areas will be distributed: after all, fertile land with a view of the ocean in the Primorsky Territory can get to someone, and to someone-a wasteland near Magadan. In the Magadan region, by the way, five hectares are ready to distribute each.
The leader of the United Russia faction in the Parliament of the Khabarovsk Territory Sergei Lugovskaya believes that the proposed measure can - with the assistance of the federal authorities - to consolidate the mechanism of land allocation for residents of the region:
- This will be a positive moment, unless, of course, everything works out, and in an accelerated manner. Under the patronage of the first persons of the state, such issues are solved faster. Now people cannot arrange land. Just yesterday, I had been talking with a woman for a long time who registered the subsidiary farm and for several years she could not get a site. If a mechanism appears, this person will not leave, others will come to our land.
People and equipped areas in the suburbs of Khabarovsk throw because it is expensive. And you want to lure someone with a hectare here!
As the plenipotentiary of the President of Russia in the Far Eastern Federal District Yuri Trutnev told reporters, the hectare of lands will first be leased per ruble. Then, if employers use their hectare, the site will be transferred to them. At the same time, they will not allocate land next to large cities - this, according to the envoy, will create a ground for abuse.
Only who wants to settle in the territories far from cities and the necessary infrastructure, the head of the Communist Party faction in the Duma of the Khabarovsk Territory Viktor Postnikov is asking a question:
- In the city, no one will give land. We already have large queues - we cannot even provide large families. And the lands "along the waterways" - who needs them? There are no transport communications there, there is no engineering support. People and equipped sites in the suburbs of Khabarovsk, Komsomolsk-on-Amur and Amursk throw, because they are expensive, they do not stretch. And you want to lure someone with a hectare here! - Postnikov notes.
Alexey Vorsin
According to the plans of the authorities, the allocated areas can be used to do forestry and agriculture, build production buildings, camp sites and villages on them. The land next to the "free" hectare can be bought at a preferential price.
But, according to the head of the regional branch of the Democratic Choice party, Alexei Vorsin , such measures will not help attract immigrants to the Far East.
Most people will behave with the ground in the same way as with vouchers, that is, “drive” for nothing, selling potatoes for a bottle or a bag of potatoes
-It should be borne in mind that, for example, in our Khabarovsk Territory 80% of the population lives in Khabarovsk or Komsomolsk-on-Amur. These are urban residents who are not interested in a plot for farmland in principle. And for a serious farmer, a plot of one hectare is too small. Under the hunting and forest lands about the hectare of the Earth, it’s even funny to speak, hectare is a hundred per hundred meters. And for individual development, one hectare is a lot; So that you can build some villages around such lands, you need to start with networks and roads there. This plan for the allocation of land can probably help only some very small group of people, ”says Vorsin.
Another reason for concern is the possibility of reselling the issued lands to foreigners, for example, residents of China. The authorities assure that they will not allow this.
Sociologist and political scientist professor The Pacific State University in Khabarovsk Leonid Yonida notes: it is too early to evaluate the initiative of the authorities, since there is no specific plan. However, if the idea is nevertheless successfully implemented, a real middle class may finally appear in the Far East.
Leonid Blyacher
-This kind of thing is changing the whole social structure, if they suddenly somehow-for now, however, it is not clear what-they are realized. Most people will behave with the ground in the same way as with vouchers, that is, they will “drive” for nothing, selling potatoes for a bottle or a bag of potatoes. Someone will rent their land to dashing fellow citizens. But a layer of independent owners may arise. If this happens, then people will appear who will not depend on the state. It is these people, and not the Office Plankton, who are a real middle class. If you have your own independent shop, if you do not depend on the budget, you are a middle class. And if you are millions from the budget, you receive from the administration, you are not a middle class. You are an official. These are completely different things, ”explains Leonid Blyacher .
Public surveys in the Far East show that the locals have so far reacted to the idea. In the Primorsky Territory, two-thirds of the participants in the Internet voting on one of the local sites admitted: ideas about the hectare of land are not enough for the east of the country to become attractive to Russians. Every third participant in the survey expressed the concern that lands through dummies would be controlled by foreigners: in the small business this often happens.
In the Amur Region, a survey of the regional information agency showed: more than half of the inhabitants are not going to use the proposal of the authorities. The number of those who "must" take the Earth and know what to do with it was a little more than 5 percent.
