Mr. Sobyanin,

We will preliminarily inform you that we plan to hold a mass demonstration of citizens in the city of Moscow on Sunday of March 1 (Spring Anti-crisis), we intend to conduct this demonstration on Tverskaya Street, which is regularly used by socio-political organizations for mass processions and demonstrations. The application will be submitted by the organizers to the city hall within the deadlines established by law.

Given the scale of the planned event, we consider it possible and necessary to start preliminary development of the details of the organization of the event in order to form comfortable conditions for citizens who want to use their constitutional right to freely express their opinion, gathering peacefully, as well as for city services and law enforcement agencies that could calmly and in advance discuss all the necessary issues with the organizers.

We ask you to instruct the relevant structures of the city hall to begin the study of the issue together with representatives of the organizers Konstantin Merzlikin and Alexander Ryklin.
