The Judicial Collegium for Criminal Cases of the Supreme Court of Tatarstan softened the verdict by eight police officers from the Dalny police department in Kazan, who were convicted of brutal torture of the detainees.
The Judicial Collegium for Criminal Cases of the Supreme Court of Tatarstan on Wednesday issued a decision on a complaint about the verdict by eight police officers from the Dalniy police department in Kazan, convicted of brutal torture of the detainees. As the head of the Kazan human rights center Bulat Mukhamedzhanov told Mediazone, the court slightly reduced the sentences to the convict.
The term of imprisonment of the former deputy chief of the criminal investigation department of the “distant” Almaz Vasilov decreased from 15 years to 13 years old 11 months, the former deputy police department of the Fail Sabirzyanov police department from 12 to 10 years old, the former operatives Ramil Akhmetzyanov and Ilnar Ilnar Ilnar Ilnar Ilnaru Ilnar Ilnaru Ilnaru Ilnaru, from 10 years to nine and nine years and four months, respectively.
The ex-head of the criminal investigation department of the “distant” Ainur Rakhmatullin will spend seven years and two months instead of eight years in a colony of general regime, operatives Amir Sharafullin and Denis Vasiliev five years and eight months and three years and nine months instead of six and four years, respectively. The term of imprisonment in a colony-settlement in relation to the operative of Alexander Fadeev, accused only of an official forgery, decreased from two years to one year and eight months.
Back in mid -October, the head of the Kazan human rights center, Igor Sholokhov, appealed to the Supreme Court of Tatarstan with a request not to delay the consideration of the appeal in the Dalnoye case, as this violates the rights of the victims. Due to the fact that the verdict did not enter into legal force, the victims could not go to court with civil lawsuits.
The consideration of the appeal began only in November last year, six months after the sentencing to the ex-police-the court sentenced them to different terms of imprisonment in June 2014. It took more than two months to make a decision from the Supreme Court of Tatarstan, the meetings have been repeatedly transferred due to the fact that the convicts and their lawyers asked for extra time to familiarize themselves with the case materials.
During the debate, the prosecutor's office asked to reduce the term of imprisonment by all convicted ex-police. The lawyers of the Kazan human rights center, who represent the interests of the victims, asked to leave the sentence unchanged. The performance in the debate of Almaz Vasilov, who received the longest term, lasted two days. Vasilov asked him to justify him.
The verdict in the case of eight former employees of the Dalny Police Department was issued by the Volga Regional Court of Kazan on June 16, 2014. At the eight, the ex-police found 67 years in prison found guilty of torture.

After the scandal with the “distant”, the Investigative Committee began to double -check all reports on the torture by which investigators had previously made decisions on the refusal to initiate the case. In Kazan, the defendants of criminal cases or pre-investigation inspections were employees of the Savinovo, Yudino, Yudino, Air Building police, Gagarinsky, Esperanto, Vysokogorsk, Tank Dannot, Gvardeysky, Zarechensky, Derbyshki, Verkhneuslonsky, Azino-2, Industrial.
Another Dalnoy employee Alexei Grishin, who did not pass in the case of Nazarov, was convicted of beating the detainee, as a result of which the victim’s vision worsened by 20%.
At the same time, not all of the initiated cases came to court: for example, human rights activists still can’t get the case against police officers from the Udino, who beat and tied the Swallow in February 2012, as a result of which he died in February 2012.
The Fadeev who received such a mild punishment was accused only of an official forgery (Article 292 of the Criminal Code) for drawing up a false protocol on an administrative offense. The rest of the police in abuse of authority with the use of violence and intentionally causing grievous bodily harm that entailed the death of a person (part 4 of Article 111 of the Criminal Code). The victims of the police officers from the Dalnoye were recognized by 14 people.
As the human rights activists noted , it is important that Judge Alexander Shkatyanov not only found all the defendants guilty, but also issued private decisions to the Ministry of Internal Affairs, the Investigative Department of the Investigative Committee, the Prosecutor's Office and the Office of the FSSP in Tatarstan due to the causes and conditions that contributed to the commission of crimes in the Dalnaya Police Department.
“All this resembles the 37th year,” ex-police officers who surrounded the cage with the defendants said on the verdict. Almost all of them hid their faces from cameras.
Almaz Vasilov, before the sentence, stated that the whole thing was fabricated, the bottles of champagne in reality did not exist, and the detainee Sergey Nazarov died not because of the torture, but as a result of the fact that he "applied the lighter for the pure inside the body."
The resonant history of the Dalniye Department is not the only case when the employees of the Ministry of Internal Affairs of Tatarstan applied to the detained torture. "Mediazona" compiled a map of a police violence in the republic.
It was the death of 52-year-old Sergei Nazarov that became a trigger mechanism so that the police would talk about widespread torture throughout the country. Nazarov, Kazan police detained on March 9 on suspicion of theft of a mobile phone, and two days later he died in intensive care of the gap of rectum. Before his death, Nazarov managed to say that he was tortured for several hours in a row in the Dalniy police department: they put on a stretch, beat on the head and legs and raped a bottle of champagne.
In 2012, a special department for the investigation of crimes committed by law enforcement officials was created in the Investigative Committee. It was assumed that his employees would only do business against police officers, and thus will be torn out of the vicious ligament of the “operative investigator”, which forces investigators to cover the crimes of the operas (after all, then they still work together to disclose other cases).
However, in reality, this special department never earned, human rights activists are sure. Only 60 investigators were allocated for all 85 regions of Russia who specialize in law enforcement crimes. Thus, on average, one.7 investigator in cases of police abuse is now in the same region.
The creation of a special department did not affect the situation with the investigation of torture in the police, human rights defenders state. According to the head of the Agora Association Pavel Chikov, the statistics of the Investigative Committee shows that annually the department receives 80,000 reports of crimes committed by law enforcement officials. In all these messages, only 5,000 criminal cases are initiated.
After a huge resonance and with the help of lawyers from the “Kazan human rights center” who have long been engaged in the theme of torture in the police, it quickly became clear that in the “distant” confrontation of confidence under torture was put on stream, and the complaints of the victims of investigators were simply ignored.
In addition to Nazarov, the police from Dalnoye were charged with 13 episodes of the torture of the detainees, from whom they demanded to take the blame for various crimes. According to the text of the indictment, they tortured detainees in August 2010, in January, February, March, July, August, October and December 2011, in January and March 2012.
“We will now fuck you with this bottle until you sign a sincere confession,” Aliya Sadykova told reporters, which was beaten in the “distant”, demanding to admit theft from the bookmaker where she worked.
For all these episodes, the court found ex-police from the “distant” guilty. Having announced the verdict, the judge decided to destroy the material evidence seized in the Dalniye police department: a bottle of “Usadskaya Bread”, a wooden stick, leather belts, a baseball bat and a bottle of champagne “Dolce Vita”.
