Anti-Crisis Technologies LLC is putting up for auction for the second time the property of the bankrupt OJSC Experimental Thermal Power Plant, located in the city of Krasny Sulin, Rostov Region, the information was published on the portal of the Unified Federal Register of Bankruptcy Information. 21 lots are offered for sale, including a mill (4.1 million rubles), a communication center (6.9 million rubles), an electrical shop (9.7 million rubles), a chemical shop with equipment (24.02 million rubles) , fuel oil industry (RUB 21.6 million), 13.6 thousand tons of coal (RUB 17.08 million), a complex of buildings with plots (RUB 31.7 million), pipelines (RUB 4.6 million) , boilers (5.4 million rubles), machine tools (2.1 million rubles), diesel locomotives (6.1 million rubles) as well as the right to lease three plots of land with a total area of 401.4 thousand square meters. m (9.2 million rubles) and other property. OJSC Experimental TPP was created on the basis of Nesvetay-GRES, more than 80% of the company was controlled through offshore companies by the metallurgical holding Estar of Vadim Varshavsky, the rest of the company belonged to RAO Energy Systems of the East and Lukoil-Rostovenergo. During the crisis of 2008–2009, Estara structures were unable to pay bank loans, and in 2010, ETES and other holding companies came under the control of the metallurgical company Mechel. In June 2012, the company filed for bankruptcy, in August the Arbitration Court of the Rostov Region introduced a monitoring procedure at ETES and appointed a temporary manager, in February 2013 external management was introduced in the company, and in June 2014 the arbitration court introduced bankruptcy proceedings. The last time ETES operated was in the winter of 2013, providing heat to several villages in the Krasnosulinsky district of the Rostov region. According to SPARK-Interfax, the net loss for 2013 amounted to 90.3 million rubles, debt obligations - 1.28 billion rubles, including 774.3 million rubles. - borrowed funds. According to official reports from the company, a meeting of ETES creditors is scheduled to take place on February 6 of this year, at which the bankruptcy trustee’s report will be heard and a decision will be made to sell the debtor’s claims.

They already tried to sell the ETES property in January of this year, the total price of 21 lots was 292.9 million rubles, but the auction was declared invalid due to a lack of applications. For comparison: a chemical shop with equipment was then offered for 31.9 million rubles, a fuel oil facility for 27.1 million rubles, and coal for 22.4 million rubles.

It was not possible to contact representatives of Experimental Thermal Power Plant yesterday: the company’s telephone numbers listed on the Internet did not answer.

“OGK-2 (Gazprom Energoholding LLC) and power plants of Lukoil are still operating in the Rostov region, OJSC InterRAO, in principle, is now considering the possibility of acquisitions, but this asset, I think, will not be of interest to any of the electric power industry,” says the analyst Aton LLC Ilya Kupreev. The indicated companies did not promptly respond to Kommersant’s request about the possibility of acquiring the property of the Experimental Thermal Power Plant.

Anatoly Vakulenko, an analyst at Finam, believes that the main value for a potential bidder is a complex of buildings with accompanying infrastructure and the right to lease three plots of land, since “their liquidity is quite high,” and the initial price is close to the market price and they can be used for production location. “Other lots, in my opinion, will be very difficult to sell even after the initial cost has been reduced. Nevertheless, after the next price reduction, demand from intermediary companies is likely, which can subsequently resell the received equipment,” the expert notes.
