“The question of pre -trial blocking of anonymizers and access to anonymous Tor types of type is noteworthy. Perhaps this would not only limit access to the information prohibited through anonymous networks, but also expanding the possibilities to counteract the commercial distribution of malicious programs and illegal access to computer information,” Levin said.
According to RBC , Levin also called on the state to spend “serious funds” not only on the armed forces and law enforcement agencies, but also for information control. In particular, the deputy suggested increasing funding and the staff of Roskomnadzor.
“It is advisable to discuss other areas of further strengthening of the work of Roskomnadzor. For example, a system of training and attracting personnel,” Levin said.
The press secretary of Roskomnadzor Vadim Ampelonsky supported Levin's proposal. “We thank Leonid Levin for raising such an important topic. This issue is technically complex, but solved. If there is a corresponding regulatory framework, then we will find a technical solution,” the Ampelonsky RBC quotes.
Recall that the law on pre -trial blocking of sites was adopted in December 2013 and entered into force on February 1, 2014. According to this law, sites that apply calls to inconsistent mass events, riots, inciting interethnic and inter -confessional growth are subjected to blocking and to participate in terrorist activities.

The Tor network is a proxy server system that allows you to install an anonymous connection protected from listening. Tor technology provides protection against traffic analysis mechanisms that jeopardize not only the user's Internet anonymity, but also the confidentiality of commercial secrets, business contacts, etc. Through the Tor browser, you can also access sites blocked by Roskomnadzor.
It is also worth noting that in July last year, the Russian Ministry of Internal Affairs announced a closed competition for the study of the possibility of obtaining technical information about users of an anonymous TOR network.
