This week it became known that last summer, the physicist-physicist from the closed nuclear city of Sarov Vladimir Golubev was arrested. Until recently, Golubev was represented by the state defender, but a few days ago the scientist nevertheless turned to a lawyer from Nizhny Novgorod Evgeny Bubin , who told the media about the accusations presented by Vladimir Golubev:
- In June 2014, a criminal case was opened against a former employee of the Russian Federal Nuclear Center Vladimir Golubev. The center is located in the city of Sarov, the Nizhny Novgorod region, it is a secret enterprise. Golubev was charged under article 283, part 1, that is, in the disclosure of state secrets. A subscription about the non -departure and non -disclosure of the materials of the preliminary investigation was taken from him, ”said Evgeny Gubin Radio Liberty. According to Gubin, the investigation believes that secret information was disclosed by Golubev in his report at a conference in the Czech Republic:
- The sphere of the scientific activity of Golubev is explosives. According to investigators, in a scientific report made by Vladimir Golubev at a conference in the Czech Republic, materials representing a state secret were used. According to protection, there was nothing secret.
The conference, Golubev’s speech on which led to the initiation of a criminal case, is the annual seminar “New Trends in the study of energy materials”, which has been in the Czech city of Pardubitsa since 2001. As you can find out from the seminar programs published on the conference website , Golubev regularly participates in its work since 2007, and the texts of his reports are published in the collections of conference materials almost every year.
Radio Liberty contacted Tatyana Pivina , a leading researcher at the Institute of Organic Chemistry of the Russian Academy of Sciences, who not only, like Vladimir Golubev, has been involved in the work of the seminar in Padrubitsa for many years, but is also a member of his scientific committee. Pivina said that most of the seminar participants are students, graduate students and young scientists:
- This seminar is very important primarily for young scientists, especially Russian. In the field of energy -intensive materials, we now do not have an environment for assessing the objective quality of their work, and this gap fills the seminar in the Czech Republic. The sponsors of the seminar - the University of Pardubitsa and the American and European research centers, both military and civilian. Eighty percent of the seminar participants - students, graduate students and young scientists who have the opportunity to talk with leading scientists in this direction - there are 20 percent of them among participants. In addition, there are no money fees from participants at the conference: as you understand, for many Russian researchers this is very important. I am afraid that the rising hype can scare away Russian youth from participating in this seminar - this will be a disaster.
Pivina classifies Golubev to 20 percent of the Matra conference. She remembered him especially well at a dramatic meeting at the airport of Minsk, through which both scientists were sent to a seminar in Pardubitsa in April 2012:
- We flew with our colleagues to the Czech Republic for the seminar, Vladimir Golubev approached us, he looked lost, was excited - as it turned out, the day before he was detained by law enforcement agencies, they took the computer, he had to skip the plane, and did not return the computer. It looked something in the aesthetics of the Cold War. In my impression, this is a completely decent person, responsible for his affairs and judgments, not the one that would sell the homeland.
- Golubev did not explain what his detention at the airport was connected with?
- He said that this is, apparently, a showdown associated with his work in the nuclear center. It seems that there were some ill-wishers who inspired this case. I do not know details, this is all only from his words. But it seemed to me that Golubev could be trusted.
Radio Liberty managed to find other traces of the incident in Minsk. The RosPravosudie.com website posts the decision of the City Court of Sarov dated April 4, 2013 at the suit of Vladimir Golubev to the employer - the Russian Federal Nuclear Center and the Head organization - Rosatom Corporation. The lawsuit was partially satisfied. Here is a quote from this document:
“Golubev V.K. filed a lawsuit against the Federal State Unitary Enterprise of the Russian Federation RFEC-VNIIEF and the State Corporation Rosatom, indicating that on April 16, 2012, a provocation was committed at the airport of the Belarusian special services, as a result of which his personal belongings were selected and the landing of the aircraft departing to the city of Prague was taken away, where he was sent to a scientific scientific He managed to find out that the provocation was organized by the Federal State Unitary Enterprise of the Russian Federation, according to the response of the Deputy Head of the UFSB department in Sarov, he was the Rosatom State Corporation on August 13, 2012. RFD-VNIIEF, the actions of which he appealed.
From this text we can conclude that between Vladimir Golubev and the Administration of the Russian Federation in 2012 there was a conflict. Could he become a catalyst for the current persecution of Golubev by law enforcement agencies? In the search for an answer to this question, the Radio correspondent Freedom found the personal email address of Vladimir Golubev. The physicist under the subscription of the non -disclosure of the materials of the preliminary investigation in the criminal case agreed to tell some details of his conflict with the leadership, without touching the current prosecution.
In his email, Vladimir Golubev said that he has been working in VNIIEF (today this is the Russian Federal Nuclear Center) since 1974, after passing diploma practice there. Vladimir Golubev has about three hundred publications on various aspects of the explosion physics.
Golubev mentions the conflict that arose between him and the head of the department where the scientist worked, Stanislav Novikov, back in 1986. According to Golubev, further events were echoes of the situation that, as far as he knows, affected the interests of other people in the leadership of the institute, in particular the director of VNIIEF Evgeny Negina. As the reasons for the conflict, Golubev calls his “not very good character”, “intransigence”, the habit of defending his position, “unwillingness to obey arbitrariness and racket”. He involves in more detail about this story in the near future.

Golubev notes that he always worked actively and strictly observed labor discipline, and the regime service of VNIIEF and the FSB service tightly interacting with it were connected for his “education”. “In the conditions of the closedness of the city and the mentality of its inhabitants, it was not difficult for these services for these services to completely isolate me from the information that concerns me and engage in my“ upbringing ”by creating a constant atmosphere of negativity in relation to me and all my real and fictional actions,” writes Vladimir Golubev.
In an effort to protect himself, the physicist has repeatedly appealed to the court, however, apparently, unsuccessfully. The activities of the court, like all other services in Arzamas-16, later renamed Sarov, Golubev calls “specific” in his letter.
“I worked calmly as I could, because I could not change the“ climate ”due to the inability to exchange an apartment and take out my family, whose members, my wife and two daughters, turned out to be hostages of my position. I managed to change the apartment to Nizhny Novgorod and take my family only somewhere in 2000, but I myself remained to live and work in Sarov. I can resist the constant pressure of the system, on the other hand, it seemed that the development of society would go in a progressive direction and means used by administrative power, it would be impossible to crush me by depriving me of a “hammer and tillage”, since I completely switched to the analytical and theoretical kind of activity and all my tools fit into my head. Citizens did not dare or could not, ”says the scientist in a letter.
Golubev believes that “gradually his situation became increasingly shaky,” and “general trends in the development of the country could lead to this, not always and positive in everything”. In 2008, after a trip to the scientific conference "New models and programs for shock-wave processes in condensed media" in Portugal, where Vladimir Golubev presented 6 reports, one of the reports was instituted against him. In this case, in many respects reminiscent of the current one, it was argued that the materials given in the report were materials for official use. The physicist believes that the case was fabricated by the Department of VNIIEF and IFV director Anatoly Mikhailov. Then it all ended in the announcement of Golubev as director of VNIIEF Kostyukov reprimand. Golubev indicates that this reprimand was later canceled as a result of a series of trials in 2009. Wanting to finally restore justice, Vladimir Golubev appealed to law enforcement agencies with a statement on the prosecution of Anatoly Mikhailov accountable under Article 307 of the Criminal Code of the Russian Federation "obviously false testimony, expert, specialist’s conclusion or incorrect translation," but the case, according to Golubev, was "successfully oversaw". The scientist believes that Anatoly Mikhailov, with whom Golubev had a cool relationship before, after this story “was very offended”.

Further events relate precisely to the detention at the Airport of Minsk in April 2012. “In 2012, I made an aviation flight along the Moscow -Prague route with a transfer to the Minsk Airport when a trip to the scientific conference“ New Trends in the Studies of Energy Materials ”in the city of Pardubitsa,” Golubev writes. “In the Vesto Group of Employees of the Belarusian KGB, acting under the guise of customs officers of the Minsk airport, a raid on me took place, as a result Things are selected, and I myself held them before the airplane departure. ”
Golubev claims that his own investigation conducted after returning to Russia showed that the “raid of the Belarusian KGB” was organized through the Russian FSB by the regime services of VNIIEF and the State Corporation Rosatom. Vladimir Golubev turned to the director of VNIIEF Valentin Kostyukov and the general director of the state corporation Sergei Kiriyenko with a request to figure out the current situation, evaluate the actions of their regime services and return the things selected from me. The answer was not received, and then Golubev again appealed to the Sarov court - it was the decision in this case that was quoted above.
Golubev says that, despite the court’s decision to partially satisfy his lawsuit, Kostyukov “As a result of a certain manipulation” managed to get around the need to give a response to Golubev’s request. At the same time, by decision of the court, the department of Sergei Kiriyenko was obliged to give an answer on the merits. However, Vladimir Golubev suggests that the situation was brought to Kiriyenko too late, when the appeal was already completed and the decision of the Sarov court entered into legal force. As a result, an appeal containing, according to Golubev, a lot of obviously false information was sold through the Nizhny Novgorod Regional Court. Golubev appealed to the Investigative Committee of the Russian Federation with a request to institute criminal proceedings of part 2 of Art. 292 "Office forgery" and part 1 of Art. 303 of the Criminal Code of the Russian Federation "Falsification of evidence and the results of operational-search activities" in relation to the crime of persons, that is, in fact in relation to representatives of Sergei Kiriyenko. Vladimir Golubev does not exclude that after his statements, the head of the State Corporation Rosatom could also be “offended” by him.

It remains to recall the history of physicist Sergei Kalyakin, the former director of the Obninsky Institute of Nuclear Reactors and Heat -Physics, also included in the structure of Rosatom. Kalyakin was arrested on November 26, 2013 and accused under Art. 159 of the Criminal Code of the Russian Federation in "Fraud, i.e. the embezzlement of someone else's property by deception, committed by a group of persons by prior conspiracy, on a particularly large amount." According to investigators, Kalyakin abducted budget funds in the implementation of contracts for the Rosenergoatom Physics and Energy Institute. According to the party, Sergei Kalyakin was persecuted for refusing to participate in a fraudulent scheme organized in the Russian nuclear industry. The physicist has been in imprisonment for more than a year, despite the guarantees of the largest Russian scientists and public figures, the courts have already refused Kalyakin several times to change the preventive measure.
