The sensational news that President Putin may have suffered from Asperger's syndrome, bypassed the entire world press. However, this news needs explanations and understanding.

The USA Today newspaper, which made a report prepared in one of the research structures of the Pentagon on the basis of the Law on Freedom of Information, did not publish it completely, but only retelling it. If this retelling is correct, there are doubts about the professional viability of experts who wrote a report.

“Researchers,” the newspaper reports , “is not able to prove his statement about Asperger’s syndrome by Putin, since they were not able to scan the brain of the Russian president.”

Brain scanning is tomography. But with asperger syndrome, tomography does not have a diagnostic value. Its diagnosis is based on completely different procedures, primarily tests and conversations with the patient. The authors did not have such an opportunity, so their conclusions are purely approximate and speculative in nature. In addition, the syndrome is diagnosed, as a rule, in childhood. It is extremely difficult to make such a diagnosis of an adult. It was for these reasons that one of the researchers, the psychologist Stephen Lodvy, refused to confirm the diagnosis. Moreover: he said that such a task was not such a task for a group of researchers. The purpose of the study was to recommend to people who would directly contact Putin, the most effective negotiation tactics. The head of the Brenda Group Connors was generally inaccessible to journalists.

The very likely consequence of these stretches is that now in the mass consciousness of Asperger's syndrome it will be associated with Putin and his "madness". After all, the inadequacy of the words and actions of Putin has long become a common place of liberal discourse. Now all these oddities allegedly received an explanation. But people suffering from Asperger's syndrome are by no means mentally ill. They are quite capable of achieving and achieving outstanding successes in life. Among the carriers of the syndrome (with a certain share of convention), experts include US Presidents Washington, Jefferson and Lincoln, scientists of Isaac Newton and Albert Einstein, writers Mark Twain, Jane Ostin and George Orwell. Of the current celebrities, Bill Gates, Mark Zuckerberg and Warren Buffete is called. In Asperger’s syndrome there is nothing shameful or humiliating, and in vain the Kremlin spokeswoman calls the message on this subject “stupidity that does not deserve comment”.

At the same time, Vladimir Putin, apparently, has some personal characteristics. This is a complex of inferiority due to low growth, and professional deformations of the Chekist. The first -person health topic has another aspect - legal. The sores of the ailments of Vladimir Putin have been going on for a long time . Since he, apparently, intends to stay in the post, if not to death, then to a very old age, is it time to think about what will happen in case of complete immobilization or some other incurable ailments of the patient?

There is no need to remind of the serious diseases of the Soviet leaders, of which only Nikita Khrushchev left the post in relatively good health, and even then forcibly. Boris Yeltsin left voluntarily. But there are no procedures for the dismissal of the first person from the post for medical reasons in Russia. Clause 2 of Article 92 of the Constitution states that the president "terminates the execution of powers ahead of schedule in case of its resignation, persistent inability to exercise his authority or renunciation of his post." In these cases, his duties up to new early elections are performed by the Prime Minister. But what is a “persistent inability to have health reasons” and how is it installed? Is a mental disorder one of the options for persistent inability?

An ordinary citizen may recognize the court on this basis. Dmitry Medvedev, when by the President, signed amendments to the Federal Law "On Psychiatric Assistance and Guarantees of the Rights of Citizens in Provision" and to the Civil Procedure Code, according to which a citizen has the right to participate in court hearings in his case. At the same time, Medvedev said that "this is actually a step forward in ensuring guarantees of protecting human rights and freedoms."

Are these laws spread to the President of Russia? In any case, it would not hurt to conduct a regular medical examination of the first person and publish its results for public information. And then we will see a shuffling gait, and an inserted jaw falling into a glass, and other charms of senile insanity.
