The administration of Mineralnye Vody denied the organizer of the protest rally on March 1 to hold the event. As stated in the document signed by the acting head of the city administration Sergey Pertsev (a copy of the document is at the disposal of OVD-Info), “the public event ... cannot be agreed upon,” since the notice of its holding was submitted earlier than 15 days. The organizer of the rally, Mikhail Nazarenko, told OVD-Info that he had the opportunity to submit the notification again, and at the moment he intends to do so, since none of those whom he interviewed voted to refuse to resubmit the notification.
The notice stated that the purpose of the rally was to “draw the attention of the media and the public to the following issues”: devastation in the city, economic recession, rising prices, falling wages, strangulation of small and medium-sized businesses, mass layoffs, election fraud, the presence of deputies who had a criminal record for ordinary crimes, the inability of local authorities to ensure the normalization of the criminal situation, the resignation of the President of Russia, the governor of the Stavropol Territory, heads of local self-government, the head of the regional police, the introduction of direct elections of the governor and heads of municipal bodies.
At the end of January, a people's gathering was held in Mineralnye Vody, the cause of which was the murder of a serviceman and the ineffective investigation of the crime by local authorities. During the gathering, people blocked the federal highway. After that, about 30 people were detained, some were sentenced to administrative arrests for up to 10 days.
